Home My WebLink About10/09/1967 Meeting 46~ e 10/9/67 I Council Chamber Eugene, Oregon October 9, 1967 Regular meeting of the Common Council of the city of Eugene, Oregon was called to order at 7;30 p.m. PDT on October 9, 1967 in the Council Chamber by His Honor Mayor Edwin E. Cone with the following councilmen present; Mrs. Lauris, Messrs. McNutt, Anderson, and Lassen, and Mrs. Hayward. Absent were Councilmen Purdy, McDonald, and Wingard. NEW BUSINESS 1 7th and Willamette Parking - Options were presented signed by Charles S. and Eleanor Pratt ($40,000) and Eva Mae Pratt ($35,000) for acquisition of their building in connection with the 7th and Willamette off-street parking facility. Also presented was an agreement signed by George J. McKenzie to sell his lease to the City for $1000 under which the Cosmo Tavern in the building being acquired has been operated. The City Attorney recommended the options e be exercised and the lease purchased. Mr. Anderson moved seconded by Mrs. Lauris to approve the recommendation. Rollcall vote. All council- men present voting aye, motion carried. 2 Bids. Public Works. Capital DrivePaving:and Sidewalk - Mrs~ Hayward inquired if action taken by the Council at its September,~25 ,meeting to initiate paving on Capital Drive included sidewalks. She .stated that sidewalks might be more important than street paving since school children may use the street in walking home from school. It was explained that the narrowness of the right-of-way would make it difficult to include sidewalks 'but that an engineering study would have to be completed before a decision could be made. Pierre vanRysse1berghe, Conrad Sheffer, and Ted Larsen, all living on A1ta Vista Court, expressed their interest in having Capital Drive paved as soon as possible. Theyindicated they did not par- ticularly want sidewalks if :i,n,stallation of sidewalks would delay or prove a stumbling block to the It street paving. Engineering Dn theproject has been initiated. Recommendations were submitted concerning fees charged participants in e certain activities and for the use of City building s by clubs a~d organizations. rhe desirability of finding some type o.f transportation for wilderness and day-camp programs other than cars tlriven by volunteers and the possibility of obtairiing the use of school busses during the summer months was discussed. Appointments, Human Rights Commission - Mayor Cone announced appointments to fill vacancies on the Human Rights Commission. He said the person he had in mind to fill a fourth vacancy has been out of town so that appointment will be made later at which time respective terms of the four appointments will be determined. Those appointed were: Mrs. E. M. (Flora) Anderson, 2598 Birch Lane; Bob Reynolds, 338 West 20th Avenue; and Edgar W. Brewer, 2405 Pioneer Pike. 2 2. Bids, Public Works, Opened October 5, 1967 - Bids for various improvement projects were submitted with recommended award to the low bidder on each project. Questions were raised about the estimated cost to the City being more than the budgeted amount on reconstruction of sewer on Pearl between 2nd and 5th and on the 6th Avenue storm e sewer between Garfield and Almaden. The City Engineer said the amount budgeted on the 6th Avenue sewer is that amount left after completion of the line from Seneca Road to Garfield, and that money could be diverted from other projects not awarded to com- plete the line. On the Pearl Street sewer reconstruction, he said the line was ex- tended from that originally planned to accommodate the new Evergreen Union Retirement Home building, and the Evergreen Union Retirement Home people have agreed to pay half the estimated cost of the project. Councilman McNutt questioned Fryback Construction's I ability to handle the projects on which they were low bidder and was told no problems are anticipated. In discussing Fryback, it was reported portions of the 18th Avenue project are ready for curbs and some forming is being done now. Mr. Lassen moved seconded by Mr. McNutt to award contracts to the low bidders on each of the projects. Motion carried. Mrs. Lauris moved seconded by Mr. McNutt to receive and file Items 1 and 2 of the Committee report. Motion carried. 3 3. Ordinance, Amending Fire Prevention Code - The City Attorney explained that in adopt- ing the Fire Prevention Code ,in 1966 the section prohibiting private burning without a City permit was inadvertently omitted. An ordinance was proposed which would re- place the requirement in the Code. Dr: 'Purdy moved seconded by Mrs; 'Hayward to adopt the amendment. Motion carried. 4 4. Ordinance , Report Scrap ~ ,Metal Purchases ~ An. ordinance was proposed: which would requ ire dealers purchasing certain types .of scrap metal to report. such transactions, to the Police Department. Experience with thefts of these metals has prompted the proposed ordinance. . The Police Department reports the junk dealers are in general agreement with the ordinance. I 5 5. Vacation 26th east of Portland and alley dedication, Rubenstein - Vacation ~f this stub street running east from Portland was initiated some time ago by Harry Rubenstein. A proposal was presented to dedicate 12 feet of right-of-way.to extend the present alley, which deadends on 26th, to Willamette Street. Mr. Rubenstein offered to pay the difference in value of the dedicated land and the vacated land. He agreed with the City to abide by a'methodof establishing the land ~alue suggested by George Blink- horn, an independent appraiser, and using that as a basis has offered the City e $5,114.92 plus dedication of right-of-way for the alley extension in exchange'for vacation of 26th from Portland east. The City Manager said he felt the value should be $6500. Council members discussed at length land values ,and zoning in the area and width of alley to be dedicated. The discussion turned to possibility of installation of diagonal barricades in well-lighted intersections to force use of protected streets.
