Cone with the following councilmen present: Messrs. Chatt, Crakes, Purdy, Anderson, and Lassen. Absent were Councilmen Hawk, Lauris, and McNutt. Laurelwood Supper Club Closing'Hours - A letter was read from Hale Thompson, attorney, requesting that the Laurelwood'Club be granted a 2:30 a.m. closing time for the opera- tion of their Club facilities-. In 1960, residents' of the area complained of excessive noise originating from the Club's parking lot between 1:00 a.m. and 3:00 a.m. At that time the City Council recommended that the State Liquor Commission change the closing time from 2:30 a.m. to 1:00 a.m., which was accepted and placed.into erfect. The police department and Sheriff's office report no complaints for disturbance-since -the- City and the present ~ess~e too~ over the operation' in February 1966. Mr. Anderson' moved seconded by Mr. uChatt that the Council recommend to the State Liquor Control I' Commission that the Club be, granted a 2: 30 a.m. :Closing time on Fridays and Saturdays for a trial period of six months, with special banquets to be handled on a perm1ssion only basis, and further that these changes could be cancelled at any time during the ' trial period. Motion carried, Mr. Crakes voting no. _ John Morgan, 1995 East 27th Avenue, presented a petition with 30 signatures opposing a change of the closing hours of the Laurelwood Supper'Cl~b. The City Manager commented,that it seems undesirable to spend ' this amount of'money at the'present time whenlt is not known-whether this plan will tie in with the Eugene Development Agency" s r:ecommendatlbns: - M~. Bids, Westmoreland Building - A memorandum from the City Manager was read recommend- ing that because of increased cost estimates and the uncertain situation regarding the proposed l~% tax limitation, the sale of the bonds authorized at the May 24, 1966 election be postponed until after the November election. After considerable discus- sion, Mr. Chatt moved seconded by Mr. Anderson to accept this recommendation to accept no bids on the construction of the Westmoreland building am postpone decision on sale of the bonds until after the November election. Motion carried. A letter was read from Vik Construction, low bidder on the Westmoreland building project, offering to extend their bid for 30 days in addition to the 30 days required in the request for bids. It was ex- plained to the Council that the legal suit on the petition for the l~% property tax case would be heard in Circuit Court in Salem on Thursday, August 25, 1966. Dr. Purdy moved seconded by Mr. Anderson that the Council accept Vik's offer to extend the time for actionon~construction bids, and to issue a bid call for the bonds if the l~% property tax question is removed from the ballot by the Court. Motion carried. e 2 5. Proposed l~% Property Tax Limitation Measure - Dr. Purdy suggested that a brochure be prepared concerning the l~% property tax limitation to be distributed to all City employes, and that a meeting of employes be called to discuss the measure in order to make sure that all are fully informed about the effects of the-measure, if passed. I 3 6. Bids, Public Works Improvement pro;ects - A tabulation of bids submitted August 16 and 19, 1966 were presented for construction of various sidewalk projects. Mr. Chatt moved seconded by Mr. Anderson to award contracts to the low bidder on each project. Motion carried. 4 Mr. Lassen moved seconded by Mr. Chatt that the Council initiate extension of side- walk construction on 27th Avenue from Lawrence to Washington. Motion carried. 5 7. Curb Sidewalk, 1st and VanVuren, deBroekert - The Public Works Department recommended granting permission to J. C. deBroekert to construct a curb sidewalk on the east side of VanBuren Street adjacent to 93 VanBuren. The petitioner has a permit to constru ct a porch and planters within the right-of-way. Mr. Crakes moved seconded by Mr. Chat t to grant permission for a curb sidewalk at this location provided that if permission for the porch and planter should be revoked, then the sidewalk be constructed to with- in one foot of the,property line. Motion carried. 6 8. Ca1 Young Road Right-of-Way --Mr. Chatt moved seconded by Dr. Purdy to purchase right- of-way options for widening Cal Young Road as recommended by the Public Works Depart- ment as follows: . Eugene Fruit Growers Sewer Contract - A letter was read from Eugene Fruit Growers re- questing extension for another five years of the sewage treatment contract which ex- p ired June 30, 1966. The City Manager commented that. the contract price was based on both quantity and quality of wastes to be treated, and that since part of the reason for the sewage treatment plant expansion was for treatment of additional e wastes from the Eugene Fruit Growers' plant, it was recommended the contract be ex- tended for one year only and that a new contract be negotiated next year when the expanded treatment plant is in full operation. Mr. Chatt moved seconded by Mr. Lassen to approve extension of the contract for one year. Motion carried. 8 10. Traffic Control 28th from'Friendly to Polk - The Public Works Department recommended that when the 28th Avenue paving from Friendly to Polk is completed all intersecting streets from Friendly west be controlled by stop signs. Also, that the Friendly Street intersection at 28th be changed from its present stop controlling northbound traffic on Friendly and eastbound traffic on 28th to stop both the north-and south- bound traffic on Friendly, allowing the east-west movement to proceed unopposed. It was also recommended that Polk Street between 24th and 28th be designated a north-south collector with hield signs to control all entering streets. Dr. Purdy moved seconded by Mr. Chatt to approve the recommendations. Motion carried. 9 lI. EWEB Quitclaim Deeds - The Eugene Water & Electric Board requested the Council to re- I , linquish a temporary easement over Northwest Natural Gas Company land in the vicinity of Broadway and Hilyard, and easements granted by Virgil A. and Gretchen Parker, Robert and Helen Suess and Lyman and Anna Windheim, and Lois R. Hunt in the vicinity of Sun- set Drive. Mr. Chatt moved seconded by Mr. Crakes to approve relinquishment of the easements. Motion carried. , " 10 12. Wheel Chair Ramps. Appointment, Architect Screening Committee - It was announced tnat Mayor Cone has appointed the following persons to the committee to choose an architect for Danebo Pool ~nd Danebo Fire Station:, Messrs. Lassen, Purdy" Anderson, Ed Smith, Fire Chie~ Smith, Don Allen, and Hugh McKinley. Mr. Chatt,moved seconded by Mrs.Lauris to approve the appointments. Motion carried. Naming Amazon Softball Field, Moore Field - Mr. Chatt.moved seconded by Mrs. Lauris to name the softball field at Amazon Park "Moore Field" in honor of Jack Moore, e and to appoint a, committee to name ~uture park installations. Motion carri~d. Mr. Anderson commented that William Tugman should be so h9nored because of his ef- forts in development of the Centu~y of Progress Fund which made purchase of Amazon Park possible. 3 15. Ground Bark Rates - A letter was read from James E. Singleton, director of transporta- tion for the Pubtic Utility Commission~ concerning a reduction in carload rates for- I shipment of gr9und ~ark, and congratulating the personnel of the Eugene Air Quality Control,Department for their efforts in securing the reduction. 4 16. Hendricks Park - A letter was read from Banks Upshaw pointing out that property owners along Madrona Drive are encroaching upon park property by using some of the park fo~ beds of plants,. childrens' play equipment, a golf driving ,practice tent,etc. It was reported that Parks Department personnel will investigate. . , 5 17. Scenic Drive - A letter'was read from Emilie Cornac of Sa9 Jqse, California express- ing appreciat~on for the scenic route dtiv~ in Hendricks Park. 6 18. NBC Special Program on Crime ~ A letter from the National Broadcasting Company was - read announcing a 3~-hour program "Americ~m White Paper: Organized Crime in the United States" on Thursday, August ?5, 1966 at 7:30-+1:00 p.m. '("; ~..'q , . 7 19. Air Pollution - Councilm~n Anderson suggested that a.m~eting be held soon for the p~rpose of preparing a resolution concerning control o~ air pollution to be sent to the State Sanitary Authority. Dr. Purdy commented that controls should be Federal as well as State. Mot ion, carried.' A resolution was read with regard to air pollution caused by field burning in ~he Willamette Valley. Councilman Lassen asked if trash burning in the City could be stopped. I~ was explained that trash burning is allowed only on a permit basis, and that an Fordinance is being prepared to prohibit all burning in outdoor incinerators. I 7 Council Bill No. 7719 - Sanitary sewer in Firland Heights Addition was submitted and read in full. 8 A petition was presented for paving and sanitary and storm sewers in Firland Heights Addition signed by owners of 100% of the property to be assessed. Mr. Chatt moved seconded by Mr. Crakes to accept and approve the petition. Motion carried.
