COUNCILORS PRESENT: Cynthia Wooten, Freeman Holmer, Jeff Miller, Debra
Ehrman, Emily Schue.
COUNCILORS ABSENT: Rob Bennett, Ruth Bascom, Roger Rutan.
The adjourned meeting of the Eugene City Council was called to order by Mayor
Brian Obie.
Mayor Obie welcomed members of Boy Scout Troop 417 from Pleasant Hill.
1. APPROVAL OF CITY COUNCIL MINUTES
Ms. Wooten moved, seconded by Mr. Miller, to approve the City
Council meeting minutes of June 29, July 13, August 10,
September 7, September 12, September 20, September 26, and
e September 19, 1988. The motion passed unanimously, 5:0.
II. PUBLIC HEARING: ORDINANCE CONCERNING 19TH AND AGATE CODE AMENDMENT
(CA 88-4)
Teresa Bishow, Planning Department, gave the staff report. The Eugene
Planning Commission held a public hearing on this item in October and
recommended approval unanimously. She said the council has a unique
opportunity to address code provisions affecting the 19th and Agate
commercial area. The code amendments before the council were based primarily
on the 19th and Agate Special Area Study that was adopted by the council in
July 1988.
Mayor Obie opened the public hearing. There were no requests for
recognition. The public hearing was closed.
CB 4103--An ordinance concerning off-street parking
requirements; amending Sections 9.580, 9.582, and
9.586 of the Eugene Code, 1971; and declaring an
emergency.
Ms. Wooten moved, seconded by Ms. Schue, that the bill, with
unanimous consent of the council, be read the second time by

e council bill number only, and that enactment be considered at
this time.
Ms. Wooten expressed appreciation to staff, and the property owners and
residents of the 19th and Agate area for coming to a reasonable agreement
regarding a difficult issue.
The motion passed unanimously, 5:0.
Council Bill 4103 was read the second time by council bill number only.
Ms. Wooten moved, seconded by Ms. Schue, that the bill be
approved and given final passage. Ro 11 ca 11 vote; a 11
councilors present voting aye, the bill was declared passed
(and became Ordinance 19581 without an emergency clause).
III. PUBLIC HEARING: CITY OF EUGENE SUPPLEMENTAL BUDGET NO. 1
City Manager Mike Gleason said the Budget Committee held a public hearing on
this supplemental budget and recommended approval to the council. He
recommended that the council adopt this supplemental budget.
Mayor Obie opened the public hearing. There were no requests for
recognition. The public hearing was closed.
e CB 4104--An ordinance adopting a Supplemental Budget; making
appropriations for the City of Eugene for the Fiscal
Year beginning July 1, 1988, and ending June 30,
1989; and declaring an emergency.
Ms. Wooten moved, seconded by Ms. Schue, that the bill, with
unanimous consent of the council, be read the second time by
~ounci1 bill number only, and that enactment be considered at
this time. The motion passed unanimously, 5:0.
Council Bill 4104 was read the second time by council bill number only.
Ms. Wooten moved, seconded by Ms. Schue, that the bill be
approved and given final passage. Ro 11 ca 11 vote; all
councilors present voting aye, the bill was declared passed
(and became Ordinance 19580 without an emergency clause).
At 7:35 p.m., the meeting was adjourned to October 26, 1988.
