Adjourned me~ting of the Common Council of the city of Eugene, Oregon - adjourned from the meetings
held June 23, 1969 and June 9, 1969 - was called to order by His Honor Lester E. Anderson at 7:30
p.m. on June 30, 1969 in the Council Chamber with the following councilmen present: Mrs. Hayward,
Dr. Purdy, Mr. Wingard, Mrs. Beal, Messrs. Gribskov and Mohr. Mr. Teague arrived at 7:45 and Mr.
McDonald at 7:55.
Mrs. Hayward appointed Mr. Wingard, Mrs. Beal and Mr. Gribskov as a committee to make recommendations
to the Council regarding appointment of a municipal judge.
ORDINANCES
Council Bill 8914 - Adopting city budget for fiscal year beginning July 1, 1969 and ending
June 30, 1970 was submitted and read in full.

Mrs. Hayward moved seconded by Dr. Purdy that the bill be read the second time by council bill
number only, with unanimous consent of the Council. Motion carried unanimously and the bill was read
the second time by council bill number only.

time by council bill number only with unanimous consent of the Council. Motion carried unanimously
and the bill was read the third time by council bill number only.
Mrs. Hayward moved seconded by Dr. Purdy that the bill be approved and given final passage. Roll-
call vote. All councilmen present voting aye, the bill was declared passed and numbered 15746.
Council Bill No. 8932 - Transferring unexpended budgeted funds from 1968-69 budget to 1969-70
budget and appropriations and declaring an emergency was submitted 1lUd read in full.
Mrs. Hayward moved seconded by Dr. Purdy that the bill be read the second time by council bill
number only with unanimous consent ot the Council. Motion carried unanimously ancl the bill was read
the second time by council bill number only.

Council Bill No. 8933 - Calling special election July 15, 1969 to submit measure authorizing
excess in tax revenues to that now authorized and declaring an emergency, was submitted and read in fuli.

Council Bill No. 8934 - Amending Ordinance No. 15695 adopted May 26, 1969 levying a 3% transient
room tax; and declaring an emergency was submitted and read in full.
Mr. Otto Vonderheit, attorney for Hotel-Motel Owners Assoc. felt things were moving too fast, and
that registration requirements of the ordinance had not been complied with. He also felt~the committee
had not had time to adequately review forms. Mr. Vonderheit said the University had not agreed to
comply with this ordinance, and that time was needed to work out these problems. He suggested August
1 for initiation of the tax.
In answer to Councilman Wingard's question, Manager said forms had been mailed to operators on Friday,
June 27, 1969.
I I Mr. Paul Lansdowne commented that those operators using NCR machines would have difficulty, as they
I would have to be remodeilied to indicate the tax column, and this would require 30 to 45 days. City
II Manager said if tax not initiated until August 1, between eight and nine thousand dollars would be lost.
In answer to Councilman Purdy, the City Attorney said mechanics had been set up for initiation of tax
ailection July 1, and there would be no problems; as far as city staff is concerned.
Dr. Purdy, Mr. McDonald and Mayor Anderson were concerned about registration, and asked if the tax
e I could be collected July 1, even though an operator did not register until July ~5. C~ty ~ttorney

comply;' City Attorney said this matter would have to be settled in Court.
II Manager said notification had already been given of initation of tax collection, and that any change
