COUNCILORS PRESENT: Debra Ehrman, Freeman Holmer, Emily Schue, Cynthia Wooten, Ruth Bascom, Roger Rutan, Jeff Miller, Rob Bennett. The work session was called to order by His Honor Mayor Brian B. Obie. I. GENERAL FUND SERVICE/FINANeIAL PLANNING Finance Director Warren Wong reviewed the procedure that will be used at the council's work session November 2, 1987. He said the session will be a practice one. On November 30, the procedure wi 11 be repeated and those results will be incorporated into the budget. He said councilors will be asked to complete ballots indicating priorities for City services and revenue sources. Then the councilors will discuss the services and revenue sources. Mr. Wong urged councilors to call the Finance Division to add services to the e list. Answering questions, Mr. Wong said the cost of services wi 11 include administrative costs. Counci 1 ors wi 11 be gi ven i nformat i on about central overhead costs but councilors will not vote on that category because central overhead costs depend on other decisions. Ms. Bascom said the ballots do not give councilors an opportunity to indicate that part of programs should be eliminated. Mr. Wong responded that decreasing programs can be part of the council IS discussion of programs. Answering questions from Mr. Rutan, Mayor Obie said the objective of the work session on November 2 will be to focus on future fi nanc i a 1 problems and develop priorities for the FY89 budget. Mr. Miller wondered if the costs of the Economic Development Strategic Plan will be on the ballots. Mr. Holmer pointed out that the Strategic Plan may be changed after the public meetings.
