COUNCIL RESOLUTION NO. 4835 A RESOLUTION ADOPTING THE NATIONAL iNCIDENT MANAGEMENT SYSTEM (N~MS) AS THE STANDARD FOR iNCIDENT MANAGEMENT ~N THE C~TY OF PASSED: 8:0 REJECTED: OPPOSED: ABSENT: CONSIDERED: May 9, :2005 RESOLUTION NO, 4835 A RESOLUTION ADOPTING THE NATIONAL ~NC~DENT MANAGEMENT SYSTEM {N~JS) AS THE STANDARD FOR ~NC~DENT ~ANAGE~ENT IN THE CI~Y OF EUGENE, The City Counci~ of the City of Eugene finds that: A, The President in HomeJand Security Directive (HSPD)-5, directed ~he SecretaW of the Depa~ment of ~,omel~d Security to develop a~d administer a National Incident Management System (NIMS) which ~Ould provide a consistent nationwide approach for ¢~deral, S~ate' an8 local governments t~ work together mo~e effectively a~ efficiently to prepare fo~, prevent, r~pond to, and recover f~m domestic incident~, regardless of cause, s~ze or c~mplexity. B. HSPD-5 requires local governments to make adoption of the NIMS a condition for Federal preparedness assistance beginning in fiscal year 2005. C. To facilitate the most efficient and effective incident management, it is critical that the City of Eugene utilize standardized terminology, organizational structures, interopera~le com~n~cat~ons, consolidated action plans; ~nifie8 command structures, uniform personnel qualification standards, uniform standards for planning, training and exercising, c°mpre~ensive resource management, and designated incident faciliti~ during emergencies or disasters D. The Incident Command System components of NIMS are already an integral pa~ of the various incident management activities throughout the City of Eugene, ~nclud~ng the Emergency Management Plan and emergency management trai~ing programs. E, NIMS is consistent with the Emergency I~ted~ Succession provisions of Sections 2.1015 t© 2.1050 of the Eugene Code, 1971 (EC), and the provisions of the Emergency Code contained n EC S~tion 2.1055. NOW, THEREFORE, BE IT RESOLVED BY THE CiTY COUNCIL OF THE C~TY OF EUGENE, a ~uniciPal Corporation of the State of Oregon, as follows: Section 1. Based on the above findings, which are hereby ad.ted, the City of Eugen stab~ishes the National incident Management System (N~MS) as the c~t~ standard f~r inc dent management. Section~ 2.
