Cone with the following councilmen present: Mr. Hawk, Mrs.Lauris, Messrs. Chatt, Crakes, Purdy, McNutt, Anderson, and Lassen. . Minutes of the meeting held June 13, 1966, as mailed to Council members and corrected to show Items 2 through 7 of the May 26, 1966 Committee report~approved instead of depied, were approved. NEW BUSINESS 1 1966-67 Budget - Mr. Chatt moved seconded by Mrs. Lauris to approve the budget for the 1966-67 fiscal e year as recommended by the Budget Committee, with the addition of carryover items in the Police ?nd Parks Departments as recommended by the City Manager. Dowdy, president of Northwest Christian College, stated that widening 11th Avenue to 48' feet between Hilyard .and Kincaid would ,hamper developmen't of Northwestl,Christian College because approximately 50% of the College buildings (dormitories, cafeteria, etc.) would be on the' north side of 11th Avenue while the classrooms, etc., would be on the south side, making it necessary for the students to cross 11th Avenue at least six times a day. Hr further stated that' if this project is I' carried through, it .may becom~ necessary for NCC to seek a ne~ site. At this point, Mr. C~att asked Dr. Dowdy if the College would be in favor of the diagonal al'ternative between 11th and l3t.h. . Dr. Dowdy replied that' this would .cause :less damage to, NCC be:cause it wou.ld not split the campus. Richard Unruh, campus planner for .the University of Oregon, stated that at present the University has no immediate plans. to use the corner. which would be destroyed by a diagonal street, but possible future deveoopmentsmay require use of the site. He also said that the University considers the plan for. the diagonal as obsolete. The 'C~ty Manager mentioned that the diagonal street could be rounded so that a much larger area could be utilized. Mr. Unruh .replied that student travel across Kincaid will become much heavier, and'theUniversity would not. like to see Kincaid become a'heavy traffic carrier. Warren Streator, 465 East 11th Avenue, and Gordon Bechtel, research associate for .the Oregon Institute of Research, 488 East 11th Avenue,. both .spoke opposing .the wi:dening: pro'ject. Mr. Bechtel stated that traffic noise is already having an adverse effect' on research activities. The City Manager reported that a petition in oppos~tion had been read to the Council, and an analysis of signatures on that petition opposing:"the widening project indicated owners of 41% of the affected property were opposed. A resident at 487 East 11th Avenue spoke ,in opposLtion: to the' widening :project, and Charles Hopk.ins., 430 East 11th Avenue, questioned permitting parking on the proposed new street. The City Manager explained that the proposed plan would permit parking as an interim situation, but in the future no parking will be possible. He also explained that the street must be rebuilt and that it should be 1 planned now for the volume of traffic expected in the future., Vince 'Farina, chai~man of the Eugene Planning Commission, stated that all studies have indicated . that East 11th Avenue must be widened; he said that Eugene is growing at a tremendo'us rate and pro- vision must be made to handle an ever-increasing t~affic load. Dr. Jerome Maliner stated that a study of the sociological and human needs of the area should be made; he believes these values are bein g j;gnored. Ray Fountain, partner in the Minit Market, asked if utility lines could be: placed .'at the same t~;e :,: e the street is widened, stating that the street had been torn up and traffic disrupted twice in the past two years. The City Manager answered that plans include installation ofundefgtounduti1ity lines at the same time. He also explained that a street cannot be rebuilt at .the same time sewer lines are installed because of :~~ttl{ng. . :. Mrs. Lauris moved seconded by Mr. .Crakes .to: rebuild the street, including cur.bs and gutters wher'e ' , necessary, at its pr~sent width.. Motion defeated, 6-2. Mr. Hawk moved seconded by Mr. Chatt to approve' the project as recommended by the Public Works De- partment (44 feet High to Hilyard, 48 feet Hilyard to Kincaid). Rollcall vote. Motion carried, Messrs. Hawk, Chatt, Purdy, McNutt, Anderson, and Lassen voting aye; Mrs. La~ris and Mr. Crakes. voting no. Mr. Hawk moved seconded by Mr. Chatt that contracts be awarded to the low bidder on each of the projects. Rollcall vote. All councilmen present voting aye, motion carried. 1 1 Mrs. Lauris stated that the Millrace presents an opportunity to do something unique and that the Council should move forward rather quickly on this. Acceptance of-Howe Pumper - The Assistant City Manager reported that all repairs have been completed. He recommended acceptance at a total price of $26,479.80, this being a net figure after deducting $220.96 for repair of power steering, $81.24 for repair of brakes, $145.00 for miscellaneous items, and $225.00 for elimination of a bumper extension, hose rack, and 4-inch gate valve. Dr. Purdy moved seconded by Mr. Lassen to give tentative approval for acceptance with final report to be made on the value of the gate valve. Motion carried. The Assistant City Manager reported that it had been impossible to obtain a firm price on the gate valve, that each supplier contacted had a somewhat different item at a different price. Mr. Hawk moved seconded by Mr. Chatt to accept the pumper at $26,479.80. Rollcall vote. All counci 1- men present voting aye, motion carried. 2 2. Beautification Program and Application - The Parks and Recreation Director explained e generally the procedure being followed in preparation of an application for Urban Beautification funds. He pointed out that the City and the University are filing separate applications at the same time. More detailed information will be avail- able at the June 23, 1966 Committee meeting. No action was taken. 3 3. Sign, east of Coburg Road south of Ferry Street (Coburg Road) Bridge - Dr. Purdy inquired as to official action for removing a large sign at this location. He I commented that possibly the Council should authorize condemnation of the sign if such is necessary. The Council requested that this item be placed on the agenda for the June 23, 1966 Committee meeting. 4 4. Housing Code - The Superintendent of Building Inspection commented generally on en- forcement of the amended housing code. He stated the ordinance is ready for adoption except that the Housing Code Board of Appeals and other interested persons had not been able to comment on the final draft. The Assistant City Manager stated the ordinance had been reviewed by the Department of Housing and Urban Development and meets their approval. He suggested that the Council delay action until the Code had been reviewed by the Building and Housing Board of Appeals and others who had received copies. It was decided to reconsider this item at the July 7, 1966 Committee meeting. No action was taken on Items 2, 3, and 4, other than to note and hold over. 5 5. Sanitary and storm sewers, paving in Leahy Subdivision - Storm sewer and paving peti- tioned by owners of 100% of property to be assessed, and sanitary sewer petitioned by 45%. Dr. Purdy moved seconded by Mr. Crakes that the petition be approved. Motion carried. 6 6. Curb Sidewalk 11th and City View, McKay - Douglas McKay of McKay Investment Co. requested sidewalk location at the curb on the south side of 11th and the west side of City View adjacent to the Investment Company's property. The Public Works Depart- I ment recommended approval if the sidewalks are 7 feet wide instead of 5 feet, and if the reamining 9-foot strip is planted as approved by the Parks Department. Mr.Crakes moved seconded by Mr. Lassen to approve the recommendation. Motion carried. 7 7. Traffic Signal, 11th and City View - Councilman Lassen requested the staff study the traffic volume at the intersection of 11th Avenue and City View Street to de- termine if signalizatio n is needed." Mr. HawK moved seconded by Mr. Crakes to approve Items 5, 6, and 7 of the Committee report. Motion e carried. Committee meeting held June 23, 1966: "Present: Councilmen Chatt, Purdy, Lassen, Lauris, Crakes, and Anderson; City Manager and staff; and others. 8 1. Air Pollution Control Federal Grant -The Administrative Assistant explained that $3.00 of Federa1 funds for each $1.00 of City funds are available under the Clean Air Act of 1963. To qualify for these funds it is required that (1) a Workable Program be established; and (2) that a schedule of activities for a three-year period be submitted. The schedule for the first year must include a carefully outlined program and detailed budget, but for the second and third years only a generally outlined program and budget are required. The funds would be used to I (l)conduct an inventory of sources of air pollution; (2) employ an engineer to review plans for new installations and to advise regarding the inventory of sources of air pollution; (3) purchase sampling equipment; and (4) purchase laboratory services from the State and University of Oregon to analyze material from the survey. It was also explained that previous activities conc.erning air pollution control had been carried out under verbal agreements between the cities of Eugene and Springfield and Lane County, and it was recommended that such agreements be formalized in writing. Dr. Purdy moved seconded by Mr. Anderson that an applica- tion for Federal funds for air pollution control be approved, and that the City e enter into written agreement with Springfield and Lane County concerning air pollution- control. Buck, chairma,n, Lane County Cou,nci1 o'n Alco'ho1ism, . tit requesting $~500 to help with continued operat~on of the Council on Alcoholism. The present operation a-nd future p1a'ns of the. Alcoholism Council were: explained :by Ed., Fadeley, a director. Councilman Anderson asked that a copy"of the Alcoholism Council's budget be s.ubmnted to the CityCou~cil. Mrs. Gladys Fletcher, treasurer of the' A1- - coho1ism Counc'i1, expl'ained how last year's contribut ion was use.d: Literature and Racks, $300; $25.per month toward salary of Executive Secretary; Emergency Fund, '$300; , General Fund, $300. It was agreed that a financial report for last. year and a pro- I' posed budget for the next fiscal year would be submitted to the City Council at its . June 27, 1~66 meeting. No action was taken. . Variance 110 Danebo Avenue to allow truck and heavy equipment shop and storage, Allum Bros. (66-053) - The"Planning Commission recommended approval of this variance. It was explained the Planning Commission expects this area to be rezoned to M-3 Heavy Industrial as soon as the highway is established. Mr. Anderson moved seconded by Mr. Crakes to grant the variance. Motion carried. Mrs. Lauris moved seconded by Mr. Chatt to approve Item 5a of the Committee report. After considerable discussion during which Mr. Allum stated that the company he represents desires M-3 zoning for an additional area as well, Mr. Anderson moved seconded by Mr. Chatt to refer the item back to the Planning Commission. Motion carried. 2 6. Bids Improvement Proiects, Opened June 21, 1966 - The Public Works Director pre- sented a tabulation of bids submitted on various improvement projects and recom- e mended award of contracts to the low bidder on each project. Considerable discus- sion was held regarding the East 11th Avenue widening project. A map was presented showing the proposed widening with provisions made to save a number of trees for as long as possible. The City Manager suggested the alternative solution of a diagonal street from 13th to 11th from Kincaid to a point past Alder which was a plan developed several years ago. If this alternative is used it would be neces- sary to widen East 11th only on the north side. The Council deferred action un- I til the June 27, 1966 Council meeting. This item was received and filed. (See action under Bids earlier in meeting.) 3 7. Paving 25th, Onyx to Columbia - The Public Works Director explained that the width of this street had been changed after bids were opened. Mr. Anderson moved seconded by Dr. Purdy to issue a new bid call on this project. Motion carried." Mrs. Lauris moved seconded by Mr. Chatt to approve Item 7 of the Committee report. Motion carried. Right-of-Way Oakway Road - The Public Works Department recommended purchase "of the following rights-of-way: Russell E. and Ella J. Donovan, 292 Oakway Road - $900 Edward D. and Ruby F. Condemnation Sewer Easement Bertelson Road north of 11th, Martinson - It was recommended that the City commence condemnation proceedings to acquire this sewer easement for $10, to allow start of construction on Bethel-Danebo sewers, Trunk D. e Mr. Anderson moved seconded by Dr. Purdy to proceed with condemnation proceedings. Motion carried. 7 4. Traffic, West 19th between Willamette and Friendly - The Public Works Department had recommended "yield" signs on Madison and Monroe at'19th controlling north/ south traffic, and reversal of "stop" signs at 19th and Washington controlling north/south traffic on Washington rather than 19th. The Council at its June 13, 1966 meeting had held this item over until Council members had an opportunity to tour the area, which tour was made before the June 23, 1966 Committee meeting. Dr. Purdy moved seconded by Mr. Lassen to approve the recommendation for traffic control on West 19th. Motion carried. 8 5. Assessment Deferral, Sewer Easements, Bethel-Danebo Trunk Sewer D - The Public Works Department recommended deferral of assessments for construction of Bethel- Danebo Sewer Trunk D on 5th Avenue between Seneca Road and Belt Line Road so I that easements may be obtained on the following properties:. Curb Sidewalk west side McMillan, 26th to 27th, 'Shorack - Ted Shorack together with Susan R. portale, Arthur M. Benson, and Wyatt S. Rogers requested location of the sidewalk at the curb on the west side of McMillan Street between 26th and 27th. Mrs. Lauris m.oved seconded by Mr. Crakes to approve installation of sidewalk at the curb. Motion carried. e - 4 9. Oversize Curb Cut, 110'Oakway Road, Edman, and 290~292 Oakway Road, Donovan - Edman Furniture requested two 30-foot curb ~uts at 110 Oakway Road, and Russell Donovan requested a 40-fbot curb cut at 290-292 Oakway Road, both larger 'than allowed by Code. The.,Public Works Department recommended approval. Mrs. Lauri~ moved seconded by Dr~ Purdy that fhe oversize curb cuts be. allowed as recommended. ,I: Motion carried. . . 5 10. Cost of Storm Sewers~.'Home Builders - The Eugene-Springfield Home Builders Association had requested a meeting to discuss the Council's poli~y of requiring subdividers to pay for storm'sewer' installation.' The Council agreed' to request the 'Home Builders to present their proposal in writing. 6 11.
