Cone. Other councilmen present were: Mrs. Lauris, Messrs. Chatt, Crakes, Purdy, McNutt, and Lassen. Mr. Anderson was absent. Minutes of the meetings held May 9, 1966, May 23, 1966 and May 26, 1966, as maited ro Council members, were approved. Metro-Report, Millrace - Bob Fhomas of the Metro Civi~ Clubpresente~,a research re- port 'on the Millrace and gave a slide presentation on the Club's recommendation for development of the Millrace. Mr. Thomas said the Metro qlub's '~ecommendation is that the City should acquire, develop, ,and maint~in the lower Millrace as a scenic- ~nd recreational attraction and that a commission be established.,.to' imple~ent, the recommendation. Sewer, Fischer-Pape Property, Henderson at Interstate 5 ~ The Public Works Director explained that the req uest for sewer service to the Fischer-Pape tract on ,County Road No. 493 requires construction of a-~ewer line through County_adminis~ere~ _ property to reach the Fischer property although the Fischer property is within the e City limits. He further explained that Mr. Fischer owns most of the-land outside the City where the sewer ,line would be constructed and has agreed to pay'the assessment, for the line which wOuld abut his property outside the Ci~y even though he could _ not make a connection to that line until such time as the property_was annexed. - A portion of the assessable 'cost of the line outside the City will'have to be carried by the City until the'iand is annexed, and it is estimated this amount would'be __ $5~220.00. The staff could not justify a deferral of the assessment, amounting to $1,575.83, and recommended it proceed in the normal manner. It was further indicated the staff would work with Mr. Roop to develop the back part of his property. Mr. Anderson moved, seconded by Mr. Lassen, the request for deferral of assessment be denied. It was decided to delay formal action on this item until the staff has explored the possibility of obtain- ing additional right-of-way for curb sidewalk with theintent to save the trees. Property Purchase, east of Oakway and north of Oakmont - The City Manager explained that the City could purchase the McKay property east of Oakway and north of Oakmont for $7310 per acre, plus the sewer assessment, bringing the total cost per acre to $8620. He also informed the Committee the City has received two appraisals on this property - one at $5000 per acre, and one at $15,000 per acre, while Mr. McKay has received one appraisal at $10,500 per acre. Mrs. Lauris moved seconded by Mr.Ander- son that the City Manager be authorized to sign an option for $7310 per acre to hold this property, with the further understanding the City would pay the sewer assessment. Widening 11th Avenue - A letter was read from Dr. Robert Feeney, 750 East 11th Avenue, asking for a rehearing on the East 11th widening project. A petition was presented which contained approximately 237 names of people who live and work along East 11th who are protesting the improvement of the portion of 11th from I High to Kincaid. H. V. Johnson, attorney representing Northwest Christian College, distributed copies of a letter to Council members and staff outlining the effect of the proposed improvement on Northwest Christian College. During discussion by the Council it was suggested that since award of bids on the proposed widening had been delayed until June 27, 1966, the proper time to again hear any arguments pro and con would be at that time. No action was taken. Mrs. Lauris moved seconded by Mr. Crakes to bring this item back to the Council meeting on June 27, 1966. Motion carried. e 5 2. Airport Fueling Policy - After a hearing on May 17, 1966 with fixed base operators, oil company distributors, and corporate aircraft owners, the Airport CommissiOn recommended the adoption of a statement of policy regarding installation of air- craft fueling facilities at Mahlon Sweet Municipal Airport. The policy provides for the ownership of fueling facilities by tenants using more than 20,000 gallons of fuel per year in their own aircraft. Mr. Chatt moved seconded by Mr. Anderson to approve adoption of the policy statement. Motion carried. . 6 3. Application, Fixed Base Operator, Lane - The Airport Commission recommended approval of the application of James A. Adoption Plumbing Code - The Department of Building Inspection recommended adoption of the Western Plumbing Officials Uniform Code, 1964 Edition, with amendments, which is somewhat stricter than the State Code as to certain re- quirements. The Code proposed for adoption had been approved by the local Homebuilders Association. Mrs. Lauris moved seconded by Mr. Chait to adopt the Code as recommended. Motion carried. e Don Patten of the State Board of Health stated that the Board is in disagreement with several points as proposed in the Code, stating that in the Board's opinion some items are less restrictive than those in the State Code. It was explained the Code had previously been approved by the local Home- builders Association, and the Building Inspection Department feels the items at variance with the State are more restrictive than the State Code.
