I Adjourned meeting of the Common Council of the city of Eugene, Oregon was called to order 'by his
I Honor Mayor Lester E. Anderson at 7:30 p.m. on June 23, 1969 in the Council Chamber. Councilmen
present were: Mrs. Hayward, Dr. Purdy, Mr. McDonald, Mrs. Bea1 and -Mr. Gribskov.

'j b. Rose Show - Dr. Purdy commended the Parks Department for work on the Rose Garden. The '
I rose show this weekend was a treat for those who attended. i
c. Traffic' Problem, University District - Mrs. Bea1 'distributed copies ~of a letter from Ii
Mrs. lone Pierron, calling attention to the traffic situation occurring in the section i
I west of the University and east of Wi11amette. She was particularly concerned about ii
I blind corners caused by landscaping too near to rights-of-way. Ii
I Director of Public Works said Planning Commission had recommended that this area,be Ii
I used for installation of traffic diverters. This might ease the problem, but would :i
necessitate, designating another street as an a:rter:i:al. Regarding landscaping, the ;',
City at the present time asks property owners informally to remove offending shrubbery, ,
I but has not exercised its right to remove it forcibly. .

on the agenda next week. Mrs. Hayward felt it was too early to discuss change of fee,

2. Review of City Council Appeals P~ocedure - Manager distributed a memo outlining suggestions i

made at a staff meeting concerning Mr. Moh~'s suggested procedure.
Mr. Mohr said he had discussed this matter with Dr. Purdy, and had concluded that' this II
recommended procedure should be used only in cases of appeals to zoning matters, Council
policy or appeals to other ordinances already passed by the Council. It should be, pri- II
mari1y, an appeal procedure. Assessment hearings wot,11d be conducted in ,the same manner as
now, with citizens appearing to protest orally. ,I

There was a-cdiscussion about assessment appeals, and waiver of right to appeal when signing Ii e
bonding application. Ii
Dr. Purdy suggested that Mr. Mohr work with the City Manager for a six month period to II
conduct a study and maRe a recommendation to the Council. No action taken. I,
There was Council discussion of the City Charter, and the need for early review and revision.li I

3. Transfer ,of Funds, General Fund to Airport Fund - Authorization is requested to make a fund II
transfer from the general fund to the airport fund to cover expenditures necessary for
emergency runway repair. This should be done before the end of the fiscal year to e1im- Ii
inate over-expenditures in the airport fund. The exact amount has not been determined, I'

since some money will be received from outside sources. Council will be informed of the I

actual amount at a later date. I

8. Kendall Ford, Amicus Curiae Brief - In a memo the City Attorney said the Judge had
denied application of the City to file a Brief Amicus Curiae. The City Attorney explained
that the Judge ~~lt the city case had been presented adequately by-witnes~es, and filing
of this brief was unnecessary.
Mrs. Hayw.ard mov~d seconded by Mr. McDonald to receive and file Item 8 of the Committee report.

e a. Declaration, Charles Johnson - Mrs. Hayward moved seconded by Dr. Purdy that the
following declaration in memory of Charles Johnson be approved by the Council:
DECIARATION IN MEMORY OF CHARLES JOHNSON
The tragic death of acting University of Oregon President Charles Johnson leaves a I
significant void in our community. 'l
His deep commitment to the administration of his office resulted from the personal I
I oonviction that his role was to enable each member of the University community to learn ,
I and grow.
It is evident that this should be the function of every commun~~y.
Mr. Johnson's efforts to preserve and enhance the University's goals resulted in a year
of reasonable calm. He was aided by those students and others who were inspired to
confidence in his leadership.
We should resist the inclination to regard the University of Oregon as ~ separate
entity within the city of Eugene. The City is the University and the University is
the City. Charles Johnson recognized this fact, and considered his charges as citizens
first....with a responsibility to the community.
We are grateful for his contribution to our civilization, and resolve to keep the prin-
ciples of his commitment as a framework for a better life.
I Mr. MOhr suggested that the declaration be entered into the record, as well as sending a
copy to Mrs. Johnson. The Council agreed.
Mrs. Hayward moved seconded by Mr. McDonald that the Council adopt the declaration in memory of
Charles Johnson. Motion carried.
b. Collective Bargaining, Study Committee - Mayor Anderson recommended appointment of a
I committee for fact finding to consider issues of collective bargain~ng for employes
as follows: Eaton Conant, Assoc. Dir. Inst. of Ind. & Labor Relations, U. 0.; Ken

I The City Manager recommended the election date be set at the regular meeting of June I:

meeting be held June 30 to pass the resolution calling an election. The earliest an Ii
election could be held without a voters pamphl~t wou~d be July 15.

committee. Mayor Anderson recommended that the Budget Committee meet Tuesday, June

J by such a committee. In requesting an ordinance, their intent had been to create a small,
knowledgeable group to make recommendations to the Council.

Dr. Purdy said there should be more than one committee - one such as suggested by Mrs.
Hayward, and another to be appointed by the Council to disburse funds for ~he auditorium.
Mrs. Hayward said such a committee could be discussed at a joint meeting of the Council
and auditorium association.
A vote was taken on the motion. Motion carried with Dr. Purdy opposed.
Mrs. Hayward moved seconded by Mr. Gribskov that the Council appropriate $54,000 from the
transient room tax fund for the Lane County Auditorium Association. Motion carried.
Discussion ensued of whether the Council should allocate money before formation of a
corrnnittee. Since time is short, and there is unanimous support of this allocation, Council
felt it should be formalized now.

Mrs. Hayward move9 seconded by Mr. McDonald to appropriate $54,000 from the Transient Room Tax Fund
for the, Lane County Auditorium Association.
Mr. Lee Bishop of Lane County Auditorium Association requested passage of the proposed measure so
I that planning for the auditorium can be undertaken in the immediate future.
Mr. David Finch was concerned about this tax money, and did not think such a large percentage should
II be allocated at this time for the auditorium. He felt the committee should have the entire amount to
a 110ca te. Councilwoman Hayward explained that final decisions about these fu~ds will be made by the
Council. The Corrnnittee will make only recommendations. Since there is unanimous agreement that the
Auditorium Association should have these funds, the Council thinks it is reasonable to allocate it
at this time.
j There was Council discussion about the meaning of the word cultural, and it was felt the intent of
I 'the Council when submitting the baf10t was that this money was to go for a new auditorium, and the
I advancement of tourism. Mr. McDonald wanted it made clear that this money would only be allocated
as it was received from the 3% tax, and would not be advanced from other funds. "Rollcall vote. All

I The City Manager said a number of proposals had been submitted in written form. Many of these were

I distributed to the Council. Those received since Council distribution include: Maude I. Kerns
Art Center with a request for support of the Art Center and iti educational program, and to increase
administrative services. Mr. Wm. J: Ware, Half-Way House Corrnnittee Chairman requesting help for
establishment of another half-way house for mentally disturbed adults.
At this point Councilman Mohr entered and took his chair.
A resolution was read from the Eugene Chamber of Corrnnerce proposing appointment by the Mayor of a
I Transient Room Tax Committee to consist of five memQer~" including a member of Lane County Auditor-
I' ium Association, Eugene Area Chamber of Commerce, a motel operator and two members at large.

Mrs. Richard Miller, Vice Chairman of Child Care, Inc. endorsed the suggestion of the League of
e Women Voters, and expiatned the program and needs of the child care center Her request was for
$5,000 a yeac
Mrs. Ruth Straton suggested consideration be given to an outdoor educational program and that it be
placed in a low inc0me neighborhood.
Bill Theiss, YMCA, out'l'ined experimental program they are engaged in, and said it follows lines
I supported by the League 'of Women Voters.
Charlotte Ruiz of the Drug Study Committee of the Corrnnunity Mental Health Center requested that
! money be allocated for activities for young people.
I Mr. Jay West, 1975 Tigertai1 Road, Youth Coordinator for Covenant Presbyterian Church, Mr. Willie
I Mims, Lane Human Resourees and ~. Pete Whitney, 1744 Ferry spoke in favor-of the proposal of the
I League of Women Voters.
I I Mr. W. W. Wooten spoke for Lane County Free School, and requested allocation of funds to assist
their organization.
Mayor Anderson said the corrnnittee will consider proposals; and tgat many projects Gannot be done by
government a10n~, but that government cannot shirk its responsibilities. He hoped that the
responsibility of the city could be established through corrnnunication, and that some solution could
be found to social problems.

The staff feels the most conservative thing to do would be to tie the entire Coburg II
R6ad assessment to the Safeway property, but this may not be desirable, as far as devel- 11

State Finance to sell that portion to Safeway and that assessments be charged against II
that portion by contractual agreement, and that a clause be included in the agreement that!
they are obligated to clean the remaining portion of the property. If cleaning is not Ii
done, it will be done by the City at State Finance expense, subject to P.U.D. procedure. II e

assessed to the Safeway property. Dr. Purdy said his intent was that the staff would I

l. Planning Commission Report
Willakenzie Interim Land Use Plan, Amendment - Planning Commission recommended approval
of a modification to the Willakenzie Interim Land Use plan to allow low-density multiple
I family housing along four lane or proposed four lane arterials to buffer said arterial from
low-density single family areas. A bonus density of 10% would be allowed if the development
is under Planned Unit Development regulations and procedures.
I Mrs. Hayward moved seconded by Mr. McDonald that the Council approve the recommendation of the

e Planning Commission in relation to modification of the Willakenzie Interim Land Use Plan.
Councilman Purdy asked if this would.include Cal Young Road in its entirety. It was indicated
in the E-SATS study that Cal Young would eventually be four lane, so this type development
would be included.
Vote taken on motion. Motion carried.

2. Application for Federal Assistance, Alfred's Plat - A summary of the application for a
neighborhood development in "Alfred's Plat" was distributed to Council members previously.
If the application is approved, the Eugene Renewal Agency would be permitted to redevelop
by purchase of substandard buildings and their removal and the resale of lots; relocation
of some residents to standard structures in another area;uand rehabilitation of some struc-
tures, with the hope that eventually this area could be brought to more desirable standards
for residential purposes. The staff has been assisted in preparing this proposal by
Mitchell and McArthur, Landscape Architects. Mr. Hoole,- Planner, and Mr. O'Kane of the
Architects firm, went to the HUD office and were told it would be to the City's advantage
to get the application in as soon as possible.
There was some discussion concerning sewer credits, and how long they would remain in
force. Staff recommended submission of application be approved, as credits would be good
for three years after approval.
Mrs. Hayward moved seconded by Mr. McDonald that the City apply for federal assistan~e
for a neighborhood development program in the Alfred Plat area of the city of Eugene.

I 3. Traffic Items
j a. East Park Closure - It has been requested that East Park Avenue be closed beginning
at noon July 7th through 10:00 p.m. July 8th, the weekend of the Emerald Empire Round
, Up. Staff recommends approval of this request.
I b. Loading Zone, 8th and Willamette - This is a request to eliminate a taxi zone and
install in its place a 24 minute loading zone.
c. Crest Drive, Wi11amette to west City limit - The E-SATS master plan requires that
Crest Drive be a through street from Wi11amette to the west city limit.
I d. Substitute "stop" for "y~eld" sign at 43rd and Donald. Yield signs do not provide
- enough protection at the intersection.
e. 40' curb cut at 2022 Jefferson - property a1readyl:deve10ped has a wider~driveway. Staff
recommends approval.
f. Restriction of parking south side of 7th from Chambers - This request now has State
Highway Department conc~rrence.
g. TOPICS Program - Map of Type II System - This is a new program under federal planning
I illor highways being administered by State Highway Department to assist urban areas with
I improvement of capacity of existing streets. Funds will be available in the amount of
$220,000 for an investment of $40,000 by the City. One of the requirements for
eligibility is establishment of Type II Urban Arterial System, which requires approval
of State Highway Department. Traffic Engineer showed a map of proposed arterials, and
explained to Council the requirements for approval. No action taken.
