Rollcall. vote. All councilmen present voting aye, motion carried. 3 Westmoreland Community Building Bids - The Council had previously considered bids opened August 4, 1966 for construction of the Westmoreland Community Building, and tentatively awarded the contract to Vik Construction Company on their low bid of $195,600, pending outcome of the l~% limitation measure. Vik Construction had offered to hold their bid open for 30 days, which offer the Council had accepted. e ~ 10/31/66 - 1 it:f~ e 10/31/66 ","" I The City Manager explained that now, with almost 90 days having elapsed since the bid opening, Vik Construction offered to contact subcontractors to determine whether their bids would stand and, if not, if they would be willing to rebid, then Vik advising the Council of any adjustment to the entire project based on only those subcontractors. bids revised. The Manager recommended the entire project be rebid because of the time elapsed and, since plans and specifications for Sheldon Pool will be ready to go out by November 10, 1966, it was suggested both projects could be bid at the same time. Mr. Hawk moved seconded by Mrs. Lauris that if it is determined only one subcontractor.s bid would be renegotiated, then to hold the bid for Vik Construction, otherwise issue a new bid call for the entire project. Further discussion brought out that a Council meeting is scheduled for November 7, 1966 and any negotiation of bids would probably take a week, so Mr. Hawk moved seconded by Mrs. Lauris to hold this item until the November 7, 1966 Council meeting. Motion carried. e 1 Parking Assessment District, 10th and Oak - The City Manager thoroughly reviewed with the Council his survey and report on a proposed parking assessment district to enable construction of a parking facility at 10th and Oak. The review took into account the boundaries of the district, method of assessment, amount of assessment, payment either in cash or by Bancrofting over a 20-year period, benefit to properties in the district, etc. The survey and report was based on petitions submitted previously by owners of I 54.15% of the area to be assessed, and 64.93% of the value. A feasibility report was then discussed which had been submitted by Norman Jacobson and Associates, and Mr. Jacobson and Mr. Drury of the firm were introduced. The feasibility report dealt with possible gross income with and without a validation system, type and size of structure, including the number of cars which could be handled in each instance, des ign, etc. Also discussed were credits which would accrue against assessments, in- cluding any difference in interest rate on Bancroft bonds sold to pay the assessments, which by State law must be 6%, and interest rate on bonds sold to construct the facility. The Planning Director explained that brochures are being prepared to be mailed to each property owner in the proposed district which would give the maximum obligation of each property, method of arriving at assessment figure, projected income using the valida- tion system, assessment per square foot per year. Comments were also made by Glen Porter, chairman of the Chamber of Commerce parking committee, and Fred Brenne, manager of the Chamber of Commerce, indicating firm support for a validation system for the parking structure. Mr. Hawk moved seconded by Mrs. Lauris to adopt the goals and objectives as outlined~in.theCity Manager's survey and report and set a public hearing for November 21, 1966 for a 668-unit parking structure (5-level, $2,000,000). Motion carried. RESOLUTIONS e 2 Resolution No. 1359 - Award of sale of $1,000,000 Park Department General Obligation Bonds (Community Buildings) to United California Bank of Los Angeles at an effective interest rate of 3.785238%, w"8s".subthitted and read in full. Mr. Hawk moved seconded by Mm. Laur~s that the resolution be adopted. Rollcall vote. All council- men present voting aye, motion carried. I 3 Resolution No. 1360 - Calling hearing on November 21, 1966 concerning 10th and Oak parking assessment district was submitted and read in full. r Mr. Hawk moved seconded by Mrs. Lauris that the resolution be adopted.
