The Council suggested this item be considered at a Thursday noon cornmittee~of-the-who~e meeting. ._. e 2 Blood, Bank Building Fund Drive - Permission was' requested, to sell but40ns on the streets of Eugene to raise funds for tne Blood Ban~ building. I George Marx requested that the decision be deferred to allow sketches and additional information for the proposal to be presented to the Planning Commission. Rezone to R-3G southwest corner 18th and City View, Keating-Bellisimo (66-047) e. Rezone to R-3G southeast corner 18th and Hawkins Heights, Riemenschneider & Chown- ing (66-055) - The Planning Commission recommended deni~l of both of these re- quests to rezone from RA Outer Residential. Council members had viewed both areas and suggested that these two items be referred back to the ~lanning Commission for study of the entire area west of Chambers on 18th. Dr. Purdy so moved, seconded by Mr. McNutt. Motion ca~ried. Mr. Hawk moved seconded by Mrs. Lauris to approve.Items ld and le of the Committee report. Motion carried. 2 f. Rezone to C-3P an area on west side of Echo Hollow Road and south side Wood Avenue, Pacific Realty (66-050) - Mrs. Ruth VanFossen, real estate broker, distributed and read a statement outlining the proposal for development of this property. The Planning'Commission had recommended denial of the request to rezone from R-l, RA, and AR. Mr. Lassen moved seconded by Dr. Purdy to deny the rezoning. Motion carried. Mr. Hawk moved seconded by Mrs. Lauris to approve Item lf 9f the Committee report. Mrs. VanFossen was present and asked the Council to refer this item back to the Planning Co~ission for rehearing as she had additional information to present. A vote was taken on the motion, and motion carried. 3 . . g. Rezone to M-3 area on west side Danebo Avenue extending about 2500 feet south of Royal Avenue, Allum Bros.-VanDeinse Lumber (66-053) - The Planning Commiss~on recommended denial of the request to rezone from AR Agrcultural. The petitioners were present and suggested that the request be returned to the Planning Commission to consider a revision of the area req~ested for rezoning. Mr. Chatt moved seconded by Mr. Anderson to refer the item back to the Planning Commission. Motion carried. Mr. Hawk moved seconded by Mrs. Lauris to approve Item 19 of the Committee report. Motion carried, Mrs. Lauris woting no. 4 h. Variance from R-2 to allow accounting offi~e, Viiha~er~Ing~r~on (66-051) - Max A. Ingerson, on behalf of Edmund Vilhauer, petitioned this variance for CR Commercial Residentkal use at 1163 West 11th Avenue. The Planning Commission recommended deni~l. Mr. Hawk moved seconded by Mr. McNutt to deny the. variance. Motion carried. 5 i. Vacation railroad easement Lot 6, Block 7, and Lot 1, Block 12, 3rd Addition to Eugene Industrial Tract, EIDC-Clevdand - Eugene Industrial Development Corporation requested vacation of the railroad use designation of the eas~ment in Lot 6, Block 7, and Lot 1, Block 12, 3rd Addition to Eugene Industrial Tract. T6e Planning Commission recommended approval. Dr. Purdy moved seconded b~ Mr. Chatt to initiate vacation as requested. Motion carried. Mr. Hawk moved seconded by Mrs. Lauris to approve Items lh and li.of the Committee report. Motion carried. 6 2. Planning Commission Report - April 11, 1966 a. East Campus Development Plan 3 - The Planning Commission recommended approval of this plan 3 with the recommendation that maps and text be modified to state that any proposed street vacation within th~ area be subject to negotiation. Dr.Purdy moved seconded by Mr. Hawk to approve the recommendation. Motion carried. Mr. Hawk moved seconded by Mrs. Lauris to approve Item 2a of the Committee report. Motion carried. 7 - - b. 11th Avenue Widening - The Planning Commission recommended approval of widening 11th Avenue to 44 feet from High to Hilyard and to 48 feet from Hilyard to Kincaid. Mrs. Richard Miller. representing the,League of Women Voters, stated that the League is concerned over ~he development of a comprehensive long-range street plan for the city of Eugene. She questioned whether the widening of East 11th and the widening of 6th Avenue are part of a long-range plan. . .. . Otto Poticha invited the Council and Planning Commission members and any others interested to a meeting Thursday evening, April 21, 1966, to discuss this and other problems of the downtown development plan. Mr. Chatt.moved seconded b~ Mr. McNutt to approve the Plan~ing Commission recom- mendation. Motion carried. Mr. Hawk moved seconded by Mrs. Lauris to approve Plan "c" for widening 11th Aven~e which provides a 48-foot width from Kincaid to Hilyard and 44-foot width from Hilyard to High. Otto Poticha recommended firming up the goals to be achieved by the comprehensive planning of streets and traffic flow. Mrs. Richard Miller, representing the League of Women Voters, also supported the somprehensive planning idea. They asked that the traffic pattern and street widening program be firmed up before parts of the project are done. Comments were'made by Mr. Lynn Sullivan,U-Lane-O Credit Union; Dan Herbert; and a Mrs. Hoffman. A vote was taken on the motion to approve Plan "C", and motion carried, Mrs. Lauris voting no. 4/25/66 - 2 II ........ r 5/12 e ~ 4.L25L66 Mrs. Lauris then-'commented, that when major, street widening projects are startea, it would be the right time to remove power poles, ,traffic light wires, and put them undergroun~_and try to eliminate as many overhead wires as possible. ' I 1 Dr. Purdy moved seconded by Mr. Hawk-to request a feasibility study and costs for placing power lines 9n East 11th Avenue underground, and for-the Eugene Water & Electric Board to consider the same idea for any other major street improvement projects. Motion carried. 2 c. VanBuren. Clark Paving - The Planning Commission recommended'paving and sidewalks, where not now existing, on VanBuren from 1st to Clark, and on Clark from Jackson to Grant, with no change in right-of-way alignment. Mr. Chatt moved seconded by Mr. Hawk t?-approve the recommendation., Motion carried. Mr. Hawk moved seeonded by Mrs. Lauris to' approve Item 2c of the Commi.ttee reporL Motion carried. 3 .3. Sewer Easemen~. Laurelwood Golf Course. Tillman - Stanley Darling,represen~ing Philip Tillman, proposed that the City proceed with a contract to install a sewer through Laurelwood Golf' Course' to serve Mr. Tillman's property lying south of 30th Avenue~ Mr. Tillman proposed to assume the cost of an 8-inch equivalent line for the entire length of the project arid to make payment three' years after his subdivision plat. is accepted,' but not more than. five years after' the-Laurelwood Golf Course is' annexed to the City. However, if the City should purchase Laurelwood Golf Course, then the City would share half of Mr. Tillman's cost. Mr. Hawk moved seconded by Dr. Purdy to proceed with the preparation ,of an agreement for Council consideration. Motion carried. - e I Stanley Darling, attorney'for the: Tillman interests, submitted:a revised.agreement for Council con- sideration, and explained the terms of the proposal~Counc~lmembers discussed-interest payment by Tillmans on the.deferred assessment proposal, and Mr. Darling pointed out that the original agree- ment with the Tillmans required no interest charge. Mr: McNutt moved seconded byMr~ Lassen: to approve: the proposed agreement, but that t~e City would- charge the Tillmans interest at the rate charged to the City for sewer bonds, beginning=three years after completion o~ the project. ~01lcal1.vote. Parks Bonds - A:copy of the proposed'statement 'of the Mayor and Council to be placed in the voters pamphlet for the-May 24, 1966'primary asking-approval of a bond issue for: swimming pools and communitybuildfngs was dis- cussed. I~ was recommended that Mrs. Lau~is review the statement and that a slight change be made in ,the' wor~ing of, the statement 'regarding Amazon Park." Mr. ..Chatt moved seconded.by Mr. Hawk that' the statement beappfoved as it would-be amended. Motion :carried~ Mr. Hawknioved-'seconded by Mr., Crakes to approve Item'4 of.the Committee report. Motion carried. 5 5. Deer - The City.Manager stated a report had been received from the State Game Commis- sion indicating,that there are about'lOO to 115 deer in the Mcbean Boul~vard area.. Mr. Lassen moved seconded by Mr. McNutt to grant approval of the Game Commission's issuing special licenses in order to thin the~herd. Motion carried." I Bob Jubber, State Game Commission representative, explained thep61icy and position of,the Game Com- mission with regard to the.'deer creating a-riuisance in the:McLean Boulevard'and Chambers Street area. Af~er several comments by residents of the area, Mr~ Hawk moved seconded'by Mr. Crakes to table the item. Motion carried. Items on Apr~l 21, 1966 committee agenda not considered at that time: e 6 1. 'Paving and sewers. Dove Lane from'Taney to Echo Hollow - This petition included:" l300-foot frontage of Sch?ol District 52 property. If this footage is ro n~idered neutral, 'the ,project would be petitioned by owners of 4L5% of property to' be assessed. Mrs. Lauris moved seconded by Mr. Crakes to table the petit~on. Mr. Hawk moved seconded by Mrs. Lauris to approve petitions listed in Items 3, 4, 5, and 6. Motion carried. 2 7. Sidewalk Variance. Kervon Court. Lightfoot-Hazlett - This item had previously been recommended for denial by the Planning Commission and held over to allow viewing by Council members. Mr. Hawk moved seconded by Mr. Crakes to deny the variance but to grant a deferral of sidewalk con- struction until the City orders the sidewalk in. Motion carried. 3 8. Purchase Furniture and Equipment. Urban Renewal Agency - The Urban Renewal Agency of the city of Eugene presented a bill of sale for office furniture and equipment sold to the City for use of the Central Eugene Project for $1,637.25. Mr. Hawk moved seconded by Mrs. Lauris to purchase the furniture and equipment as listed in the bill of sale for $1,637.25. Rollcall vote. All councilmen present voting aye, motion carried. 4 9. OPtion. West Amazon Right-of-Way. Snell - The Public Works Department recommended purchase of Lots 9 and 10, Block 2~ Chambers Addition, from Claude C. and Leslie Snell for the total price of $2,750.00 for West Amazon right-of-way. Mr. Hawk moved seconded"by Mr. Crakes to purchase the lots as recommended. Rollcall vote. All council- men present voting aye, motion carried. 10. Sidewalk Easements. East Campus - The Public Works'Department recommended acceptance of sidewalk easements in the area bounded generally by 13th Avenue, Columbia Street, Agate Street, and 15th Avenue from the State Board of Higher Education (University of Oregon) as shown on Landscape and Site Development plans dated August 26,1965. Mr. Hawk moved seconded by Mr. Crakes to accept the easements. Motion carried. 6 11. Contract. Finish Library Basement - Copies of a proposed contract with Hamlin and King, architects, for finishing the Library basement for a magazine research center were presented. After discussion, the Council recommended that the City Manager check the basic rate referred to in the contract. No action was taken. 7 12. Lowe vs City of Eugene (Skinner's Butte Cross) - The City Attorney recommended that the Council authorize expenditure of an amount to $1,000.00 for travel expenses to continue preparation of defense in the trial Lowe vs City of Eugene, Cross on Skinner's Butte. Mr. Crakes moved seconded by Mr. McNutt to authorize the expenditure of up to $1,000.00 for this pur- pose. Rollcall vote. All councilmen present voting aye, motion carried. 8 13. Belt Line. 1-5 Interchange (Game Farm Road) - A letter from the State Highway Com- mission was read asking if a hearing on plans for location and construction of this interchange is necessary. No action was taken. 9 14. Overall Planning. Willakenzie Area - A letter from D. R. Rinehart, 844 Russet Drive, supporting comprehensive planning and requesting no zone changes in the Willakenzie area until a planning restudy is completed was read. The letter was filed. ORDINANCES Councilman Chatt left the meeting at this time. Council Bill No. 7385 - Levying assessments for paving High Street frontage road from 24th Place to 27th Avenue, submitted and read in full the first time on March 14, 1966 and held over for proper notice of assessment to be given owners of affected property, and brought back for consideration on March 28, 1966 and again held"over due to insufficient notice of hearing, and now brought back for consideration with now written protests on file. Mr. McNutt moved' seconded by Mr. Hawk that the bill be read the second time by council bill number only, with unanimous consent of the Council. Motion carried unanimously and the bill was 'read the second time by council bill number only.
