October 10, 1966
The regular meeting of the Common Council of the city of Eugene, Oregon was called to order at
7:30 p.m. PDT on October 10, 1966 in the Council Chamber by His Honor Mayor Edwin E. Cone with the
following councilmen present: Mr. Hawk, Mrs. Lauris, Messrs. Chatt, Crakes, Purdy, McNutt, Anderson,
and Lassen.
Minutes of the meeting held September 26, 1966, as mailed to Council members, were approved.
NEW BUSINESS
1 J&T Construction, 3871 Royal Avenue - Glen Hankins, 3805 Hawthorne, and James Hyer, 3791 Hawthorne,
presented a petition signed by 60 residents of the area objecting to the expansion of J&T Construc-
tion Company, 3871 Royal Avenue. The petition also stated bbjection to the use of helicopters on
e the site and requested Council rezoning of the site to conform with surrounding properties. The
City Manager stated the matter would be investigated and a report made to the Council.
2 Conditional Use Permit, Day Nursery, 1800 Friendly, Jones - This Planning Commission permit was
brought to the Council on appeal from neighboring residents. A. P. Mazzie, 870 West 18th, Edward
Leavy, 947 18th Place West, William Enright, 827 18th Place West, Mitchell P. Rund, 1830 Friendly,
William Gilmore, 880 West 18th, and L. M. Conger, 869 West 18th, appeared and spoke in opposition
I to establishment of the day nursery at this location. Mr. and Mrs. John Jones, petitioners for the
conditional use permit, answered questions with regard to the plans and operation of the proposed
day nursery.
Mrs. Lauris moved seconded by Mr. Hawk to approve the conditional use permit as granted by the Plan-
ning Commission. Motion defeated, 5-3.

I COMMITTEE REPORTS
Committee meeting held September 29, 1966:
"Present: Mayor Cone; Councilmen Hawk, Chatt, Crakes, Purdy, McNutt, Anderson, and Lassen;
City Manager and staff; and others.
1 l. Planning Consultant. Central Eugene Pro;ect - The Director of the Eugene Development
Agency reported on the procedures used in selecting a planning consultant for the
Central Eugere Project and recommended that Rogers, Taliaferro, Kostritsky, and Lamb
of Baltimore, Maryland, be retained. Alfter extensive discussion, Mr. Chatt moved
seconded by Mr. Crakes to approve employment of this firm as planning consultant for
the Project. Motion carried.
Mr. Hawk moved seconded by Mr. Crakes to approve Item 1 of the Committee report. Motion carried.
e 2 2. Downtown Parking Assessment District - The City Manager report,ed on progress made to
date by the Downtown Parking Assessment District committee with regard to parking
structure at 10th and Oak and said that a feasibility study and appraisals of land
values would be submitted in the near future.
Mr. Hawk moved seconded by Mr. Crakes to receive and file Item 2 of the Committee report. Motion
carried.
I 3 3. Trailer House Variance. 1700 Highway 99N. Herzog - Herzog Mobile Home Sales requested
a variance to allow a trailer house at this location for watchman living quarters.
Mr. Anderson moved seconded by Mr. McNutt to call a public hearing on this request.
Motion carried.
Mr. Hawk moved seconded by Mr. Crakes to approve Item 3 of the Committee report. Motion carried.
4 4. Crosswalk on Willamette between 11th and 13th - A report was read from the Public
Works Department concerning placement of a sign at ,the crdsswalk on Willamette be-
tween 11th and 13th. It was reported that past attempts to maintain a sign placed
in the street were ineffective, and that the use of a "Stop When Crosswalk Occupied"
sign is in conflict with State law. Consensus of the .Council members was that
possibility of painted signs on the street surface warning of the crosswalk and/or
a small concrete island for pedestrians in the middle of the street should be studied.,
5 5. Hendricks Park - A letter was read from Ruby Hendricks Goodrich concerning the intent
of her father at the time of his gift of 47 acres to be used by the City as a park.
She stated that her father desired the park to be preserved in its natural state as
nearly as is consistent with the best recreational use of the park.
6 6. Eugene Mission Groundbreaking. 1542 West 1st - A letter was read from the Eugene
Mission thanking Mayor Cone for accepting the invitation to attend groundbreaking
ceremonies on October 5, 1966 and issuing an invitation to Council members.
I 7 7. EWEB Underground Wiring - A letter was read from Eugene Water & Electric Board,
addressed to Pacific Northwest Bell, Teleprompter of Oregon, Western Union, and
the City, concerning its program to remove all overhead lines in a designated portion
of the downtown area. The Board requested all agencies to make arrangements to relocate
all wires or cables now supported by EWEB poles in that area.
8 8. Belt Line and Coburg Road Land Use Study - It was reported that construction by the
State Highway Department of an interchange on Interstate 5 to provide access to the
e Belt Line Road has given rise to rezoning requests for this recently annexed area
at the southeast corner of Coburg Road and Belt Line Road. The Council concurred
with the Planning Commission's decision that a comprehensive study of the entire area
$hould be made before any decision is made on individual rezoning requests. (See Item 6a,
Other Items following)
Mr. Hawk moved seconded by Mr. Crakes that Items 4 through 8 of the Committee report be received and
filed. Motion carried.
9 9. Inaugural Flight. West Coast Airlines - It was agreed that an official letter of
thanks for the inaugural flight of the DC-9 jet on Monday, September 26, 1966, be
sent to West Coast Airlines.
10 10. National League of Cities Convention - Tentative arrangements for travel and accommo-
dations for the National League of Cities convention to be held in Las Vegas, Nevada,
December 3-7, 1966, were outlined.
I 11 lI. Commendation. Police Department - It was agreed that the Eugene Police Department
should be commended for its outstanding performance in handling the visit of
Vice President Humphrey to Eugene on September 28, 1966. "
Mr. Hawk moved seconded by Mr. Crakes that Items 9 through 11 be received and filed, and that in the
letter to West Coast Airlines thanking them for the flight on September 26, 1966 regrets be included
concerning crash of the plane on October 1, 1966. Motion carried.

1 l. Condemnation, Sewer Easement west of Bailey Hill south of 11th, Bartels ~ The City
Manager reported that since condemnation proceedings were authorized on property
owned by William and Kathryn Bartels for sewer easement at the Septe~ber 26, 1966
Council meeting, agreement had been r_eached .under yhich the, sewer easement will be
granted by the Bartels in return for deferral of assessment against the property.
Mr. Hawk moved seconded by Mrs. Lauris to drop condemnation proceedings and approve the agreement.

2 2. Condemnation Sewer Easements, Douglas ,Drive, Curtis and, Stiffler - Authorization
was requested to start-r.condemnation proceedings against ,properties.,on Douglas Drive
in the ownership of Alan B. and Earline S. Curt is, and Albert F. and Shirley L.
Stiffler for .sewereasements.
Mr. Hawk moved seconded by Mrs. Lauris to authorize condemnation. Motion carried. e
3 3. Parking Prohibition,. Highway 99NfromRoosevelt Boulevard to north City limits -
The Public Works Department reported that unrestricted, parking in this area is
causing a traffic hazard, and that installation of curbs and driveways by private
firms is creating problems with regard, to future paving ,and drainage.
Mr. Hawk moved seconded by Mrs. Lauris to send a resolution to the State Highway Department request- I
prohibition of parking on Highway 99N from Roosevelt, Boulevard to the ,north City limits. Motion
carried. .
4 4. Signals and Parking Restrictions, Oakway and Coburg - The Public Works. Department
recommended prohibition of parking on Oakway Road from Coburg Road to Oakmont Way.
Also, that the street be ,marked to two-lane traffic in each dir.ection with a median,
left-turn moving lane, and with transition to one lane for northbound traffic between
Fairway Loop. and o akmont ., It was also recommended .~hat left turn from Oakway "to, .
Coburg be prohibited a~ all times. Cost to the City.is estimated at $3500.

5 5., Parking Prohibition, Agate from 30th south; Yield Sign, 31st and Agate,- The Public
Works Department recommended prohibition of parking on Agate from 30th south to
Black Oak Drive and establtshment of a "yield" sign on 31st Aven~e at' Agate Street.,
Mr. Hawk moved seconded by Mr. Chatt to approve the recommendations. Motion carried.

Mrs. Lauris state that the intersection of 13th and Agate is hazardous during rush hours, and as.ked
if a traffic light is needed at this intersection., It was agreed that ~ study of the intersection
would be made.
6. Planning Commission Report - September 26, 1966 I
6 a. Willakenzie Land Use Study - The Planning Commission recommended the Central Lane
Planning Council be r~quested to work with the:Planning staff in updating the,
,Eugene Development Plan for the Willakenzie urban planning area.
Mr. Hawk moved seconded by Mr. Chatt to approve,the Planning Commission recommendation: Motion
carried.
7 b. Street Name Change, Wenrayto Stonegate - The Planning Commissio~ recommended
changing the namecof....Wenray Street in'Bardell'Estates,Subdivision to "Stonegate e
Street".

9 8. Civil Defense Disaster Control Organization - A letter was received from the Lane
County Civil Defense Disaster Control Organization requesting City participation
'in Civil Defense Technical. Advisory Committee, and suggesting appointment of,the
,Mayor, City Manager, and.a Councilman from each city in the County to a Civil De~:
fense Policy Committee. .

LO 9. Committees, League of Oregon.Cities - A letter was read from the League of 'Oregon
Cities giving the following committee assignments for the National League of Cities

I 1 10. Walkway, Ferry Street Bridge - A letter was read from the Lane County Housing
Authority expressing appreciation of the tenants of Parkview Terrace, the 10w-
rm t housing facility at 3rd and High, for the walkway constructed under the
Ferry Street ramp.
The letter was received and filed.
2 11. Washington-Jefferson Bridge - A letter was read from the State Highway Department
stating that an investigation is in progress regarding traffic problems which may
occur if the 1-105 bridge across the Wi11amette River is opened to traffic prior
to the completion of a couplet to 6th and 7th Avenues.
The letter was received and filed.
3 -12. Bli>rids , Parks and Recreat ion Community Buildings- - It was announced that bid opening
has been scheduled for 10:00 a.m. PST, October 31, 1966, for the sale of bonds,
e $1,000,000, for the community buildings planned by the Parks Department. The sale
will be awarded on October 31, 1966 at 7:30 p.m. PST.
No action was taken.
4 13. Traffic , 7th and High - Councilman Anderson stated that turning from High Street
onto 7th Avenue and again onto the Ferry Street Bridge npppoach is difficult and
I suggested a study to find ways to improve the traffic flow.
No action was taken.
