Anderson, .andto the new council members, Wickes Beal and Ivan Grihskov, by the City Recorder, and they. assumed their offices. Also given the oath of office were Eggel1-~Water .00..'E;1~ctr'ic. _ _ _ .., Board members Richard Olson and Ehrman Giustina. Councilman-elect Fred Mohr was. , absent. ... . The gavel was turned over to Mayor Ahderson who presented, his message with regard to goals .and ambitions for Eugene in the coming years. 2 Council President president. Mr. McDonald nominated 'Councilwoman> Hayward for position. of Council , " .1 Mr. Te.ague moved seconded by Mr. Gribskov that the nominati0ns be closed and a un:ani."m0us ballot ca:st for Mrs. Hayward electing her Council president. Motion carried unanimously. 3 Appointment, Lane Regional Air Pollution Authority- Dr. Purdy.nominated C0i.mc,ilman Teague as the City's representative to the. Lane, Regional Air :P011ution Author'ity.;_ . Mrs. Hayward moved seconded by Mr. Wingard that the nominations he closed and a unanimous ballot cast electing Mr. Teague as the City's representative. :Mo.tion'carr,iedunanimously. Jac0bson & Associates were distributed to Council members recorrnnending award of contract to the low bidder on the following basis: , . Base~~Bid $ 1,863,000 700 4,000 3,000 - 12, 000 8,900 $ 1,849,800 Add Intercom System Add Landscaping Add Irrigation Alternate Bid Air Distribution Omit Tectum Ceiling Proposed changes in mechanical and electrical work, listed in the letter from Jacobson, would reduce the contract amount to $1,686,437. Other contract changes, if incorporated, would result in a total contract amount of $1,724,600. It was recommended that the contract be awarded to S~ F. Wilson Construction Company on their basic bid price, including outlined additions and deductions, of $1,849,800; that the consulting engineer be authorized to prepare the change order covering mechanical and electrical work reducing the contract amount by $16},363; and that the consulting engineer be authorized to negotiate at the proper time other .contract changes with regard to elevators, street right-of-way work, and waterproof first-deck membrane (all of which is outlined in a letter dated January 6, 1969 from N. G. Jacobson and Associates). The City Manager explained some of the structural changes resulting in renegotiated lease on corrnnercial space with Nils Hult, previously approved by the Council. Co~cilman Teague asked if extra costs are anticipated. The Manager said foundation work would involve the largest contingency, but none'.is anticipated. He said assessments were made on the best possible estimate, any corrections to be made upon completion of the project. He said property owners in the assessment district are aware of this and a recent survey indicates a willingness to accept a 15% increase. Mr. Henry Steinhardt of Jacobson & Associates, said soil tests do not indicate problems necessitating additional finances, but that such contingencies cannot be known until construction begins. Mr. Wilson, contractor, said that even if there was a 50% overrun on the foundation costs should soil problems be encountered, it would amount to only about $25,000.00. 5 Mrs. Hayward moved seconded by Mr. Wingard to award the contract to S. F. Wilson Construction Company as recorrnnended. Rollcall vote. All councilmen present voting aye, motion carried. 1967-68 Audit - Copies of the annual audit were distributed to Council members.
