COUNCILORS ABSENT: Roger Rutan. Mayor Obie called the work session to order. I. INTERVIEWS WITH EUGENE/SPRINGFIELD METROPOLITAN PARTNERSHIP MEMBERS REPRESENTING EUGENE Mayor Obie said there was some confusion about the procedures for appointing Eugene representatives to the Eugene/Springfield Metropol itan Partnership because the council initiated a practice of not reappointing people who have served two terms on an advisory group. He said the terms on most advisory groups are three or four years, but terms on the Partnershi p Board of Directors .are only one year. The present members of the Metropolitan Partnership Board of Directors did not apply for reappointment because they have served two terms. Mayor Obie said the Council Subcommittee on Committees is recommending that the council change its policy so that the council can consider reappointment of those people whose terms are less than three years but who have not served a total of six consecutive years on an advisory group. The Council Subcommittee on Committees requested the Eugene representatives to the Metropo 1 i tan Partnership to meet with the council today. Because he is not involved with appointments to the Metropolitan Partnership Board of Directors, Mayor Obie asked Ms. Ehrman, vice president of the council, to preside during the interviews. She asked the Partnership members to discuss the Partnership and their activities in it. Bob Fenstermacher said he became Partnership treasurer and a member of the Executive Committee last year. As treasurer, he took over the Budget Committee. He said he hopes to continue serving as treasurer and as a member of the Executive Committee next year. Tom Hoyt said he was a member of the Partnership Executive Committee the first year he served on the Board of Directors. Last year he was chairperson of the Ethics Committee. He discussed the committee's accomplishments. He said the Partnership should continue to recruit new businesses. Jeanne Wagenknecht said she was chairperson of the Partnership Audit Committee last year. She said the position provided good information about Eugene's investment in the Partnershi p. She said the Ci ty Council shoul d recei ve feedback about the investment. She also served as co-chairman of the Partnership Speakers' Bureau last year. The candidates answered several questions from the councilors. Mr. Fenstermacher said the private sector of the Partnership is very strong. He said the person hired to raise funds from the private sector is doing an excellent job. He said a decrease in support from the public sector would weaken support from the pri vate sector. Ms. Wagenknecht agreed wi th Mr. Fenstermacher. She said the attitude of community leaders is important in encouraging growth in private funding for the Partnership. She said Eugene's financial commitment to the Partnership must be addressed. She said 49 percent of the Partnership's income is from public sources and 51 percent comes from private sources. Mr. Hoyt said new investment in the wood products industry should be recruited. He discussed technical advancements, secondary product manufacture, and the need to convince the wood products industry representatives that plants and mills should be built in Lane County. e Vickie Dietmeyer, Executive Director of the Metropolitan Partnership, discussed the Wood Products Task Force. She said Lane County probably will contribute $75,000 to the Partnership next year. At this time, she does not know what Springfield's contribution will be.
