Mayor Obie called the work session to order.
1. EWEB MASTER PLAN HEADQUARTERS MODEL AND SITE PLANS
Mayor Obie introduced Mel Damwood, Assistant General Manager of the Eugene
Water and Electric Board (EWEB), and Matt Northway, EWEB Energy Conservation
Manager. Mr. Northway is project manager for the EWEB Headquarters Buildings.
They displayed a model of the development. Mr. Damwood said a task team
composed of staff from several City departments worked with the architects of
the EWEB development. He said the task team was very helpful.
Describing the two EWEB Headquarters Buildings, Mr. Damwood said the north
building will be two stories and will overlook the Willamette River. It will
contain conference rooms that may be used by the public. The south building
e will be four stories with an atrium. It will contain customer services, the
engineering department, administrative services, computer services, and the
energy control system. The buildings will be connected with a sky bridge.
Mr. Damwood said the City's plans for the area include a public plaza between
the Willamette River and the EWEB Headquarters Buildings. He said EWEB will
provide access to the pedestrian/bike path along the river until the City
develops the plaza.
Mr. Damwood said the development is based on the assumption that the number of
EWEB customers will increase 50 percent in the future. He discussed a new
building for repairing equipment, the equipment storage area, an addition to
the existing vehicle repair shop, the remodeling of the existing office
building, and the need to relocate a transmission line. He sa i d the 1 i ne
probably will have to be relocated again when the Ferry Street Bri dge is
improved. He said additional parking spaces were needed to meet the City code
so EWEB purchased property on the northeast corner of Mill Street and Fourth
Avenue. The purchase of that property eliminated the need to demolish the
Midgley's Mill Building at this time.
Answering questions from the councilors, Mr. Damwood said there is an old
house on the northeast corner of Mi 11 Street and Fourth Avenue. The
transmission line is a 69,OOO-volt line and EWES does not put such lines
underground. Other transmission lines of 12,000 volts wi 11 be put
underground.

Mr. Northway discussed the Willamette Greenway conditional use permit process
because some of the EWEB property is within the Willamette Greenway. He said
the criteria for the conditional use permit concern public access and
~ landscaping if the use is intensified. He discussed how the development meets
the criteri a.
Mr. Northway said construction in the development will begin in the spring of
1987 and the new office buildings probably will be finished a year later.
EWES will invest about $16.5 million in the development.
Mayor Obie adjourned the work session at noon.
