Cone, who arrived later in the meet- ing. The following other councilmen were present: Mrs. Lauri?,Messrs Chatt, Crakes, Purdy, McNutt, Anderson, and Lassen. Minutes of the Council meeting held October 31, 1966, as mailed to members of the' Council, were approved. NEW BUSINESS 1 Bids. Inter-City Construction Company 20,944.05 Completion Date: December 20, 1966 Mrs. Lauris moved seconded by Mr. Crakes that contract be awarded to low bidder on the project, Jeske Construction Company, on their 10w'bid of $11,546.70. Rollcall vote. All councilmen present voting aye, motio n carried. Mayor Cone entered the meeting and assumed the Chair. 2 Bids. Westmoreland Community Building It was explained that Vik Construction Company had agreed to go ahead with construction of the W'estmore1and Community Building on their original bid price of $195,600.00 with the possible exception of fill dirt for landscaping. Mr. Vik wished to reserve the right to acquire any additional fill dirt through the Parks Department at no added cost to him should such fill dirt be found necessary. The cost of the fill dirt was estimated at no more than $2000, and the City Manager recommended the contract be awarded to Vik Construction. Mr. Hawk moved seconded by Mr. Crakes to award the contract to Vik Construction Company for $195,600. Rollcall vote. Motion carried. 1 Historical Buildings - In connection with the Central Eugene Project, Mrs. Lauris sug- gested a survey be made and a record kept of historical buildings and structures still standing in Eugene in order that they be preserved. She suggested two possible ways of accomplishing their preservation - through a historical foundation or by moving them to a living historical village. She submitted the names of Philip H. Dole and Mrs. Lance Hart as two qualified people to work on such a project. She also suggested inclusion of a photographer, a writer, and a typist. e Mayor Cone suggested this might be an area of study for the Eugene Development's Agency Committee of Ope Hundredor the Lane Historical Society. There was some question that the Historical Socie~y is not in a position to finance such a project, and Mr. Anderson suggested it would be advisable to at least consult with the Society. Mr. Hawk moved seconded by Mr.Anderson to refer the item to staff with the understanding it would be I brought to the attention of the Eugene Development Agency and to the Urban Renewal Agency. Motion carried. 2 City, County, State Agreement - 7th-Wi11amette River Section 1-105 - An agreement was presented between the City, Lane County, and the State concerning construction of the Washington-Jefferson Bridge and extension to 7th Avenue. It was explained that the earliest possible bid date for this project is now set for February 1967 because of redesign of portions of the structure, and it was recommended the agreement be referred to the Planning Commission for its consideration. Mr. Hawk moved seconded by Mrs. Lauris to refer the agreement to the Planning Commission. Motion carried. 3 Traffic Signal. 13th and Agate - A report from the Public Works Department was submitted which recommended installation of a right-turn lane for eastbound traffic on 13th turn- ing south onto Agate, indicating no need for a light at that intersection at present. Some discussion ensued with the consensus being that the right-turn lane installation may.re1ieve the present congestion. Mr. Anderson moved seconded by Mr. Crakes to install a right-turn lane as recommended on an interim basis with the item to be reconsidered when the next budget is being prepared. Motion carried. 4 Speed Limit , Hendricks Park and Skinners Butte Park - It was explained that speed limits within City park boundaries can be set by the Council without authority of the State I Speed Control Board. Mrs. Lauris moved seconded by Mr. Hawk to set the speed at 20 mph in both Hendricks and Skinners Butte Parks. Motion carried. 5 Property Purchase, 1510 South Jefferson, Hollingsworth - The Public Works Department re- ported that property owned by John L. Hollingsworth at 1510 South Jefferson could be acquired for $9500 at the present time. The property is located in the proposed a1ign- e ment of West Amazon Parkway. The Public Works Department had appraised the property at $9500, and it was estimated an expenditure of about $100 would be needed to make the property rentable for $80 per month until it is needed for the Parkway. Mrs. Lauris moved seconded by Mr. Hawk to acquire the property for $9500. Rollcall vote. All coun- cilmen present voting aye, motion carried. 6 EWEB-B100mberg Park Exchange - The Eugene Water & Electric Board contemplates construction of a new substation on the north side of Bloomberg Road near the northeast corner of City- owned property. At the west end of this property, EWEB owns about four or five acres for a reservoir site, and in order to construct a more efficient facility requested the City to trade part of the reservoir site for a portion of the Bloomberg Park property. The new substation is needed to serve Lane Community College and probable School District 4 construction in the area. School District 4 is aware of the proposal. Mr. Hawk moved seconded by Mrs. Lauris that the staff proceed to work out an exchange with the Eugene I Water & Electric Board and School District 4. Motion carried. 7 Garden of Cities, North Las Vegas - The Parks Department recommended two of the trees listed on the invitation from North Las Vegas to send a tree to be planted in a plot of land to be dedicated to Eugene - Oriental Sycamore and Sunburst Locust. It was generally agreed to send the Sycamore. No action was taken. e 8 Underground Wiring, Downtown Area - A letter was presented from Abar TV Cable Company concerning EWEB's intention of placing wiring underground in a certain portion of the downtown area.
