<br /> The regular meeting of the Common Council of the city of Eugene, Oregon was called to order at
<br /> 7:30 p.m. PDT on October 10, 1966 in the Council Chamber by His Honor Mayor Edwin E. Cone with the
<br /> following councilmen present: Mr. Hawk, Mrs. Lauris, Messrs. Chatt, Crakes, Purdy, McNutt, Anderson,
<br /> and Lassen.
<br /> Minutes of the meeting held September 26, 1966, as mailed to Council members, were approved.
<br /> NEW BUSINESS
<br /> 1 J&T Construction, 3871 Royal Avenue - Glen Hankins, 3805 Hawthorne, and James Hyer, 3791 Hawthorne,
<br /> presented a petition signed by 60 residents of the area objecting to the expansion of J&T Construc-
<br /> tion Company, 3871 Royal Avenue. The petition also stated bbjection to the use of helicopters on
<br /> e the site and requested Council rezoning of the site to conform with surrounding properties. The
<br /> City Manager stated the matter would be investigated and a report made to the Council.
<br /> 2 Conditional Use Permit, Day Nursery, 1800 Friendly, Jones - This Planning Commission permit was
<br /> brought to the Council on appeal from neighboring residents. A. P. Mazzie, 870 West 18th, Edward
<br /> Leavy, 947 18th Place West, William Enright, 827 18th Place West, Mitchell P. Rund, 1830 Friendly,
<br /> William Gilmore, 880 West 18th, and L. M. Conger, 869 West 18th, appeared and spoke in opposition
<br /> I to establishment of the day nursery at this location. Mr. and Mrs. John Jones, petitioners for the
<br /> conditional use permit, answered questions with regard to the plans and operation of the proposed
<br /> day nursery.
<br /> Mrs. Lauris moved seconded by Mr. Hawk to approve the conditional use permit as granted by the Plan-
<br /> ning Commission. Motion defeated, 5-3.
