COUNCILORS ABSENT: Debra Ehrman, Robert Bennett, Cynthia Wooten. The adjourned meeting of the City Council of Eugene, Oregon, was called to order by His Honor Mayor Brian B. Obie. I. PUBLIC FORUM Mayor Obie offered an opportunity for the public to address the council about subjects not scheduled for consideration. Joseph Casey, 259 East 2nd Avenue, the owner of a business on the downtown mall called City Living, said that illegal drug use occurs openly in front of his establishment every day; people on the mall are verbally harassed; and e many minor offenses are committed, such as bike riding and skateboarding that terrorizes pedestrians. He said it puzzled him why the City would spend money to redesign and improve West Broadway without also addressing the behavior problems that seriously harm the mall. Mr. Casey said the offenders show contempt for the Burns Security offi cers who have no real enforcement authority. He also mentioned a recent incident in which a security officer was temporarily suspended for allegedly uttering a racial epithet. Mr. Casey said that he witnessed the entire episode, and that the accusations made against the security officer were false. Mr. Casey requested that the mall receive City police presence (perhaps a walk-through) at least once a day. He also suggested that a task force address the issue of mall safety. Mayor Obie said Mr. Casey.s comments would be forwarded to the Crime Action Task Force. He also said the City Manager's Office would be asked to give the council a report on the incident described by Mr. Casey. II. PUBLIC HEARING: RESOLUTION CONCERNING ANNUAL REVIEW OF PARKS AND RECREATION MASTER PLAN City Manager Micheal Gleason introduced the item and John Etter of the Parks and Recreation Department gave the staff report. Mr. Etter said there were five amendments being recommended to the Parks and Recreation Master Plan. He said the first was a stengthening of the wording of the citizen involvement e MINUTES--Eugene City Council September 14, 1987 Page 1 portion of the plan. The staff note on the amended wording contained errors; a corrected version of the amended wording was given to the councilors. Mr. e Etter said the second amendment related to the provision of assistance on entrance beautification projects. He said the last three amendments pertained to Bancroft lots the City has. Mayor Obie opened the public hearing, no one requested recognition, and the public hearing was closed. Mr. Gleason read the council resolution by number and title only. Res. No. 4053--A resolution approving and adopting revisions to the Parks and Recreation Master Plan, Eugene, Oregon. Mr. Holmer moved, seconded by Ms. Schue, to adopt the resolution. Roll call vote; the motion passed 4:1, with Councilors Bascom, Miller, Rutan, and Schue voting aye, and with Councilor Holmer voting nay. III. ORDINANCE ADOPTING THE UNIFORM FIRE CODE Mr. Gleason introduced the item, saying that the council previously held a public hearing on the issue, and that Roger Cleland of the Fire Operations Division would respond if the council had questions. CB 2978--An ordinance adopting the International Conference e of Building Officials' and Western Fire Chiefs Associationls Uniform Fire Code, 1985 Edition, with certain modifications, additions, and deletions; amending Sections 8.001, 8.010, 8.190, and 8.200 of that code; adding Section 8.205 to that code; repealing Sections 8.020 and 8.195 of that code; and declaring an emergency. Mr. Holmer moved, seconded by Ms. Schue, that the bill be read the second time by council bill number only, with unanimous consent of the council, and that enactment be considered at this time. Roll call vote; the motion passed 5:0. Council Bill 2978 was read the second time by council bill number only. Mr. Holmer moved, seconded by Ms. Schue, that the bill be approved and given final passage. Roll call vote; the motion passed 5:0. FINDINGS OF HEARINGS OFFICIAL CONCERNING LOCAL IMPROVEMENT PROJECT (SIDEWALK CONSTRUCTION IN FOUR LOCATIONS IN e THE CITY) Mr. Gleason introduced the item and said Les Lyle of the Public Works Department could answer councilors' questions. He said that if there were none, the council should consider adoption of the findings. Mr. Holmer moved, seconded by Ms. Schue, to appove the findings of the Hearings Official dated September 8, 1987, and the local improvement project--sidewalk construction in four locations in the city: 1) 7th Avenue and Seneca Road; 2) 18th Avenue and Bailey Hill Road; 3) 15th Avenue and Charnelton; 4) Clinton Drive and Naomi Drive. Ms. Bascom asked about the improvement on 15th Avenue and Charnelton. Mr. Lyle said it involved a single parcel where no sidewalks have been installed for many years. He said the City gave the owner the option of installing the sidewalks or having them installed in the this improvement project. He said the owner chose the latter option. Roll call vote; the motion passed 5:0. V. FINDINGS OF HEARINGS OFFICIAL CONCERNING LOCAL IMPROVEMENT PROJECT (PAVING AND STORM SEWERS CONSTRUCTION OF ALLEY BETWEEN GARFIELD STREET AND ARTHUR, AND ALLEY BETWEEN 11TH e AND 12TH AVENUES) Mr. Gleason introduced the item and said Mr. Lyle could answer councilors' questions. He said that if there were none, the council should consider adoption of the findings. Mr. Holmer moved, seconded by Ms. Schue, to appove the findings of the Hearings Official dated September 8, 1987, and the local improvement project--paving and storm sewers construction of alley located midway between Garfield Street and Arthur Street on 12th Avenue extending north for 190 feet, and alley located midway between 11th Avenue and 12th Avenue on Arthur Street extending east for 190 feet. Roll call vote; the motion passed 5:0.
