Tour of Social Service Agencies
October 18, 1989

COUNCILORS PRESENT: Ruth Bascom, Rob Bennett, Shawn Boles, Debra Ehrman,
Bobby Green, Freeman Holmer, Emily Schue.
COUNCILORS ABSENT: Roger Rutan.
The adjourned meeting of October 16, 1989, was called to order by His Honor
Mayor Jeff Miller.
1. TOUR OF SOCIAL SERVICE AGENCIES WORKING WITH THE COMMUNITY
RESPONSE TEAM
Councilors visited three social service agencies working with the Community
Response Team (CRT) in an effort provide services that will enhance the
e safety and comfort of the public in targeted areas of the city. Lieutenant
Jim Hill accompanied the council on its tour.
Buckley House Detoxification Program and Referral Services, 605 West 4th
Avenue, provides a residential intervention program that treats alcohol and
drug-intoxicated persons. Hillary Larson and Al Neubauer guided councilors
as they viewed the facility.
Ray Barnes welcomed councilors to the Eugene Mission, 1542 West 1st Avenue.
Director Ernie Unger answered questions during lunch and led a tour of the
facility which provides food, clothing, and shelter to homeless men, women,
and children.
At Whitebird Clinic, councilors were met by Bob Dritz, who escorted them
through the clinic's two buildings. Mr. Oritz explained how the Crisis
Assistance--Helping Out On The Streets (CAHOOTS) van component of the CRT
functions as a cooperative effort between public safety officers and social \
service providers.
