I. METROPOLITAN AREA GENERAL PLAN MID-PERIOD REVIEW Planning Director Susan Brody said the purpose of the work session was to give councilors an opportunity to review some controversial issues in the Mid- Period Review of the Metro Plan. The council was scheduled to tentatively take action on the changes recommended in the Mid-Period Review during its regular noon session. The changes would be incorporated into an ordinance which would be presented to the council later. If the tentative approval indicates discrepancies with the approvals of the other elected bodies, the MPC will be asked to review the issues. Teresa Bishow of the Planning Department discussed some of the issues in the background material sent to the council. A. Metro Plan Text Amendments Ms. Bishow discussed the procedure for identifying and protecting natural resources presented in a new Policy #36 recommended by the staff for the Environmental Resources Element of the Metro Plan. The suggested policy responded to concerns expressed by the Department of Land Conservation and Development (DLCD). Answering questions from councilors, Ms. Brody said the policy includes reasons for elongating the process if it is necessary. She said the policy does not define what a "significant" natural resource is. Ms. Wooten said the policy should indicate that jurisdictions should rely 011 experts, such as those in the Oregon Department of Fish and Wildlife, to assist in the determination of the significance of a natural resource. Mr. Rutan said a reference to the DLCO definition of "significant" could be inserted in the policy. He preferred inserting a definition of "significance" in the policy. Ms. Bishow said most detenninations of "significance" are done on a case by case basis, and the determination can be appealed. Ms. Brody said the staff will develop administrative guidelines for the detennination of signifi- cance and ask the Metropolitan Policy Committee (MPC) to review the guidelines. B. Metro Plan Diagram Amendments Index No. B-9, CObUrg/count~ Farm Road Commercia1--a proposal to change the designation of a out 5 acres of property from Low Density Residential to Community Commercial. Answering questions from councilors, Ms. Bishow said the council did not take official action on the proposal. The five acres were not included in the Coburg/Crescent Special Area Study. The MPC, the Springfield Planning Commis- sion, and the Eugene Planning Commission recommended approval of the change. The Lane County Planning commission did not recommend approval. The DLCD indicates the change can probably be justified. 1. Mr. Hansen discussed another proposal in which the land area was decreased. He said Wi1dish Company representatives indicated they will ensure that only a corporate office building will be constructed on the site if the designation is approved. Ms. Brody said the counci1's expectation could be expressed through the legislation intent. 2. Index No. B-11, Irving Road Industrial Site--a proposal to change the designation from Light Medium Industrial to Special Light Industrial. Ms. Schue said the MPC did not make a recommendation on the proposal. 3. Index No. B-15, North Gateway Commercial (Cocker1ine)--a proposal to change the designation from Special Light Industrial to commercial use. Ms. Bishow said the Springfield City Council tabled the proposal until MPC takes action on it. Answering questions, Ms. Bishow said the council could also table the pro- posal. Now, the proposal is for 7.6 acres. The Springfield Planning Com- mission supported the proposal. The Springfield council wondered if the change would compromise the Special Light Industrial site. If the Eugene Council tables the proposal, MPC will try to reach a consensus about the pro- posal and that consensus will be referred to the Eugene Council for adoption. Ms. Bishow said the staff did not know a complete goals analysis would be necessary to include only 40 acres in the urban growth boundary when it recommended approval of the proposal. It would be difficult to justify the addition. She said the applicant is aware of the problems. Ms. Brody said the council would have to direct the staff to augment the findings if the proposal is approved. The LCDC could appeal the decision of the local jurisdictions to the Lane Use Board of Appeals. Mr. Hansen said the MPC recommended approval of the proposal. He thought the proposal should be approved because the local jurisdictions recommended it.
