" Special meeting.of the Common Council of the city of Eugene, Oregon was called to order by Council
i ~ President.H.C. McDonald in the absence of Mayor Anderson, at 4:30 p.m. on August 13, 1970 in the
Council Chambers, with the following Councilmen present: Mr. Teague, Mrs. Hayward, Messrs. Gribskov,
I Mohr, Williams and Purdy. Mrs. Beal was absent.

!I owners for a portion of city share of cost, in accordance with current city policy. The job will
" be let by the State of Oregon with most of the cost covered by federal funds through the topics

i program. The public hearing was necessary to give property owners an opportunity to be heard

Ii regarding the proposed assessment. There were two bids on the project, low being $197,561.25

:1 Mr. Teague moved seconded by Mr. Gribskov that the Council concur in the recommendation of the staff,
il as outlined above and that the bid be awarded to Wildish Construction Company.

Ii Mr. Lyle Dunlap, 2785 Roosevelt Boulevard, was concerned with the amount of the assessment, and

II said it had been his understanding the property would not be assessed. He asked whether the cost
II
Ii of the traffic light was included in his assessment. The manner in which the property was assessed
! ~ was explained to Mr. Dunlap, and the fact that nothing but the actual street paving had been
Ii assessed to the property owner.
II There was Council discussion of possible ways to defer assessments for elderly property owners who
"
I II were on pensions. A Mayor's Committee studied this subject, but ran into legal difficulties with
Ii each possible solution. The attorney's office is working on the problem.

II A vote was taken on the motion as stated. Motion carried.
