After discussion, Dr. Purdy moved seconded by Mr. Anderson to amend the motion to the effect that the City will pay the widening cost for that portion abutting property owned by McKay Investments, Inc. , which is not now zoned commercial (estimated at approixmately $5000). Rollcall vote. All councilmen present voting aye, motion carried. A vote was taken on the original motion as amended by rollcall. All councilmen present voting aye, motion as amended carried. 1 Right-of-way, Oakway Road - The Public Works Department recommended purchase of Oakway Road right-of- way on the west side between Coburg Roand and Eastwood Lane for $5350; and on west side at Fairway Loop for $360; both from Wayne W. and Laura M. Hayes. Mr. Crakes moved seconded by Dr. Purdy to purchase the right-of-way as recommended. Rollcall vote. All councilmen present voting aye, motion carried. 2 Sewage Treatment Plant - The City Manager reported on construction progress of improvements at the sewage treatment plant. COMMITTEE REPORTS I Committee meeting held June 30, 1966: "Present: Mayor Cone; Councilmen Hawk, Chatt, Crakes, Purdy, McNutt, Anderson, and Lassen; City Manager and staff; and others. 1 1. Human Rights Commission Report to the Community - Dr. Charles W. Thomas, Mrs. John P. - MacKinnon, and Kurt Neustadter were present. Copies of the Eugene Human Rights Com- missi'on "Report to the Community" were distributed, and Dr. Thomas explained the re- port to the Council. Mrs. MacKinnon commented that two of the greate&needs are low-cost housing, which may be helped by the Eugene Urban Renewal program, and educa- tion, including the establishment of kindergartens. She alsocstated that the Eugene Commission is working through the schools on many kinds of training. Dr. Thomas re- quested Council action in accepting or rejecting the report. Dr. Purdy stated that, the report should be commended. Formal actj,on wal:! deferred until the Council has had time to study the report in detail. Dr. Purdy mo~ed seconded by Mr. Crakes that Item 1 of th~ ,Committee .report be accepted and scheduled for discussion at the Committee meeting of July 14, 1966. Motion carried. 2 2. Funds, Lane County Council on Alcoholism - In response to the City Council's request, the Lane County Council on Alcoholism submitted a financial statement for 1965-66 and I a budget for 1966-67., Edward Fadeley, director of the Alcoholism Council, explained the budget. After ~onsiderable discussion, it was agreed that because the City's Civic Emergency Fund is almost depleted it would be advisable for the Council on Al- coholism to work toward getting increased donations from other sources, including. private and civic service organizations. It was suggested that enabling legislation sould be introduced ,in the next session of the Legislature which would permit cities to divert a percent~ge of funds received from sale of liquor licenses and fines for liquor violations to such organizations as the Lane County Council on Alcoholism. Dr. Purdy moved seconded by Mr. Chattthat the City contribute $1500 to the 'Council e on Alcoholism. Motion carried. l\ Dr. Purdy moved seconded by Mr. Crakes to approve Item 2 of the Committee report. Rollcall vote. All councilmen present voting aye, motion carried. 7/11/66 - 3 ./ 47,-' e 7/11/66 I 1 3. Fire and Rescue Equipment, Airport - The City Manager explained that the crash and firefighting vehicle which was tested and rejected last fall is unable to operate in the muddy terrain at the Airport. The Fire Chief reported that two lighter veh{cles which could be purchased for a price equal to or less than the cost of the single vehicle previously tested are now being considered. One truck is pri- marily a crash-rescue unit - light enough to operate in the mud and equipped with a dry chemical foam producing unit. The other is primarily a structural unit for fighting fires in the buildings at the Airport, but is equipped with a foam unit and would also go to any crash fires. It is planned to use volunteer crews for the two vehicles. The City Manager stated that the specifications are not quite ready but will soon be presented to the Council for consideration. 2 4. Police Department Protective Vests - Protective vests being used by the Police Department were demonstrated. Also demonstrated was a fibreglass helmet which has been chosen as being the best one of a number tested and which will become part of the regulation uniform worn. by patrol personnel. e Mr. Crakes moved seconded by Dr. Purdy that Items 3 and 4 of the Committee report be received and filed. Motion carried. 3 5. Paving alley between Patterson and Hilyard, 23rd to 24th - The City Manager reported that an application for permission to install temporary asphalt paving in this alley had been received. He also explained that previously the City had been petitioned I to pave the alley and had agreed to do so provided McKenzie-Green paid the entire cost. It was the consensus of the Council that the application be denied." Mr. Crakes moved seconded moved by Dr. Purdy to deny the application for temporary asphalt paving of the alley. Motion carried. Committee meeting held July 7, 1966: "Present: Councilmen Hawk, Lauris, Crakes, Purdy, McNutt, Anderson, and Lassen; City Manager and staff; and others. 4 l. Planning Commission Report - June 27, 1966 a. Annexation area west of Wi1lamette at 46th, Breeden Bros. - The Planning Commis- sion recommended annexation of this area with the condition that ~ll the land under Breeden Bros. , control (approximately 142 acres) be included. Dr. Purdy moved seconded by Mr. Crakes to proceed with the annexation as recommended. Motion ca.rried. 5 b. Annexation area south of North Belt Line east of Coburg Road, Cone - The Planning Commission recommended annexation of this area plus School District 4 Willakenzie school site. The Commission also recommended that the petitioner pay for an existing curb which was constructed and paid for. by the City on Coburg Road I during the past summe~. The City Manager recommended that KEZI television sta- tion be contacted to see if they wish ~o have their property included. Mr.McNutt moved seconded by Dr. Purdy to proceed with the annexation as recommended. Motion carried. 6 c. Annexation .area at northwest corner of Bailey Lane and Luella, McDonald - T~e Planning Comm~ssion ~ecommended annexation with the condition that a 20-foot drainage easement be dedicated for Wi11akenzie Water Shed Channel 4. Mr.Anderson moved seconded by Mr. Lassen to proceed with the annexation as recommended. e Motion carried. 7 d. Vacation Pine Vista Subdivision, Helling - Since~apptova100f this subdivision the developer has decided that cost of streets as originally platted is too expensive, and he is therefore requesting vacation of the plat to allow re- platting. The Planning Commission has approved the replat and recommends vacation of the old one. Mrs. Launs moved seconded by Dr. Purdy to approve vacation of the subdivision. Motion carried. 8 e. Vacation 26th Avenue east of Portland, Rubenstein - The Planning Commission recom- mended approval of the vacation subject to the owner's dedicating a l2-foot alley connecting the existing alley and Wi11amette.Street to prevent a deadend alley and to provide proper traffic circulation. A value of $1.25 per square foot was placed on the land to be vacated. Dr. Purdy moved seconded by Mr. Anderson to approve vacation of 26th east of Portland su~ject to the owner's dedicating the I l2-foot alley as recommended and subject to payment of $1.25 per square foot benefit assessment. Motion carried. 9 f. Agreement Modification, State Finance - The Planning Commission recommended that the agreement between the City and State Finance covering rezoning of area at Cal Young and Coburg Roads be modified to allow the submission of a minor sub- division subject to the following requirements: (1) That the subdivision be sub- ject to minor subdivision regulations of the City; (2) That the present agreement be expanded to include the U. S. The Building Department reported on. progress in Housing Code enforce- ment in the Friendly Street area. 'It was reported there are 380 units in that area; 12-3 Insp'ections nave been made; 104 certificates of compliance have been issued, and 19 are pending;. ' In the'City as a' whole' 2234' inspections have been made since' ' December 20, 1965. It was also reported thatthe,re is little opposition to the in- spections. Abatement, 2420 Augusta Street, Willie - The Building Departmen recommended abatement of the building at this address' 'owned by Albert, R. Willie. The building had been mov~d onto the property in October 1963 and no w?rk has been done to complete the ~ struct'ure sinc'e tnat'date.' Mr'- McNutt 'moved 'seconded by Mr'. Crakes to set a date for a public hearing to proceed with this abatement. Motion'carried. 3 4. Trailer Location, 5300 Fox 'Hollow Road,Kreklau ,- It was explained that Lloyd Kreklau . had ,been ~iven a'deadline to make changes in J:.he roller skating 'rink ,building at this location to bring it up to Code re'quirements'. River Road Fire Protection Contract - A letter was read from the Board of Conunissioners of the River Road Water District requesting continuance of the fire protection contract with the City for the period July 1, 1966 to June 30, 1967.
