1. J&T Construction. 3871 Royal - Councilman Lassen asked if a report ~as made regard~ .
ing the use of a helicopter at this location and the expanded use of the property for
heavy equipment storage. He was informed the use of a helicopter is not in violation
of any laws except perhaps the zoning ordinance, and that the City Attorney will tour'
. the area soon and make a decision with regard to the complaint about expanded use of
the property.

2. Street'Conditions. Bethe1-Danebo - Councilman Lassen also asked if anything was re-
ported with regard to complaints about manholes in the Bethe1-Danebo area. The Pub-
lic Works Director explained the manholes were left higher than'the street surface
to allow'for street surfacing"wh:tch'is not accomp1ished:until "about a year'after com-
pletion of a sewer project to allow for proper settling and resurfacing.

3. Public Works Pro;ects Pamphlet -'Counci1woman'Hayward inquired regarding revisio~ of
the pamphlet which explains procedures followed by the pubiic'Works~ Department in
construction of street, alley, sewer, and: sidewalk projects. She was informed there
has been some preliminary discussion at the' staff level.'. Councilman Purdy suggested
a temporary program"be instituted to inform property owners about estimated costs
and method of computing assessments prior to start of construction. . -.

4. Housing Policy Statement. EDA - A ho~sing policy statement ,adopted by the Eugene nevelop-
men~ Agency was referred to the Council for consideration ana possible adoption. It
provides for consideration of the social and economic effects of removal of any 10w-
or middle-cost housing in connection with public projects. Mr. McNutt moved seoonded
by Dr. Purdy to endorse the EDA housing policy statement. Motion carried.

5. 10th and Oak Parking Assessment District - As a result of objections filed by Stanley
Darling, attorney representing the DeNeffe Estate, to exemptionof'certain"properties
within'the proposed 10th and Oak parking assessment district, and after review of the
exempted properties cited in Mr. Darling's objections, it was suggested there was
justification for assessment of two parcels belonging to Eugene Medical Center, ,
Parcel 33 - $34,540.33 and 54% of Parcel 42 ~ $49,738.07. It was"fe1t these two prop-'
erties are not used for public parking since they are reserved for use of the Medical
Center. Levying these two assessments would change assessment against other benefited
properties in the district an estimated 5%.
Sidney Thwing, attorney representfng the Eugene Medical Center', stated the Medical'
Center operates the "several exempted parcels as one public parking facility for revenue,
which would be in direct competition with the proposed facility at 10th and Oak. He
said'77 of the parking spaces are leased to doctors on a monthly payment basis, and
the balance of 238 are open to the public. He also pointed out that had the Medical
Center been advised at the time of petitioning the assessment district that these
parcels would be assessed, there is serious doubt that the Medical Center would have'
joined in the petition.: Dr. L. A. White, also representing the Medical Center, pro-
tested changing the assessments originally levied. Discussion brought out:the point
that the matter o~ "exempt" or "non':'exempt" properties will be settled in court since
there are two suits'now pending.

Mrs. "Lauris moved seconded by Mr. Anderson to proceed with assessments as originally
initiated, which exempts the Eugene Medical Center parking facilities. Motion carried.

Stanley Darling, representing Sylvanus' Smith, owner of' property at the northwest corner of 10th and
Oak on which part of the proposed parking facility is to be constructed, asked that a letter from
Mr. Smith addressed and delivered to the City Manager earlier in the day be read into the record.
The letter was not read' because of possible effect on values of properties mentioned therein, but a
resume of the letter was given indicating Mr. Smith's opposition to the City's acquiring his prop-
erty for a site for the off-street.parkU~g structure unless it is acquired. on his terms. These are
that the City acquire one of two sites' Mr. Smith' designated, and bonscrucE;thereon ..a, building with
~ ,.' . \ 0..
7500 square feet of space, all a~ ~ity'expense, 'and that.thi$ property not be assessed for the park-
ing structure.: The letter also expressed oppos'ition to formation of .'the' parking assessment district.
Robert Moulton, attorney representing First Nationa1'Bank of'Oregon as trustee for the Fred Fisk
estate, requested permission to present affidavits on behalf of his client for consideration at a
future committee meeting. It was agreedthe'Counci1 would hear,Mr. Moulton's presentation at the
next committee meeting.

6. Architects. Danebo Fire Station and Swimming Pool - The City Manager reported the
Architect Selection Committee recommended retaining William W. Wilson as architect
for the Danebo fire station, and the firm of Briscoe and Berry for the Danebo swim-
ming pool. Mr. McNutt moved seconded by Mrs. Lauris to approve the recommendation.
Motion carried.
Mrs. Lauris moved seconded by Mr. McNutt to approve Item 6 of the Committee report. Motion carried.
7. Laurelwood Golf Course - It was explained there is a possibility School District 4
may decide not to construct a school on the Laurelwood.property. NQ decision has
yet been made, but the Council was asked if they wished to be in a position to
exercise the City's option on the Laurelwood property should the School Board decide
to sell. Total purchase price of the 82.14 acres is $325,000 to be paid over a 5-year
period with a 5% interest rate~ To exercise its option, the City would have to make
a $147,141 payment immediately. This amount represents the School District's total
investment in theproperty to date. The balance is to be paid in three annual payments.
It was suggested funds for the initial payment could be transferred from the Parks
bond fund, then either a special levy or bond issue submitted to the voters later this
year. If the measure fails, then an arrangement would have to be worked out with the
School District to take title tomly a portion of the property. A bond issue would
be more favorable since it offers the possibility for adding other land purchases
and would make payment possible over a 20-year period rather than 3 to 5 years. The
Council was informed that HUD policy now does not allow for grants for acquisition
of golf courses.
Mr. Anderson moved seconded by Mrs. Lauris to authorize the staff to prepare a
financial plan fo~ acquisition of Laurelwood Golf Course should School District 4
decide to dispose of it.
Further discussion resulted in a motion by Mr. Anderson seconded by Mrs. Lauris to
authorize the City Manager to negotiate with School District 4 for the acquisition
of the Laurelwood property. Motion carried, Mr. Wingard voting no.
Councilman Wi?gard asked if there is a plan for acquisition of open-space land, and was informed
there is a long-range park acquisition program now in effect.
Mrs. Lauris moved seconded by Mr. McNutt to approve Item 7 of the Committee report. Motion carried.
8. Coburg Road Right-of-Way. Scott - The City Attorney recommended payment of $600 for
Mr. and Mrs. Gilbert R. Scott for Coburg Road right-of-way. The property owner
asked $1000 for the property, and the City filed condemnation suit in 1965 on the
basis of a $375 appraisal. Mrs. Lauris moved seconded by'Mr. McDonald to settle
for $600. Motion carried.
Mrs. Lauris moved seconded by Mr. McNutt to approve Item 8 of the Committee report. Rollcall vote.
All councilmen present voting aye, motion carried.
9. Speed. West 11th and Bailey Hill Road - The State Speed Control Board, in response
to a request from the city of Eugene and after engineering investigation, proposes
to establish a speed of 30 mph on 11th Avenue from Garfield Street to 200 feet west
of City View Street, and 40 mph from 200 feet west of City View Street to the west
City limits. The Board also proposes to establish a 40 mph speed on Bailey Hill
Road from 50 feet south of West 11th Avenue to the west City limits, except school
zones. The Public Works Department recommended the 30 mph speed on West 11th Avenue
extend from Garfield Street to 200 feet west of Seneca Road rather than City View.
Some discussion followed on the possibility of need for a 30 mph speed the entire
distance on 11th, and a 30 mph speed on Bailey Hill Road rather than the proposed
40 mph. Mr. McNutt moved seconded by Mr. Lassen to advise the State Speed ContIDl
Board the proposed speeds are satisfactory except that the 30 mph zone on West
11th Avenue should be extended to 200 feet west of Seneca Road. Motion carried.
Mrs. Lauris moved seconded by Mr. McNutt to approve Item 9 of the Committee report. Motion carried.
10. League of Women Voters - A letter of invitation was presented concerning public
program "Planning for the Future of the Eugene Metropolitan .Area" sponsored by
the League of Women Voters. The meeting is scheduled for 8:00 p.m., Thursday,
February 2, 1967, in the City Council Chamber.
11. Celeste Campbell Center - Council members were invited to dedication of the Celeste
Campbell Center at 2:00 p.m. on Saturday, February 4, 1967."

1. Ignition Key Ordinance - An ordinance was presented which would make it unlawful to

3. Planning Commission Report:- January 16. 1967
a; Front Yard Parking. R-3 and R-4 Zones - As a result :of. meeting with the Lane .County
Rental Property Owners Association, the Planning Commission recommended modifica-
tion of its previous zoning amendment with regard to front yard setback in R-3 and
R-4 zones. The revised iecommendation provides for'an average setback in-R~3 and
R~4 zones of 12 feet but in no case closer than 6 feet to the front property line,
with proper landscaping. If vehicle egress requires backing into 'apublic thorough-
fare, then the setback shall be a minimum of 20 feet from the front property line.

4. Planning Commission Report - January 23. 1967
a. Sidewalk Waiver Sally Way - The Planning Commission recommended' denial of a peti-
tion from residents on Sally Way for waiver of requirement for sidewalk installation
on that street. The Planning Commission also recommended' that sidewalks be in-
stalled at the standard. setback location with allowance made for mea~dering around
large trees, and that five feet of right-of-way on each side of the ~treet be vacated
after the sidewalk are installed since only 50 feet of the 60-foot right-of-way is
needed.

Committee recommended appointment of a permanent committee to attempt_to develop a

indicated they felt a full-time committee is: needed to make. recommendations ,to the
Council and Planning Commission on social problems of the underprivileged, such as
educational, recreational, etc.

Public Transportation
Councilman Purdy remarked on the possible need for a public transportation study, noting the need
for public transportation to serve Parkview Terrace and the Celeste Campbell center. He asked for
a staff recommendation as to whether an independent study should be initiated, or included with the
Central Eugene Project. The City Manager said since the Mayor's annual message cited the need for
action with regard to public transportation, he has been making inquiries concerning people quali-
fied to make such studies. He said he has also been in contact with the Emerald Transportation
System and their attorney concerning the possibility of extending bus service to Celeste Campbell
Center. The Administrative Assistant reported a local' service organization is interested in pur-
chasing a bus to serve Parkview Terrace and the Center.
Mr. McNutt moved seconded by Mrs. Lauris to preceed with investigation of a public transportation
study. Motion carried.
