The 2009 LOC legislative recommendations list narrowed down by the Intergovernmental Relations (IGR) Committee includes: ? Changes to the Property Tax System (LOC item F) ? Increased Regulation on Metal Theft (LOC item K) ? Transportation Funding Package (LOC item S) ? Climate Change Legislation (LOC item E) ? Oregon Wireless Interoperability Network (OWIN) (LOC item L) BACKGROUND For the 2009 Legislative Session, the LOC revamped its policy process. As part of the new process, policy committees were set up to assist in the development of a pro-active legislative agenda. Those committees identified 24 legislative outcomes which span a wide array of issues and are explained on the attached spreadsheet. The LOC has asked each of its 242 member cities to review the legislative outcomes and provide input to the LOC by identifying their top four issues. In adopting a legislative agenda, the LOC will consider the input of cities, along with the recommendations of the policy committees. The final LOC legislative agenda may well encompass all of the policy committee recommendations with the top priorities identified by cities creating a focused set of specific legislative targets. On July 23, 2008, the IGR Committee discussed the LOC’s policy committees’ legislative recommendations. The IGR Committee was unanimous in its support of the following recommendations: ? Changes to the Property Tax System (LOC item F) ? Increased Regulation on Metal Theft (LOC item K) ? Transportation Funding Package (LOC item S) However, the committee was split on the following recommendations, with a 2 to 1 vote in support on each: ? Climate Change Legislation (LOC item E) ? Oregon Wireless Interoperability Network (OWIN) (LOC item L) Z:\CMO\2008 Council Agendas\M080811\S080811C.doc RELATED CITY POLICIES Adoption of the 2009 League of Oregon Cities (LOC) legislative recommendations is the making or affirming of the City of Eugene’s policy with respect to State legislative issues or such other matters as may come to the council from the committee. COUNCIL OPTIONS The council may: 1.Adopt the IGR Committee’s five recommendations for the 2009 League of Oregon Cities (LOC) state priorities list, prioritizing the recommendations. Although the LOC has requested each city submit only four recommendations, council could submit five and prioritize the recommendations 1 through 5, and let the LOC determine if it will count the fifth recommendation. 2.Modify the IGR Committee’s five recommendations for the 2009 League of Oregon Cities (LOC) state priorities list by prioritizing the recommendations and submitting only the top four. 3.Modify the IGR Committee’s five recommendations for the 2009 League of Oregon Cities (LOC) state priorities list by selecting new recommendations. CITY MANAGER’S RECOMMENDATION The City Manager recommends Option 1 - Adopt the IGR Committee’s five recommendations for the 2009 League of Oregon Cities (LOC) state priorities list; prioritize the recommendations; and let the LOC determine if it will count the fifth recommendation.
