COMMITTEE REPORTS Committee meeting 'held September 14, 1967: "Present: Mayor Cone; Councilmen Purdy, Lauris, Anderson, Lassen, Hayward, and McDonald; e City Manager and staff; CORE Representatives DeBerry, Carter, Mims, Stubbs, Reynolds, Smith, and Davis; and others. 2 1. 7th and Willamette Parking Lot - The City Manager reported the Court has granted posses- sion of properties at 7th and Willamette on November 1, 1967. Bids for clearance of the properties to allow construction of an off-street parking lot will be called, opened, and awarded before November 1 so that the lot may be put into operation as quickly as possible. Mr. Anderson moved seconded by Mrs. Lauris that Item 1 of the Committee report be received and filed. Motion carried. 3 2. 12th and Oak Parking Lot. Meters - It was suggested to change the 6-hour meters on the parking lot at 12th and Oak to 2-to 10-hour meters at a cost bf about $600. The City Manager said converting them to all-day parking at 50~ would tend to increase the earnings of this lot. Since the 10-hour meters are in two-hour multiples, short-term I parking also will be available. Mrs. Lauris moved seconded by Mrs. Hayward to go ahead with the change. Motion carried. Councilman Purdy asked if the City can charge for on-street parking on Friday evenings. The City Attorney advised that such an ordinance could be adopted. It was ~nderstood that a report would be brought back on this, to include too the possibility of charging during the Christmas season and at other times ~hen downtown stores are open in the evenings. - l , 9/25/67 - 9 45~ e 9/25/67 I The City Manager said a private firm has asked the City if it would consider putting its parking lots under the firm's management, and such a proposal w~ll be presented for ihe Council's consideration. He said if something along this line is worked out, it would permit parking validation on city lots. However, the problem of property taxes if City lots are leased to a private firm would have to be clarified before any agreement. Mr. Anderson moved seconded by Mrs. Lauris to approve Item 20f the report. Motion carried. 1 3. CORE - The Congress of Racial Equality requested a meeting between the CORE executive committee and leadership of the City. The list of items which CORE representatives wished to discuss were: 1. The question of political representation by the black community in the decision- making process of the city of Eugene; black political representation must become a reality. 2. Jobs must be created or expanded to include black people in city work and private sectors of Lane County using the "New Careers" program as a guide. e 3. We need low cost housing on an open occupancy basis and open housing laws that would offer punitive damages to black people being discriminated against in the Eugene area. 4. We demand that the city of Eugene initiate and implement immediately anti-discrimina- tion laws in housing, use of public facilities, employment, education, unions, social I organizat ions, religious institutions, and in any areas where complaints of discrimina- tion have been voiced, and with punitive damages for those individuals and groups which discriminate against black people. 5. We know that the disorderly conduct laws are unjust, unfair, hypocritical, and arbitrary. We demand that laws against disorderly conduct be made less general and more specific in their wording, in hopes that their application will thereby become less arbitrary. 6. We know that the educational facilities have failed the majority of the black people of the Eugene area. We find Eugene Public Schools and their curriculum to be racist and unemployment pra~tices for black people to be deplorable and intolerable in all areas of school life, We demand that black people be employed in all areas of em- ployment in the Eugene Public Schools and in Lane Community College, and that a curriculum be developed for black and white children in the Eugene School System that includes a comprehensive history of Black America, and its role in creating and building this country. Clyde DeBerry, director of Eugene CORE, asked that members of the press be excluded from the meeting. He was told all Council meetings are public and the press oou1d not be excluded. Mr. DeBerrymade it clear that he and other representativ,es of CORE present considered the items listed as "demands" rather than for discussion per se. He said if they are I turned down or neglected, then they feel they can use any means necessary to get them fulfilled. With regard to Item 1, political representation, Mrs. Lauris said the, way to gain representation on the City Council is to run for office at the proper time and be elected. Mr. DeBerry said since National legislation is in process now to allow contribution of public funds for campaign expenses, the Council should consider allowing an amount suf- ficient to permit poor people to run for office. e With regard to Item 6, educational facilities, Dr. Purdy explained that the City Council has no legal jurisdiction over the administration of school districts; anything of this nature would have to be discussed with the school boards of the various districts. Mr. DeBerry said he felt that directly or indirectly the Council is responsible for the "kids" in the public schools. He said "black kids" suffer frolJl lack of ~u1tiracia1 textbooks in the school system. The City Attorney advised the Council has no legal right to tell the school boards what is or is not to be done in the school systems, but if the Council members desire to sug- gest more generous distribution of textbooks which create a better image for black people, then they could, by resolution, so suggest to the school boards. Mrs. Lauris moved seconded by Mrs. Hayward to adopt a resolution endorsing the practice of introducing multiracial textbooks into the school curriculum. I Councilman Anderson said he feels the Council is not well enough aware of the current textbook sitUation in the school districts to make a decision, so would prefer to make inquiry before any endorsement. Councilman Lassen asked if there are any statistics available with regard to the number of people from minority groups employed in Eugene. Mr. DeBerry rejected the term "minority groups", saying it was "black people" he was talking of, and said in the last two years eight black people with master's degrees or better were sent to the school system and ill t one was hired. e Mr. Anderson moved seconded by Dr. Purdy to table the resolution. Motion carried by voice vote, Mrs. Lauris and Mrs. Hayward voting no. Mr. DeBerry asked a show of hands. Councilman Anderson later in the meeting said he does not believe tabling of the motion means the issue is dead, rather to allow clarification on policy'before a decision is reached on making recommendations to the school boards. With regard to Item 2, employment, Mr. DeBerry explained the "New Careers" program as "hire 'a man first; train a man second." He said financing of the probram is under " the Manpower Redeve:topment Training program and the Office of Economic Opportunity, , and that Dr. Arthur ,Pearl of the University of Oregon could give details of the program;', It The City Manager explained the City's hiring procedure, and said the police and fire departments, because of the nature of their work,are the only departments having com- plete training programs. If it is decided more in-servi<;:e t:t;'a~,n.ing, ~hould be done by the City, addition~lfunds will be needed~ Mr. Larry Carter, one qf CORE's representatives, ",!sked the City to explore the possi-: I bility of a program for in-service training for unskilled people for such jobs as typists, clerks, engineering aides, etc. : ,{ Councilman Anderson said the possibility of greater participation in the private, sector of the co~unity in providing this type of work should be explored. , Dr., Purdy moved seconded by Mr. Anderson that Items 2 (employment), 3 (low-cost housing), and 4 (anti~discrimination laws) be referred to the Human Rights Commissi~~ for report and recommendation, asking the Commission to notify the Council in the next two weeks when it will be able to return the report and recommendation. " , Councilman McDonald asked also for an investigation of the eight negro people mentioned by Mr. DeBerry, some having master's degrees or better, who applied to the,schools for positions during the 1966-67 school year, with none of t~em being hired. The City Manager exptained the City's hiring procedure with respect to ~ummer help and ... told,of the work of the local chapter of the Pacific Nor~hwest Per~onnel Management .., Association in attempting to help unskilled people find work. He also explained the Lane Cdunty Housing Authority's application now in process for 300 new low-cost housing units, of which 150 are to be reserved for elderly people, ~nd the other 150, for low~ income families. I L. 9/25/67 - 11 4 ~ '6~1 e 9/25/67 I 1 1. Sign Ordinance - Mrs. Hayward inquired concerning progress on development of a new sign ordinance. It was explained that work is being done on the ordinance by the Planning Commission and that it will be presented to the Council when completed. Mrs. Lauris moved seconded by Mrs. Hayward that Item 1 of the Committee report be received and placed oil'file. Motion carried. 2 2. Architects . 10th and Oak Parking Strucnure - Mr. Anderson described steps taken by the committee in making their selection and recommended retaining N. G. Jacobson and Associates, Inc. , consulting engineers of Seattle, to design the 10th and Oak parking structure. It was explained that considerable time could be saved if the schematic design could be done now rather than waiting until the pending court case had been decided. Cost for this phase of the planning will be $9600. Mr. Anderson moved seconded by Mrs. Lauris to retain N. G. Jacobson and Associates, Inc. , as architects for the 10th and Oak parking strucnure. Motion carried. e Mr. McDonald inquired if the City would be obligated if the case was decided against the City. It was explained that no City money would be spent until the case is de- cided. It was also explained that Jacobson would associate with a local architect in formulating his design. Mrs. Lauris said that it had been brought to the attention of the Council that the Renewal Agency would prefer that no further action be taken with regard to the 10th and Oak parking structure until I it could be determined whether this location would fit in with the plans being made by Rogers, Talia- ferro, Kostritsky, Lamb. Mr. Anderson commented that it would be possible to designate the firm and postpone work on the plans until the report is received, that it is important to maintain interest in the program, and that the project does involve a $2 million credit in the urban renewal program. Mr. McNutt commented that so much has been done, including assessments, etc. , that to choose a new location now would be very complicated. The City Manager commented that getting the schematic design now would save about 60 days and make it possible for the structure to be used for Christmas shopping crowds in 1968. He said private money is available for this design, with this money being repaid if it is decided to go ahead with the building at its present location. If not, the money would not have to be repaid. Mrs. Lauris moved seconded by Mrs. Hayward to approve Item 2 of the committee report. Motion carried, Mr. McDonald voting no. 3 3. Transient Room Tax - Mayor Cone asked what had been done in regard to investigating the possibility of a room occupancy tax to be levied by the City. The receipts from such a, tax would, be earmaI;~~d for civ~c improvement proj ects such as an auditorium The City Attorney reported that under the Home Rule provisions of Oregon law the City could levy such a tax by amending the Charter. 4 4. Alton Baker Park - General discussmon was held regarding the development of Alton Baker Park. Mayor Cone suggested that considerable work could be accomplished now with the use of free labor, etc. The Director of Parks and Recreation explained I that very little could be done until a comprehensive plan for land use in the Park is finished. Mrs. Lauris suggested planting trees along Centennial Boulevard as one thing that could be done now. Mayor Cone suggested development of an arboretum. The City Manager commented that a number of questions must be settled before much work can be done; among others, the question of who ii to be responsible for maintenance. Mrs. Lauris suggested setting up a committee composed of representa- tives from the entire area to develop plans for the park. The possibility that e Federal funds could be obtained was also mentioned. Mr. Anderson commented that progress is being made, that getting the name had been one step, and that possibly the private sector of the community can be interested in helping with finances. Mrs. Lauris moved seconded by Mrs. Hayward that Items 3 and 4 of the Committee report be received and filed. Motion carried. 5 5. Metropolitan Water and Sewer Study - Larry Rice, director of Central Lane Planning Council, presented a planning program for a metropolitan water and sewer study which had been previously requested by CLPC. He explained that the purpose of the program is to provide a guiding document to be used by local governmental agencies to assure that each community's sewer and water programs will be an integral part of the total area system, and to provide data that will enable local governments to continue to meet Federal planning requirements for sewer and water grants and loans. It was further explained that total cost of the planning program will be approximately $140,000, two-thirds of which would be Federal funds of which Eugene's share will I be $15,260 ($10,860 case and $4400 in staff services). Cash contributions also would be made by Lane County and the city of Springfield, and service contributions would be made by Springfield, Lane County, EWEB, Springfield Utility Board, and Pacific Power and Light. Baronti - The City Manager reported that Dr. Baronti has requested postponement of award of contract for this work because of the high cost. Property Sale. .39 acre near Washington-Jefferson Bridge - Option for purchase of this property for $6550 to the State of Oregon was presented. Mrs. Lauris moved seconded by Mr. McNutt to approve the sale, the money to be earmarked for Riverfront -' Park development. Rollcall vote. All councilmen pr esent voting aye, motio n carried. 4 9. Trailer Permit Extension. Western Ranch. Inc.. 3495 Day Island Road - Extension was requested for permanent extension or one year. Mrs. Lauris moved seconded by Mr. McNutt to extend the trailer permit for one year. Motion carried. I 5 10. Tent Permit. Kendall Ford. 13th and Olive - A letter was read from Richard Rementeria, manager of Kendall Ford, requesting permission to erect a 60xlOO-foot tent at 13th and Olive to be used for three months for an undercover display area for new cars. Mrs. Lauris moved seconded by Mr. McNutt to approve the temporary permit. Motion carried. 6 11. Paving Capital Drive - A letter was read from Con Sheffer, speaking for a number of homeowners in the area of Capital Drive, requesting that street be paved. Mrs. Hayward moved seconded by Mr. McDonald to initiate paving of Capital Drive, including a portion of Spring Boulevard.' Motion carried. 7 12. Tr ailer Permit. 3845 West 11th. Collins - Pat Collins requested permission to place a mobile home at this location for nightwatchman living quarters. The City Manager reported that it is felt that a fence would provide sufficient security for this type of business. Mrs. Lauris moved seconded by Mr. McDonald to approve a variance for the trailer. Motion defeated, Mrs. Hayward and Messrs. McNutt and Lassen voting no. 8 13. Coburg Road Improvement Costs - A tabulation of costs involved in four-laning Coburg Road from Frontier Drive to Belt Line Road was presented to the Council. No action was taken. I 9 14. Segregation of Assessment. 2960 Olive. Davenport - Alva D. Davenport requested segre- gation of the assessment for paving Olive Street against his property at 2960 Olive to permit selling of a small strip. The segregation of $l8.63 from the total assess- ment would leave a balance of $375.74. Mrs. Lauris moved seconded by Mr. McNutt to approve the request. Rollcall vote.
