ISSUE STATEMENT
This is an action item to appoint a new at-large Eugene resident to the Lane Regional Air
Pollution Authority (LRAPA) Board of Directors.
BACKGROUND
There are currently seven members on the board of directors. Due to the increase in population in
the city of Eugene, an additional Eugene citizen at-large representative is to be added to the board
of directors. Other members of the board include elected officials from the City of Eugene, City
of Springfield, Lane County, City of Oakridge and several at-large citizen members.
The current board consists of seven persons: one Lane County Commissioner (Faye Stewart); one
Springfield City Councilor (Dave Ralston); one Eugene City Councilor (Betty Taylor); one
Oakridge City Councilor representing the cities of Oakridge and Cottage Grove ( Glen Fortune);
two Eugene citizen representatives (Gary Rayor and Earl Koeing); and one at-large representative
(Carol Tennabaum).
The recruitment period ran from April 20, 2005, through May 6, 2005, and a total of six
applications were received in this recruitment cycle. In addition, one candidate from the Fall 2004
recruitment was included in the applicant pool. The City retains the applications for unsuccessful
applicants for one year; if an opening occurs on the board or committee for whom the person was
not appointed, that person is automatically included in the new pool of applicants.
The Mayor nominates a candidate and the City Council appoints members to this
intergovernmental body.
RELATED CITY POLICIES
The boards, committees and commissions serve as advisory bodies to the City Council in the
development of various city policies. There is no specific policy related to this appointment.

COUNCIL OPTIONS
The City Council may:
1. Appoint the Mayor's nominee, or
2. Reject the nominee and ask for a new candidate.
CITY MANAGER'S RECOMMENDATION
The City Manager has no recommendation on this item; the appointments are made by the City
Council.
SUGGESTED MOTIONS
Move to appoint Drew Johnson to Position 4, a Eugene at-large position to the Lane Regional Air
Pollution Authority Board of Directors, for a term beginning upon appointment and ending on
October 31, 2007.

DESCRIPTION The Lane Regional Air Pollution Authority sets and adopts policy for operation and makes recommendations on issues
directly related to air quality in Lane County.
MEMBERSHIP The City of Eugene has three positions; one elected official and two citizen at-large positions.
TERM Citizen members serve three year terms; the elected official appointment is made each year.
APPOINTMENT The Mayor appoints the elected official annually; mayor nominates and then the council appoints the at-large citizens.

NOTE: To allow a large number of citi~ns to serve on boards and commissions, the City Council policy allows individuals to serve
on only one standing board or commission at a time. A current member of a board/commission who is a successful applicant for
another board/commission will be required fo choose one board/commission. This policy does not apply to ad hoc committees or
departmental committees or positions that are designated for members of specific advisory groups, e.g. the Planning Commission
member assigned to the Citi~n Involvement Committee.
5. Most City boards/commissions meet once a month, sometimes more frequently. Meetings generally last about two

CITY COUNCIL POLICY REGARDING REAPPOINTMENT TO BOARDS AND COMMISSIONS
I. Members of city advisory groups will serve a maximum of two consecutive terms when the length of the term is three years or more.
Individuals serving terms less than three years will be limited to a total of six consecutive years of service.
2. The deadline for applications from incumbents is the same as the deadline for new applications.
3. An individual may reapply for appointment to a board or commission after at least a one year hiatus from service.
4. City of Eugene employees may not serve on City of Eugene boards or commissions except as specifically provided by the City
Code, or as required to perform official duties.

Application for Lane Regional Air Pollution Authority Board of Directors
1. What experience, training, and/or qualifications do you have for this
particular board or commission?
I have over 12 years of public sector experience as an environmental engineer and air
quality planner, with over eight years in the area of air pollution control and regulation-
six years with the Lane Regional Air Pollution Authority.
I have in-depth knowledge and understanding of the Federal Clean Air Act, Oregon
environmental laws and regulations, and Lane County air quality roles, policies and
programs. I also have first-hand experience in the technical, financial, and administrative
functions of LRAPA.
As an LRAPA staff member, I wrote Title V Operating Permits, Air Contaminant
Discharge Permits, and Grant Proposals; I delivered permitting and technical assistance
to small businesses; and I served on LRAPA's Strategic Planning Committee. Through
this experience, I developed and maintained many positive relationships within Lane
County's business, government, and environmental communities.
2. What specific contribution do you hope to make to the board or commission?
Why do you want to become a member?
The Lane Regional Air Pollution Authority is in a period of transition, and our
community is becoming divided over how we define and protect the quality of the air we
breathe.
Eugene-area residents are expressing lack of confidence in the agency, and especially its
board. I can bring to the LRAPA board professional expertise in the are of air quality,
and an understanding of the day-to-day workings of the agency- skills and knowledge
that are presently missing on the board, and that can help to restore public confidence that
the board has the expertise needed to perform its oversight role of the agency.
At this critical juncture, LRAPA needs an active and engaged board. I believe that my
skills and experience would help the board understand the range of available options for
solving the very real air quality problems that affect our community and County, and to
find win-win solutions. I would take it as my specific challenge to strive to work with the
representatives from other jurisdictions to reach mutually-agreeable solutions. If
appointed, I would also strongly encourage the board to undertake a strategic planing
process for the agency.

I am also a firm believer that local control of environmental protection programs, when
conducted by a well-managed, technically competent, and publicly accountable
organization, is the best way to protect and maintain the public health and quality of life
in our community. My goal as an LRAPA board member would be to restore public and
industry confidence in LRAPA's board and programs, so that the survival of this regional
air agency will no longer be in doubt.
The quality of the air we breathe is a civic issue that affects everyone. How we
characterize, improve, and maintain the quality of our air has a tremendous influence on
the livability of our entire community. Therefore, if given the oppommity to serve as a
City of Eugene citizen representative on the LRAPA Board of Directors I will work to
ensure that we know as much as possible about what is in the air we breathe, find win-
win solutions to improve the quality of our air, and to develop and sustain organi?ational
programs which do that in a efficient and effective manner.
Serving as an LRAPA board member would be an opportunity to use my professional
skills and experience in service to the community, and to promote local air quality - two
important personal goals.
3. Briefly describe your involvement in relevant community groups and
activities.
I have served on the Oregon Small Business Compliance Advisory Panel, the Oregon
Green Permits Advisory Committee, and the Pollution Prevention Coalition of Lane
County. I also represented LRAPA staff on the agency's most recent Strategic Planning
Committee. I have also worked extensively with the Oregon Department of
Environmental Quality, the United State Environmental Protection Agency, and
numerous regulatory and non-regulatory committees focused on environmental and air
quality monitoring, protection, and improvement. Examples of my involvement include
membership on the State and Territorial Air Pollution Program
Administrators/Association of Loc, al Air Pollution Control Officials'
(STAPPA/ALAPCO) permitting, emissions monitoring and inventory, and pollution
prevention committees, and the US EPA's Rapid Inventory Development Pilot Project.
