AMENDMENT OF PLAT CHECKING FEES; RATIFICATION OF
UNAMENDED FEES; AND REPEAL OF ADMINISTRATIVE ORDER NO,
58-01-16.E
The City Manager of the City of Eugene finds as follows:
A. Section 2.020 and provisions of Chapter 9 of the Eugene, Code, 1971
authorize the City Manager to determine and set fees and charges to be imposed bythe City
for services, goods, use of municipal property, and licenses and permits.
B, Following the procedures set forth therein, on February 3, 2005
Administrative Order No. 58-05-01 was issued notifying the Mayor and City Councilors that
I intended to amend the plat checking fees previously established by Administrative Order
No. 58-01-16-F to increase fees and to establish the fees on an escalated basis through fiscal
year 2008, as set forth in Exhibit A thereto, to become effective March 1, 2005.
C, Notice was also posted at two locations at City Hall on February 8, 2005,
published in the Register Guard, a newspaper of general circulation within the City on
February 8, 2005, and was available for inspection by interested persons at the offices of the
Planning & Development Department, Planning Division, 99 West l0th Avenue, Eugene,
Oregon, during normal business hours (1:00 p.m. to 5:00 p.m., Monday through Friday,
exclusive of holidays), and at the City Manager's Office, 777 Pearl Street, Eugene, Oregon,
97401, during normal business hours (8:00 a.m. to 5:00 p.m,, Monday through Friday,
exclusive of holidays). The Notice provided that written comments would be received
thereon for a period of15 days from the date of posting and publication. No comments were
received within the time and manner required by the Notice. During the comment period
staff noted an error in the final partition fee proposed for 11/06 which read $2,316.00 and
should have been $1,316.00. That has been corrected in the attached Exhibit A.
D. Based on the abo.ve findings, andthe findingsinAdministrative OrderNo. 58-
05-01, I find that the plat checking fees should be amended as proposed. In determining the
fees set forth in Exhibit A hereto, I have considered the applicable policies, enactments and
directives of the City Council, the recommendations contained in the 2003 gucker Report,
the recommendations of staff, the mount charged for these services by the City in the past,
the full costs of providing the services supported by the fees, the amounts charged by other
comparable providers, and the revenue needs of the City as determined bythe adopted City
budget.

On the basis of these findings, I order that:
1, The fees set forth in Exhibit A hereto are the fees to be charged for the
services therein as of 12:01 a,m, on March 1, 2005,
2, Theunamended fees establishedbyAdministrative OrderNo, 58.01.16.F and
set forth in Exhibit A hereto are ratified, and Administrative Order No, 58-01-16-F is
repealed as of midnight on February 28, 2005,
