Regular meeting of the Common Council of the city of Eugene, Oregon was called to order at 7:30 p.m.
on December 12, 1966 by CouncIl President Ray Hawk in the absence of Mayor Edwin E. Cone. The
following other councilmen were present: Mrs. L~uris, Messrs; Chatt, Crakes, Purdy, McNutt,
Anderson, and Lassen.
Minutes of the Counci1'meetings held November ,7, 14'; and 21', 1966, as.mai1ed to Council: members,
were approved.
NEW BUSINESS
1 Council President Hawk' introduced' Dr..Hugh Wood from the University 'of Oregon and a group of educa-
tors, representing 15 different nations, who are attending the University.

2 A wi:te'was re'~d from the Department' of Housing and Urban Deveiopment advising the city-' o'f Eugene has
been granted $480,366 in planning funds, and that a reserve of $12,069,508 has been set up for the
Central Eugene Project.
3 Parking- Assessment District ,7th and' WillameUe - The' City Manager' briefly' reviewed the'
survey and report on the off~street parkin'g assessment district for' a parking f'acility
at the northeast corner of 7th Avenue and Wi11amette Street. I

posed assessment district. Motion carried. '
4 Bids, Sidewalks in Skinners Butte Park - The following two bids were submitted on
November, 18, 1966 for construction of 'sidewalks in Skinriers Butte Park extension:

2 1. Appointments. Budget Committee - The City Manager reported that the terms of budget
committee members H. P. Barnhart and Ralph Robinson vp uldexpire January 1, 1961,
and that nominations for the two positions are to be made by 'George Wingard and
Glen Purdy, respectively. Nominations were requested as soon ~s possible in ~rder
that the budget' committee ,ODuld begin orientation sessions.
3 2. Planning Commission Report - November 21. 1966
a. Washington-J~ffeison Bridge. Contract with State and County - A contract between
the city of Eugene, Lane County, ~nd state of Oregon covering construction of
the Washington-Jefferson Bridge, had been returned to the State Highway D~part-
ment for revision to include under 'Things To Be Done By State' the provision
for the structure just south of the bridge to allow for eventual construction
of the 1st-4th connector. The Planning Comrriission recommended approval of the
contract subject to provision of the structur'e to accommodate the 1st-4th con-
nector, and subject to the design of the 1st-4th connector in its north/south I
location to ~un parallel and as closely as possible, to the bridge and in. its
east/west lo~ation to be located 'as closely as poss'ible to the nort'hernly 'right-
of-way of the Southern Pacific tracks. Considerable discussion was held with
,. regard to the design of the facility, t'ime schedule for its construction', inter-
change extension to 6th and 7th, cutback in Federal funds and itspossible effect
on completion schedule, etc. Dr. Purdy moved seconded by Mr. McNutt to approve
the revised contract with the' County and the State. Motion carried. '

I 1 b. Parking Assessment District. 7th and Willamette - The Planning Commission recom-
mended approval of formation of an assessment district for a parking facility at
7th and Willamette. If the Central Eugene Project indicates that the area could
better be used for some other purpose, then the lot may be eliminated. Alterna-
tive parking for the general area will be a consideration of the development plan.
Mr. Hawk moved seconded by Mr. Lassen to concur in the Planning Commission recom-
mendation. Motion carried.
Mrs. Lauris moved seconded by Mr. Chatt that Items 1, 2a, and 2b of the Committee report be approved.
Motion carried.
2 3. County Census. Financing.- The Central Lane Planning Council presented a revised
budget for the Countywide census in progress. It is now estimated an additional
one-third increase will be necessary to complete the counting, primarily due to
higher-than-estimated cost of fi~ld enumerators and more-than-anticipated work on
e proofing mailed-in report forms; The recommended. increase for each public body con-
tributing is - Lane County, $2000; Eugene, $3330; Springfield, $979; lED, $3660.
The City Manager explained that funds could be diverted either from planning studies
budget or from emergency fund budget. Mrs. Lauris moved seconded by Mr. Anderson to
contribute the additional $3330 to the census progra~. Motion carried.
Mrs. Lauris moved seconded by Mr. Chatt to approve Item 3 of the Committee report. Rollcall vote. All
I councilmen present voting aye, motion carried.
Councilman Anderson reported the census is about 95% complete, and that Central Lane Planning Council
will be able to meet the certification deadline of December 24, 1966.
3 4. Parking Restriction. Washington between Broadway and 10th - Robert H. Goodwin re-
quested 2-hour parking restriction on Washington Street in front of his place of
business. The Public Works Department recommended 2-hour parking on the north half
of the block on the west side of Washington between Broadway and 10th. Dr. Purdy
moved seconded by Mr. McNutt to approve. Motion carried.
4 5. Abatement Service Station, 3rd and VanBuren - The Building Department reported the
owner of the property at 282 VanBuren had been contacted with regard to demolition
of the building. The owner requested 30 days in which to .clear up legal matters
pertaining to the property prior to demolition. It was understood the Building
Department would follow up.
5 6. Housing Code Compliance. 2423 Friendly. A. W. Clift - The Housing Board of Appeals
referred to the Council a request from. A. W. Clift , owner of the' property at 2423
Friendly Street, for relief from Housing Code requirements. An inspection report
revealed the building is badly deteriorated, and Mr. Clift, because of his age and
financial ability, is unable to bring the building to Code requirements. It was
recommended that enforcement of the Housing Code be postponed to give an opportunity
I to explore methods of gaining financial help for the Clifts to repair the building.
Mrs. Lauris moved seconded by Mr. Hawk to table the item. Motion carried.
Councilman Anderson suggested it might be well to form some sort of citizens com-
mittee to consider and find help for cases of hardship in meeting Code requirements.
6 7. Bids Sidewalks. Skinner's Butte Park, Opened November 18. 1966 - Two bids were pre-
sented for the construction of walks in Skinner's Butte Park. Mr. Hawk moved seconded
by Mr. Anderson to award contract to the low bidder. Motion carried.

7 8. Curb Sidewalk. 27th from Jackson to Tyler - Mrs. Jewel Baker, 920 West 28th,
re-
quested permission to install sidewalk at the curb on the south side of 27th Avenue
from Jackson to Tyler. The Public Works Department ~ecommended denial. It was ex-
plained that other sidewalks already constructed in the area are at standard setback
location. Mr. McNutt moved seconded by Mr. Anderson to deny the r.equest. Motion
carried.
8 9. Curb Sidewalk. Chuckanut Street Cul-de-sacs. Northwood Estates - The Public Works
Department recommended approval of sidewalk at the curb at these locations since
the cul-de-sac stems are only 73 fee~ long, and an existing house on one of the
cul-de-sacs is located closer to the street than desirable. Dr. Purdy moved seconded
by Mrs. Lauris to approve. Motion carried.
9 10. Curb Sidewalk. Candlelight Park - Kenneth D. Gilbert requested reconsideration of a
I request for curb sidewalks in the entire ~ubdivision because of depth of front yards,
appearance, maintenance of parking strips, and not having to walk on wet grass when
entering or leaving a car at the curb. Mr. McNutt moved seconded by Mr. Hawk to
maintain location of sidewalks in Candlelight Park as originally platted and to deny
reconsideration of the request for curb sidewalks. Motion carried.

I 1 l. Ordinance, Airport Fuel Flowage Fee - An ordinance was presented which would provide
a better method of collecting the fee for fuel sold at Mahlon Sweet Field for use in
private planes. Under the new ordinance, the fuel distributor, or wholesale, will
pay to the City the fee of 3~ per gallon delivered at the airport. It was noted that
commercial users, West Coast and United, are exempted from the fee since they pay
landing fees to the City. The Airport Commission recommended approval of the ordinance.
Mrs. Lauris moved seconded by Mr. Crakes to adopt the ordinance. Motion carried.

2 2. West Coast Service - The Council was advised that West Coast has changed their service
at Corvallis to two daily DC-3 flights each way. General conversation ensued concern-
ing West Coast service, with a final conclusion that some investigation should be made
of the possibility of obtaining Pacific Air Lines service at Eugene.
- 3 3. Western States Fire Pumper - This apparatus was deli~ered to the City and has been
checked and tested. Some minor equipment has been back ordered ($905) for future
delivery, and some minor mechanical repairs are being made. The 10-ply tires de-
livered on the truck will be replaced by Western States with the specified l2-ply
tires. Partial payment in the amount of $27,000 was recommended, with the balance
of $2,313.89 being retained to cover cost of back ordered parts and assure that minor
repairs are made. Mr. Anderson moved seconded by Mr. McNutt to approve partial pay-
I ment of $27,000. Motion carried.
Mrs. Lauris moved seconded by Mr. Chatt that Items 2 and 3 of the Committee report be received and
filed. Motion carried. (See action on Bills for Western States $27,000 payment.)
4 4. Exchange of Property, Evergreen Union Retirement Association - A letter from attorneys
for Evergreen Union Retirement Association was presented in which it was explained
that the agreement with Evergreen for exchange o~ City-owned property facing un-
dedicated 4th Avenue south of Skinners Butte for Evergreen property, previously ap-
proved by the Council, is unacceptable to the Department of Housing and Urban Develop-
ment. It was recommended that a direct trade be made of the City-owned property for
two Evergreen-owned lots. In conference, the Evergreen people had agreed to give
consideration to a possible future trade of Evergreen-acquired property in the event
a future 1st-4th connector alignment requires it. The question was raised regarding
possibility of providing in the agreement for amefinite price of 45~ per square foot,
present appraised value, in the event repurchase of City property is consummated'in
the future. The Council agreed to hold the item over until the December 12, 1966
meeting to give an opportunity to confer with the Evergreen people concerning setting
a definite price if and when the property should be repurchased.
Mrs. Lauris moved seconded by Mr. Chatt to appr.ove a direct trade of properties with Evergreen.
The City Manager reported that Evergreen was contacted, and the Association had indicated it would
be willing to file a letter of intent with the City at the time the trade agreement is signed with
I regard to setting a 45~ per square foot price on any future purchase of property in Evergreen
ownership.
A rollcall vote on the motion was taken. All councilmen present voting aye, motion carried.
5 5. Maude Kerns Bequest, Washington Street at Willamette River - A memo from the City
Attorney was read regarding a bequest of two lots to the City by Maude I Kerns. The
lots are on the south bank of the Willamette River at the north end of , Washington
e Street. They were bequeathed for park purposes in memory of Samuel F. and Harold C.
Kerns. Mrs. Kerns also left a half lot immediately south of the two lots given to
the City to Elmer Orton. The City Attorney asked for authorization of an agreement
with Mr. Orton specifical~y designating the properties, since they were not legally
described in Mrs. Kerns' will. The possibility was suggested of buying the half
lot from Mr. Orton for inclusion with the park properties. Mr. Chatt moved seconded
by Mr. Lassen to approve the agreement with Mr. Orton to identify the properties,
and to investigate the possibility of purchasing his lot. Motion carried.
Mrs. Lauris moved seconded by Mr. Chatt to approve Item 5 of the Co~itte~ report. Motion carried.
6 6. Bids Sidewalks, Opened December 6, 1966 - A tabulation was presented covering four
sidewalk projects. Mr. Hawk moved seconded by Mr. Anderson to award contracts to
the low bidder, on each project~ Motion carried.

7 7. Workable Program Recertification - The City Manager presented an application for
recertification of Eugene's Workable Program and asked the Council's approval of sub-
mission of the application to the Department of Housing and Urban Development. Mr.
Hawk moved seconded by Dr. Purdy to adopt a resolution authorizing submission of the
application for recertification of the Workable Program. Motion carried.
e 8 8. Sale of Christmas Trees, 2192 Hilyard, Lindeen - R'nald J. Lindeen requested per-
mission to sell Christmas trees from the parking strip in front of his residence
at 2192 Hilyard Street. He stated the sale of trees would last only until Decem-

ber 20. The City Manager said that strict enforcement would be observed on 'placing I
and selling trees from the park~ng'strip, since that is a part'of the pub1icrigh~-'
of-way. It was generally agreed to permit Mr. Lindeen to continue his-enterprise '
if he removes his trees from the parking strip and sells only from private pr~perty
and,on a temporary basis.
1 9f Insurance Coverage. City Employes - Pacific Hospital-Association health and'hospital
coverage for City employes, which has been in effect for about a year, was reviewed.
The City now has a reserve of $7,208~00 and can 'expect to renew its polrcy at the
same rate as now in effect. But since hospital room rates have increased so rapidly,
it is felt the $18.00 and $20.00 per day coverage is inadequate. If the coverage
is raised to $24.00 per day, the increased cost to the City would amount to about'
$2800. Employes' 'cost wou~d'increase'correspondingly under the'two plans' a~ailable
to them.'It was recoriunended that the Council authorize review of the coverage with
employes and department heads to determine if the employes' are interested in 'having
additional coverage and cost. Mr~ Crakes moved seconded by Mrs. Lauris to proceed e
with the review., ,:t1otion carried.
Also'discussed was' the accidental death and d:i.smemberment coverage, the premium for,_
which is paid entirely by the employe. A cursory investigation revealed that greater
benefits and higher maximum coverage are available at a lower rate than has been
charged by Aetria: 'The Council agreed' that 'further investigation should be made :on
AD&D coverage with the idea of obtaining more coverage with lower premium ~ates. I

2 10.Lane County Community Shelter Plan - A letter and recommendations were read from
the deputy director for"Lane County Civil Defense with regard to Community Shelter
Plan policies for Lane County. The recommendations, made by the Technical Advisory
Committee, included shelter space allocation, travel time and distance to shelter~;
assignment of people to most convenient shelter regardless of separation of families,
encouragement of home shelter, construction, and allowing for fallout shelters in the de-
sign of future publrc scqools and modifying existing structures where suitable. A
policy recommendation was requested' ort the local, state, and-federal governments~
role in encouraging fallout shelter construction in both private and public buildings.
These recommendations are to be,considered at a Civil Defense'meeting on'December 12,
1966. Council members raised the question of cost involved in providing shelter space
might beinclucled in the design of the proposed parking structure at 10th and Oak.
No action'was taken. .

e Improvement District WS-64-8 (between west boundary Frontier Park and east boundary Norvale Park
Addition and between Sorrel Way and south boundary Pioneer Corners Addition), submitted and read the
first time in full on November 7, 1966 and held 'over for proper notice of assessment tobe given owners
of affected property, and brought back on November 21, 1966. The council bill was tabled on Novem-
ber 21, 1966 in order for new notices to be sent, and is now brought 'back for consideration.

Mrs. William Macqueen asked several questions concerning the bid accepted on this project' as compared
to' actual construction costs. She also 'asked for verification of boundaries of the area - being

A report dated December 12, 1966 from the Public Works Director was read in which he set forth the
factors invo1ve'd' in the sewer' construction and which contributed to the cost. The report stated the
contract was awarded to the low bidder of four who submitted bids, and there were no' objections ,at the
time the contract,was awarded. The report also explained again the reason for the difference between
actual cost and the estimated cost'listed in a'brochure'distributed in the Bethe1-Danebo arei prior'
to'annexation. It was ~xp1ained that systems designed by the City since 1964 have included ~ervice' I
lines from lateral sewers to property lines, and that severe underground conditions experienced in
the' trunk sewer installation in the Bethel-Danebo area increased construction cost' on the 1~tera1s
as'we11. '

Deferral of assessment on Gilbert Enterprises property was explained. An easement was granted across
this property and the assessment will be collected when' the property is subdivided. .. , .'
Several residents from th~ area' being assessed commented with regard to genera1'condition of the
area after sewer constructionwa's' completed, ~md with regard to the City's por tion of the assessment.
Lette~s of protest were noted from Mrs. 'William Macqueen, J. Earl Witchey, Gary.D. Lindsay, and
A.'Bennett, as was a petition representing 78 property owners in the area.
Councilmen Hawk and Lassen called attention to the cost"of ,trunk sewers being borne by the rest of
the City, and that the bids submitted on this project were as low as any submitted on projects con-
structed at that tim.e.
