Special meeting of the CommonC6unci1 of the city of Eugene, Oregon - called by His Honor Lester E~
Anderson - to take action to consider Grasslands Conference meeting to be held in Eugene in 1971 -
was called to order on September 24, 1969 at 12:00 noon in the City Manager's Conference Room by
Mayor Anderson. Counci1nien' present, were Mrs. Hayward, Messrs. Purdy, McDonatd; Teague, Mrs. Bea 1,
Messrs., Gribskov and, Mohr; Cfty Manage'r and staff. Councilman Wingard was absent'.
, Mayor Anderson' exp1ain~d tha't the Grasslands Conference wanted- to use 123 acres of city-
owned property adjacent to the airport for demonstration purposes in the Grasslands ~onference
of 1971, and that they,wanted to clear this landfor seeding, possibly by burning.
The Mayor felt that the City had made a commitment to them some time ago, before the
Council had passed the motion which, prohibited burning on city-owned property at the
airport. He felt the'City should honor this commitment. e
. , Councilmen Hayward and Mohr agreed,
Councilmen Purdy and McDonald' favored this approach.
but suggested permission indicate0the City's strong interest in the Conference finding some
other way than open burning to clear the property. There was some discussion of the City
participating, with the conference in whatever way seemed appropriate to clear the property
in an educational and experimental way.

Mayor Anderson explained that Council action was necessary by today to give the conference
management some guidelines. ,
I Dr. Purdy moved seconded by Mrs. Hayward that the city of Eugene honor its commitment made
for use of the airport property for Grasslands 1971, and allow burning on the property
within limitations imposed by the Department of Environmental Quality. Motion carried.
The City Council recommended thaf the burning be accomplished to demonstrate the most
modern, efficient method, with the least possible air pollution.
The city of Eugene will cooperate, within limits, to allow preparation of the property' for
conference purposes to enhance the educational and experimental value of the conference.
Upon motion duly made, seconded and carried, the meeting adjourned to October 13, 1969.
