Mrs. Betty Niv~n, :Planning Commission member, s'aid the Housing E?Cpediter had determined
that' the -Lutheran Layman' s .~eqgu~ submitted a proposal for, a rent ~up'plement" 'project
to, the D~part:'ment of Housing. and 'Urban Development\, and that they had' received what
they termed an or.al commitment from FHA for their 'project. Mrs. Niven said she had
subsequently been informed that FHA . gives no oral ,commitments. She proposed two changes
in the--Resolution to assure' developers th,at their./requests would not be j eopard~z,ed
by the Joint Housing C01l).mittee resolution. She proposed that the 400 units requested
be changed- to 300 units, and if the private housing ,did not materialize, ~ subsequent
proposal could be submitted for an additional 100 units.

Council members felt with the extreme shortage of low income housing, that the
Resolution should still be submitted for 400 units. Mrs. Niven read a letter from

HUD explaining that there was a possibility that the Joint Housing Resolution could
affect a request from the private sector, and the Joint Houslling Committee felt they
should not in any way compete wEh the private sector.

The City manager distributed a letter from Breeden Bros. pertaining to construction
of low rent housing by the private sector.
This matter will be discussed further at the regular meeting.

explained that the situation will be reviewed July 1, and the Committee will report back to the
Council regarding the next years goal.
Hrs. Niven outlined the history of housing' for low income families, and ,formation of the Joint Housingl:
Committee. In a report submitted July, 1968, the Committee outlined needs which were adopted by the
Council as a resolution. She said the most impartial advice suggepted the Turnkey acquisition pro-
gram to augment the leased housing program now in effect in the City, since HUD i's' presently looking
on the Turnkey program favorably.. She commented on the effect this type housing would have on the
tax rolls, its cost to residents of the City, and" the inability of th,e,public or private sectors
to meet the housing needs. Hrs. Niven felt, however, because of the present Federal policies in
this area, that it would be reasonable at this time to ask for 300 units, rather than the 400
previously suggested.

Hrs. Bob Peters, Central Lane County League of Women 'Voters, read a statement suppprting the Joint
Housing Committee request, and supporting private and government involvement to meet the housing
crisis.
Teri White, Director of Housing Programs for Lane Human Resources, offered :support, and explained
the plight of many families seeking pelp from that organiz~tion:
Hr. Ron Schmaedick, representative 'of Eugene Area Chamber of Commerce, asked to explain their
position 'and that of the Eugene-Springfield Home Builders Association and the Eugene Realty Board,
who have discussed this matter and are on record as opposing it. Their basic opposition is the
issue of taxation. Hr. Schmaedick also'questioned that the need had been adequately established.
He felt the Planning Commission had discouraged private developers by refusing to rezone land for
such housing. He indicated that there is surplus low cost housiNg in the area, stating that Ya-Po-ah
Terrace has ten units of rent supplement housing avail~ble.

Hr. Jame~ Sheppard, President, Eugene Board of Real t~rs, explained:' a' letter, to the Register Guard,
and suggested that people should maintain a certain degree of independence.' He also objected to
Turnkey housing not beimg on the tax rolls.
Mr. Robert Suess, builder, felt this housitg would be too costly to build, and consequently would
not serve its intended purpose.
Hr. Ray Wiley, Vice" President, Breeden Bros., argued that the Joint HousihgCommittee estimate of
growth was entirely too high, and that low-rent housing is available in Eugene. He' stated that
there are,ten vacancies in Westmoreland University Housing.
In answer to Councilman Williams question, Hrs. Niven 'said the Council last summer requested Lane
County Housing Authority to apply for 100 additional units of leased housing. The request was
tabled, because of a low vacancy ratio and unfulfilled commitments for the other 600 units. Since
developers are having trouble getting financing, or interest rates are too high, the lease prices
exceed those authorized.

Hr. Suess said he had informed the Housing Authority he had three vacancies, but he had'not heard
from them. He explained that 4 and 5 bedroom houses lease at too low rents to be profitable to the
developer.

Hrs. Robin Cushmari~ Housing Expediter, outlined present needs, and explained that they could increase
considerably in the next six months.
There was further council discussion and questions of those in favor and opposed.
Dr. Purdy suggested that',the Council could go ahead/with 200 Turnkey units ,and determine in six
months what the need was; Hrs. Niven explained that the application for 100 units of leased
housing had never been withdrawn from the Housing Authority. She explairied that in talking to FHA
about the Lutheran request she had been told the applicant would receive only fifty units. She
asked that ,the City 'Council witte to the Regional 'Office when it sends a copy of the Resolution
which has, an explan'~~ion o'f ~he reductio~, and make it very clear that they should' give preference
to the private sector which will make units available for the same income group.

After further discussion, Dr. Purdy seconded by Hr. Williams, amended the previous.~otion to approve
200 Turnkey units and approve another 100 rent subsidy units and ask that the Council form a
.commLt.t~e to meet with the Housing Authority, Joint Housing Committee and Home Builders and report
back in six months on additional units that may be needed.
Councilman Gribskov asked for clarification whether the rent subsidy units would be those on file
with the H . or an additional 100 units.

Dr. Purdy asked that the Authority activate the present request. Mrs. Niven pointed out that the
Joint Housing Committee is composed of representatives frmm the Council, Planning Commission, Home
Builders and Housing Authority. Dr. Purdy said he would like a Council committee to investigate
the conflicting statements and report to the Council.

Mr. Mohr asked to divide the motion, whcih was agreed to by Dr. purdy. This would amend the main
motion to reduce the number of Turnkey units to 200 and actlvate the 100 unit request on file at
Lane County Housing Authority.
Mr. George Keating asked to comment on the unfulfill~d leased housing request. One pur~ose of
leased housing was to create scatteration of low income people. This makes leased housing more
expensive to build, since it cannot be multiple. Mrs. Niven explained that it was not the intent
of the Joint Housing Committee that the entire 300 units of Turnkey be built on one site. The intent
would not be mo~e than 24 units on one site. Economically, it could not be held to single-family.
Mayor Anderson commented that the Joint Housing Committee resolution set forth goals, not only more
units for more people, but better housing for more people, particularly those on the low end of the'
economic scale. The people of Eugene have certain responsibilities to people less fortunate. Mayor
Anderson felt the contribution of the private sector had been tremendous, and that Mr. Schmaedick's
work in particular had been outstanding.

The City Manager asked for an explanation of intent regarding the request for 100 leased housing
units still on file at the Housing Authority. Mrs. Beal seconded by Dr. Purdy moved to instruct
the staff to investigate the possibility of reactivating the application now on file with the
Housing Authority. Motion carried.
A short break was taken.
c. Resolution Supporting Governor McCall + In view of the Council's expressed concern
with its environment, Mrs. Hayward moved seconded by Mrs. Beal that the Council
resolve to support Governor McCall in his efforts to keep nerve gas from coming to
the State of Oregon.
Mr. McDonald felt this tied in with Community Goals, and that the Governor should be
supported in this effort. Mr. Mohr agreed, and said he felt the federal government
had fallen behind the states in setting standards for environmental quality.
Mr. Williams suggested that the resolution be enlarged to express concern by saying
the Council opposes society's use of this kind of weapon.

Mr. Williams moved seconded by Dr. Purdy ~hat the Council amend the motion to state
that the Council feels under any circumstances nerve gas should be destroyed, and
that the Council opposes the use, production and storage of this kind of instru-
ment of war by this society.

Mayor Anderson read a letter he had addressed December 15 to President Nixon supporting the position
taken by Governor McCall regarding use of nerve gas, and storage in the state of Oregon.
d. Notices of Appeal - Councilman Mohr was concerned that citizens were not aware of
their right to appeal, and limit of time in which to appeal in matters of zoning,
conditional use and planned unit development.
After discussion concerning means of notification, Mr;. Mohr moved seconded by Mrs.
Beal that the Council directtthe Planning Commission to make the procedures involving
the right of ' appeal and limits of time for appeal a part of its notification.
Dr. Purdy asked that this notification be made a part of posting notices and
newspaper advertising.
Councilman Teague entered the meeting.

3. Planning Commission Report, January 6, 1970
A. Conditional Use PACT Action for Development - Atajoint meeting of the Council and
Planning Commission the City Attorney advised that this matter should be referred
back to the Planning Commission to give an opportunity for appeal, under provisions
of the ordinance. No action taken.
Since this matter was referred back to the ~lanning Commission, no action was taken at this time.
B. Recommended approval of vacations:
1. 43rd at northwest corner 43rd Avenue and Fox Hollow Road - Planning Commission
recommended approval.
Mr. McDonald moved seconded by Mr. Teague that the Council approve the recommended vacation of
43rd Avenue at the northwest corner 43rd and Fox Hollow Road. Motion carried.
2. Easement,'north of Dogwood, east of Kimberley (Tillman) to permit relocation of
land in a subdivision.
~r. McDonald moved seconded by Mr. Teague that the Council approved the recommended vacation of
easement north of Dogwood, east of Kimberley. Motion carried.
C. Joint Housing Committee Re~ommendation, House Moving- Superintendent of Building
explained amendment of house moving ordinance has been discussed with Joint Housing
Committee, and it was found some requirements were too restrictive. Those relating
to inspection after relocation will be changed to comply only with requirements of
the housing code. Any new construction at the new location would still have to comply
with new construction requirements.
In answer to Dr. Purdy's concerns with compatibility with neighborhood and painting of
exterior, Mr. Mortier said these matters are already covered by amendment to the
ordinance.

Mr. McDonald moved seconded by Mr. Teague to accept the recommendation and bring back an ordinance
indorporating the recommendation. Motion carried.
4. Propo~ed Park Site - Mr. Paul R. Lafferty, 766 Crest Drive, has proposed to donate approx-
imately two acres of land to the City for future park site. Sewer assessments estimated
at $8,626 will have to be budgeted from the Parks Department in the .1970-71 budget.
Staff recommends approval of the dedication.
Mrs. Hayward moved seconded by Mr. Gribskov to accept this dedication with gratifude,
and provide for assessments from the 1970-71 ?udget.
After discussion, it was determined this matter should be referred to the Planning Commissio~

the Planning Commission for recommendation.

City Manager said Les Wilson, right of way agent for the City, should receive credit
for working out this dedication with the Lafferty's.;
Mr. McDonald moved seconded by Mr. Teague to refer this matter to the Planning Commission. Motion car~ied.
5. Atlantic Richfield Company - Because of change of aame, Atlantic Richfield has proposed
an advertising campaign which would violate the sign code of the-city of Eugene. Any
ordinance change would require Planning Commission approval. Staff suggested tgat the
Council cannot allow violations to the Ordinance, and to amend the ordinance for this
purpose would set a dangerous precedent.
After Council dis~ussion it was determined that under no circumstances could the Council
consider this kind of proposaL The matter was not heard.

6. Firefighters Correspondence -:". . Firldighters r~<iuest six shifts in lieu~ of_hol!r<!a~s -: r~.j:her
than the four now received. Their request ,'is based on -city -policy to pay time aIld- one
half for holidays worked. It is the administration position that shift personnel condi-
tions of employment do not allow holidays as they normally fall for other personnel.
Mr. Frank Jackson said the Council had' established a p'olicy of paying time and one half
in addition to straight pay for holidays worked, and requested that firemen be granted
six shifts in lieu of money.
Mr. Pat Flynn explained reasons for the firemens position and number and hours of shifts
worked by firemen. He said the firemen a~e asking an additional two shifts for time
worked.
Personnel Director explained that this is a change in approach of philosophy of holidays
in the Fire Department. No recommendations had been made previously because shifts off
have not previously been considered as holidays. He explained that the City does not
recognize Saturday holidays, and for this reason, the average holidays per year for
regular employes; will be nine, rather than the ten referred to by firemen.
There was further discussion of policy relating to shift personnel. It was again pointed
out that holidays which fall on Saturdays are not considered paid holidays, and that
time and one half is not paid for those days.

No action taken on this matter. Manager explained that if the Council wishes to change
the policy, action will be required; otherwise, the staff will interpret that the
'Council wishes no change made.
Mr. Frank Jackson read a letter addressed to the Council and requested a ruling on whether or not
the firefighters would be considered in a ruling to pay time and a half for holidays worked.

After discussion concerning payment for overtime worked, and whether this pertained to firefighters,
Mr. Mohr moved seconded by Mrs. Hayward that the City Council form a subcommittee to give a report
on the matter of overtime pay for firemen and report to the City Council at a committee meeting
within two weeks. Motion carried.
The Mayor will appoint a committee.
Items not previously heard:
1. Initiative Petition, Charter Amendment Authorizing Veueran's Memorial Monument
Mr. McDonald moved seconded by M~. Teague to place a request for charter amendment on the state
primary election ballot May 26, 1970.
Mayor Anderson said the Council should avoid any discussion of this matter, since the matter of the
cross is still in the courts. He suggested the Council take no action and let the petition follow
the normal course of procedure, as outlined by law.

Mr. Williams agreed with the Mayor and Mr. Teague withdrew his second. Motion died for lack of
a second.

pumper fire truck and the low bid was for a Mack fire truck. The supplier has been notified
of impending price increases and has indicated in his bid his willingness to provide two
trucks at the same price, one to be delivered early in 1971, to be billed after .fiscal year
1971-72 starts. This would give an opportunity to budget for a truck in that year. As muc~
as $4,000 could be saved by buying two on the same bid. If budgeting proves impossible for
the second truck, the order could be withdrawn.
Mr. McDonald moved seconded by Mr. Teague to authorize purchase of two fire trucks under
conditions outlined by the City Manager.
Councilman Williams asked if the unit to be delivered in 1971 might be .different from one
which could be purchased in 1971. Mr. McKinley said he did not believe fire trucks changed
models every year. He explained that one truck was budgeted for this year, and capital
improvemen~s project provides for another in 1971-72.
Rollcall vote was taken. All councilmen voting aye, the motion passed.
Bids, Building Department Demolition = Manager explained that no award is necessary for Item
1, since the building is being demolished by the owner. Under bids 2, 3, 4, and 5, staff rec-
ommends award to owner for demolishment. Item 6, staff recommends. rebidding in summer, when
the ground is _dry. Bid was high because of trouble reaching the building in wet weather.
Mr. McDonald moved seconded by MR. Teague to accept recommendations for awarding of bids..
Rollcall vote. All councilmen present voting aye, the motion carried.
Bids, Air ConditiNning Public WMrks wing and Planning Office - This years budget provides
for another air conditioning unit for City Hall. The building was originally designed for
