COUNCILORS PRESENT: Debra Ehrman, Emily Schue, Cynthia Wooten, Freeman
Holmer, Ruth Bascom, Jeff Miller, Robert Bennett.
COUNCILORS ABSENT: Roger Rutan.
The adjourned meeting from January 5, 19B7, of the City Council of the City of
Eugene, Oregon, was called to order by His Honor Mayor Brian B. Obie.
I. ITEMS FROM THE COUNCIL, MAYOR, AND CITY MANAGER
A. local Access to Channel 7
Mayor Obie said many people expressed displeasure to him and to the councilors
when KOAC was moved from Channel 7 to Channel 27 on the Group W cable. Mayor
Obie said he called the president of Tele-Communications, Inc., the parent
company of Group W Cable, to discuss the change. He said officials of the
company were responsive and indicated that KOAC would be repositioned on
Channe 1 7.
Mayor Obie introduced Brian Sullivan, the General Manager of Group W Cable in
Eugene. Mr. Sullivan said KOAC has been restored to Channel 7. He said the
company intended to improve the cable service when it repositioned the
channels. He said the accounts of people who purchased converter boxes just
to receive KOAC on Channel 27 would be credited with the purchase price when
the boxes are returned to Group W Cable.
Mr. Holmer commended Mayor Obie for his response to public concern about the
change.
B. Minimum levels of Service
Mr. Miller asked if other councilors are interested in discussing the mlnlmum
levels of service that are acceptable to the council and the community.
The councilors discussed his suggestion. Several councilors said acceptable
levels of service are usually discussed during consideration of the budget.
By consensus, the councilors decided to discuss the matter at the next City
Council Quarterly Process Session.

C. Metropolitan Cable/Television Commission
Mayor Obie said the telecommunications industry was deregulated by the United
States Congress last year. Consequently, the function of the Metropolitan
Cable/Television Commission and the use of the cable franchise fee should be
re-evaluated. He asked the City Manager to develop a process for the
re-evaluation.
D. Reorganization of Metropolitan Policy Committee
Ms. Wooten said she did not agree with including the Metropolitan
Cable/Television Commission in the reorganization of the Metropolitan Policy
Committee (MPC).
Responding to Ms. Wooten, Ms. Schue said Urban Services Policy Committee
members did not discuss the inclusion of the Cable/Television Commission in
the reorganization very much.
Mr. Gleason said the council will consider the reorganization of the MPC next
week and City Attorney Keith Martin will present a report on the cable
franchise fee at that time.
E. Public Access Channel 11
Ms. Bascom said she understood that Eugene City Council meetings were to be
televised on a PEG (public, education, government) access channel.
F: Mayor's Recommendations for Committee Appointments
Ms. Wooten and Ms. Bascom said they would like to talk to Mayor Obie about
candidates for committee appointments.
II. CONSIDERATION OF RECOMMENDATIONS FROM THE COUNCIL SUBCOMMITTEE
REVIEWING CITY BOARDS AND COMMISSIONS
Ms. Wooten moved, seconded by Mr. Holmer, that the
recommendations of the Council Subcommittee on Boards
and Commissions be approved.
Ms. Ehrman said the committee recommended that people who serve three- or
four-year terms be appointed to only two consecutive terms on advisory groups
and that people who serve terms of less than three years be considered for
reappointment until they have served a maximum of six years. The committee
also recommended no change in the council's policy concerning the appointment
of non-residents to advisory groups and no limit on the number of advisory
groups on which a person may serve. She said the committee recommended that
the council be informed about the number of other advisory groups on which a
person serves prior to appointment.

Mr. Miller pointed out that the council's policy may be changed if the council
wishes.
The motion carried unanimously, 7:0.
III. CONSIDERATION OF APPOINTMENTS TO THE EUGENE/SPRINGFIELD METROPOLITAN
PARTNERSHIP
Ms. Ehrman said the applicants for the Eugene positions on the
Eugene/Springfield Metropolitan Partnership Board of Directors are Daryl
Egbert, Charles Schrader, Nancy Willard, Bob Fenstermacher, Tom Hoyt, and
Jeanne Wagenknecht.
The councilors turned in their ballots.
Later in the meeting, Ms. Ehrman announced the results of the balloting and
made the following motion:
Ms. Ehrman moved, seconded by Ms. Schue, that the following
persons should be appointed as the Eugene representatives on
the Eugene/Springfield Metropolitan Partnership Board of
Directors for 1987 (terms to e~pire December 31, 1987):
Bob Fenstermacher, 3505 Spring Boulevard
Thomas Hoyt, 975 Oak
Jeanne Wagenknecht, 460 Palomino Drive
The motion carried unanimously, 7:0.
IV. EUGENE/SPRINGFIELD METROPOLITAN PARTNERSHIP QUARTERLY REPORT
City Manager Micheal Gleason introduced Vickie Dietmeyer, Executive Director
of the Eugene/Springfield Metropolitan Partnership. Ms. Dietmeyer reviewed
the Metropolitan Partnership Quarterly Report dated November 12, 1986.
Ms. Dietmeyer said the Executive Committee of the Partnership recommended that
consideration be given to decreasing the size of the 44-member Board of
Di rectors next year. She di scussed recent admi ni strat i ve changes in the
Partnership. She distributed brochures titled "The Ten Most Wanted List" and
"Eugene/Springfield Metropolitan Partnership.1I She discussed a project to
research each of the primary industry targets identified in the Fantus Report,
the formation of a Recruitment Advisory Council and a Forest Products Task
Force, and secondary wood products.
Answering questions from Ms. Wooten, Ms. Dietmeyer said former members of the
Oregon-Pacific Economic Development Corporation are not specifically
designated on the Partnership Board of Directors. She said the Partnership
has about 25 cases pending now.

v. CITY OF EUGENE EMERGENCY PLAN

City Manager Micheal Gleason introduced the City's Emergency Plan. Risk
Manager Elizabeth Cherry reviewed the plan. Tim Birr of the Policet Fire and
Emergency Services discussed the roles of the mayor and City Councilors in an
emergency. He said the mayor and councilors will be a primary information
source for constituents. The mayort with the assistance of the councilt would
have to formally declare a State of Emergency if outside help is needed.
Mr. Holmer said the Emergency Plan should contain a reference to cooperation
with other governmental agencies. Mr. Gleason responded that the Parks and
Recreation Department is in charge of evacuation and transportation and the
school districts and Lane Transit District will supply the facilities. He
said the transportation procedures will be tested in the future. Mayor Obie
said he is concerned about when he and the councilors will be notified in a
community-wide emergency. He said he would expect to be notified of any
emergency and then he would decide about going to the site or the Operations
Center. He said he would want to participate in communications with the
public.
Mr. Holmer said the councilors should be notified after the mayor is notified
about any emergency which necessitates the activating of the Operations
Center. He said the emergency procedures should be tested.
Ms. Wooten said councilors should be notified even when an emergency is not
community-wide. She discussed an incident at Chef Francisco.

Mr. Gleason discussed his experiences in emergencies and said usually the
first few hours are spent assessing the situation. He said it is not possible
to inform people until the assessment has resulted in some conclusions. He
said the mayor and councilors will be notified by telephonet the mas~ mediat
or courier when the Operations Center is activated.
Replying to a question from Ms. Ehrmant Mr. Gleason discussed the Federal
requirements for participation in preparedness plans for a nuclear disaster.
He said he does not think the requirements are reasonable and he instructed
the City staff to develop the City's own emergency plan. He said the council
may want to consider the decision. He said the public probably should be told
there is nothing that can be done if we are attacked with nuclear weapons
because the institutions could not provide such things as food and water.
Mr. Miller said the councilors should be notified if there is a potential for
an emergency.
Answering questions from Ms. Wooten about accidents with hazardous materialst
Mr. Birr said a State plan is being developed and a special team from Eugene
will be designated in the plan. The team is being trained now.
Mayor Obie and Ms. Wooten said they would like a statement about the political
issues involved in different kinds of disasters.

Operations Center be rescheduled to 11:30 a.m. Wednesday, January 14, 1987.
