Wolf, Eugene Planning Commission: Robert Bennett, Jim Ellison, Gerry Gaydos, Eleanor Mulder, Hugh Prichard, Randy Thwing Staff Members Present: Cindy Pappas, L-COG; Jim Farrah, City of Eugene Planning Dept.; Susan Brody, Eugene Planning Director; Mike Gleason, Eugene City Manager; Chris Anderson, Eugene Public Works Director; Rob Lilley, City of Springfield Planning Dept.; Roy Burns & Jim Mann, Lane County Planning Dept.; Bill VanVactor, County Counsel; Janey Barnes-Wiederhold, Board Secretary . - Joint Public Hearing regarding the River Road/Santa Clara Urban Facilities Plan (Transportation, Public Facilities &: Services,-_ and Environmental Design Elements), A Refinement Plan to the Eugene-Springfield Metropolitan Area General Plan. The meeting was Called to Order at 7:05 P.M by the Chairperson of each Commission and the City Council. CINDY PAPPAS explained that the purpose of the Hearing was to receive testimony on the three remaining elements of the River Road/Santa Clara Urban Facilities Plan. A copy of the Plan and an errata sheet (memorandum dated 3-4-86), was provided to all present. The three elements to be discussed were the Transportation, Public Facilities & Services and Environmental Design elements. The two elements that had already been adopted were the Land Use and Sanitary Sewer elements. Ms. Pappas stated that they would not be taking action at the hearing but only accepting testimony. Action sessions were scheduled for some of the group present (Board of Commissioners on April 2nd) but had not been set yet for the other three governmental bodies involved. She stated that once each group -1- ~- , ~ ~. ~ has taken action at their sessions, a document would be compiled with the two initial elements to form the Refinement Plan for River Road/Santa Clara (RR/SC) and the background data would be used as a technical document. Ms. Pappas expressed her appreciation for all the hard work performed by the Citizen Advisory Team (CA T) and the Policy Committee, which were established when the Urban Facilities planning process was started 3 years ago, and introduced Gary Wright, Chairperson of CAT. Ms. Pappas stated that the deadline for submitting written testimony for this hearing is March 20th at L-COG, so it can become part of the record for deliberation. COMMISSIONER IVEY opened the hearing for public testimony at 7:10. No one had signed-up to testify so he asked if anyone wished to testify and limited the testimony to 5 minutes. CINDY PAPPAS entered a letter, submitted by Mr. John C. Neely, Jr. into the record as Attachment #1, a copy had previously been distributed to everyone. MR. HAROLD CHAPMAN, 51 Chapman Drive, Eugene, OR, 1st person to testify, submitted a letter for the record (see Attachment #2). Mr. Chapman expressed his Op1DI0n, that the document would protect RRISC residents' Quality of life, but felt that it was important that the document be made easy to read and understand, and clear in intent. He stated his support of all amendments to the draft that resulted from the public hearing held October 29, 1985 and urged everyone to adopt them. He then discussed his letter, submitted Cor the record, which outlined a few more proposed changes to the draCt that he believed would improve the document. MR. ROBERT BODINE, 1622 Olive St., Eugene, OR, and Heceta Beach N. of Florence, thanked everyone for the education they'v,e.. .given him in the process of annexing non-city lands to cities since it would be useful in the fight he will be having, in regards to his property on the coast, with Mr. Wilbur Ternyik. He stated Mr. Ternyik wants to annex him because he wants the income from the Driftwood Destination Resort Motel. GORDON ELLIOTT, 1414 Polk St., Eugene, OR, expressed his opinion about Land Use Planning; he feels it does not allow you to use your land to its best benefit. BOB COLLER, member of the Citizen Advisory Team. He felt two significant things came out of the Urban Facilities Plan process: 1) the Plan document; and 2) the fact that the IS to 20 people who sat on the committee, or in on the meetings, thoroughly understand their community and how it interacts with other governments. He urged them to adopt the Plan document and requested that if there is a part of the document that they have questions about or disagree with, that out of courtesy to the people on the Committee they refer it back to them rather than 'change it at this point in time. COMMISSIONER RUST asked Mr. Coller a Question in regards to Mr, Chapman's testimony. He was wondering if the kind of changes that Mr. -2- ~ ~. Chapman suggested would be the type which Mr. Coller felt the Committee would meet on. Mr. Coller responded that he did not hear Mr. Chapman's testimony but that the CA T only felt it necessary to meet to discuss substantive changes. Cindy Pappas added that many of the issues brought up by Mr. Chapman have already been considered by the CAT and that some staff members have already responded to them in the memo before them, but if there is anything substantive they would take it back to the CAT. There were no more questions or testimony so the Public Hearing was closed by Commissioner hey at 7:25 P.M. and discussion pursued between the City Council aDd Commissions. RUTH BASCOM, commented that she felt Mr. Chapman's points 10 clarifying the Plan Document were helpful and that she appreciated them. COMMISSIONER ROGERS had several questions and comments regarding the Exhibit 'A' of Ordinance PA 912: Comment: Under the heading PUBLIC FACILITIES AND SERVICES ELEMENT, Storm Sewers/Drainage, item number 1. The JCWCD is referred to without spelling it out first. Commissioner Rogers felt that someone may not know that JCWCD is referring to the Junction City Water Control District. ~ Comment: Also under the above heading in item number 3. it states the comprehensive drainage plan for the area shall be developed in cooperation with Lane County and other appropriate agencies. He stated that he didn't know that Lane County was in the drainage business and felt that this statement put too much obligation on Lane County. Commissioner Ivey commented that he didn't feel that we were in that business but that we should be because he receives continous complaints in that area. Commissioner Rogers had the same complaint about item number S, that it too put responsibility on Lane County. Ouestlon: Under the heading PUBLIC FACILITIES AND' SERVICES ELEMENT, Fire, in item number 1. it requ.ir:es that in the event of incorporation, a level of fire and emergency services be provided comparable to the City of Eugene. Commissioner Rogers asked, if the city forms, can they not form their own Charter, or will they be bound by this document? Jim Farrah, in answering, stated, "the Boundary Commission, in judging the appropriateness of an incorporation would use this document. This document would become part of the Metropolitan Plan and the policies in it would become an important touchstone for the Boundary Commission to judge the appropriateness of any incorporation proposal. The Boundary Commission would than use this specific policy to determine whether the level of service being proposed for fire protection by. this new city is appropriate based on this policy." t Commissioner Rogers commented that if the people wanted to start a city they would be in trouble because if the Boundary Commission uses this as -3- ~~ , t . 1 ) a guide it would require a level of service that would be impossible for them to provide. Rob Lilley stated that this was a point that was discussed extensively at the CAT meetings and the general consensus of the people on the team was that they would like to use the level of service provided by the City of Eugene as a bench mark. Ouestion: Under Exhibit 'A', heading PUBLIC FACILITIES AND SER VICES ELEMENT, Library Services, item number 2 and under Exhibit 'B', same heading, item number S - Commissioner Rogers wanted to know if we were talking about the new city or the unincorporated area that would be left outside somewhere? Cindy Pappas answered that in the policy under Exhibit 'A' we're talking about a newly formed city and Exhibit 'B' contains the findings that supports those policies, so we're talking about the same thing - a newly formed city. Rob Lilley further explained that it wouldn't apply to those areas that would remain unincorporated. Commissioner Rogers wondered if both the City of Eugene and Lane County would be providing library services. Commissioner Ball explained that if or when RR/SC incorporates it will be sometime before they can get a library built and in the meantime they wouldn't want Lane County to discontinue their services. Ms. Pappas stated it would guarantee that there wouldn't be an interruption of services. Commissioner Rogers felt it was very ambiguous that there were 2 policies, one stating the City would provide services. ~nd ~ne the County. He felt one needed to be changed or re-worded and ,Ms. Pappas agreed it could be re-worded to be more clear. COMMISSIONER BALL thanked Gary Wright, Chairperson of CAT, and the CA T members along with concerned citizens who attended the CAT meetings. He than thanked all staff of the various jurisdictions, the two Planning Commissions, Board of Commissioners and City Council for their hard work. MR. HOLMER, thanked Commissioner Ball & Ivey and extended a special thanks to Christine Larson, who had been on the Committee representing Springfield. COMMISSIONER IVEY thanked everyone and felt that the non- controversial and minimal amount of testimony showed the effectiveness of the CAT. ... Meeting adjourned at 7:35..~. . . --r-: .
