HomeMy WebLinkAbout03/10/1982 Meeting (2) e e - ~ ~ M I NUT E S Eugene City Council Work Session on West University Refinement Plan McNutt Room, City Hall March 10, 1982 1:05 p.m. PRESENT: Mayor Gus Keller; Betty Smith, Emily Schue, Mark Lindberg, Bill Hamel, Gretchen Miller (1:25 to adjournment), Eugene City Council; Eleanor Mulder, Eugene Planning Commission; Micheal Gleason, City Manager; Pat Lynch, Council Administrator; Pat Decker, Jim Croteau, Jody Miller, Planning; Tom Stinchfield, Assistant Planning Engineer, Public Works; Charlotte Lemon, Elizabeth Kain, Marshall Landman, West University Neighbors; Ed Mahn, Sacred Heart General Hospital; Neil McNaughton, Serenity Lane; Susan Pack, Eugene Register-Guard. Jody Miller, Planning, referred to a list of points of consensus reached by councilors in previous discussion of the West University Plan. She asked for confirmation and direction from councilors on these points, so that staff could draft a resolution to bring before the council at its April 14, 1982, meeting. Ms. Miller asked for confirmation of decisions regarding the R-4 area north of 13th Avenue: I. R-4 North of 13th Avenue A. Clinics Conditional Use on 12th Avenue Recommended guidelines: 1. intensity (preference for maxlmlzlng efficient use of land through structures of three stories or more) 2. proximity to hospital (closest to hospital preferred) 3. location on an arterial (access from an arterial preferred) Recommended requirement: 1. residential predominance (at least 50 percent of the land area should be residential in use) Ms. Miller said that staff was recommending that instead of providing a specific set of definitions for dealing with intensity, or any minimum intensity figures, guidelines for decisions on intensity be given to the Hearings Official, with the interpretation of these guidelines left up to him/her. Mr. Lindberg said he felt these points represented the concerns expressed by councilors in previous discussions. He felt that they provided opportunities for development and for building of additional clinics and recognized the relation- ship between the clinics and the hospital, while at the same time protecting housing needs in the West University area. Ms. Schue agreed that the outline presented by Ms. Miller was a good summary of the concerns raised by councilors. MINUTES--Eugene City Council Work Session March 10, 1982 Page 1 ~ \ ~ Ms. Miller referred to the points of consensus she believed had been reached for the R-3/R-4 area south of 13th Avenue: II. R-3/R-4 South of 13th Avenue - A. New clinics not allowed B. Six existing clinics may expand onto land under development control as of 12/1/81 Ms. Schue asked if Serenity Lane would fall under the definition of clinic as used in this outline. Ms. Miller responded affirmatively. She added that staff agreed that there might be a need to adjust the definition of clinic in the land use code at some point in the future, but indicated that this would not affect Serenity Lane's ability to expand as outlined in II-B above. Mayor Keller asked staff to make certain that all six clinics are in control of what they feel is sufficient land to meet their needs for future expansion. Ms. Miller said that the six clinics had been asked for this information during the Planning Commission's consideration of this issue. Mr. Keller requested copies of the correspondence involved. Mr. Lindberg suggested that the council receive input from Mr. McNaughton on the phasing and direction of Serenity Lane's development plans. Ms. Miller referred to the points of consensus she believed had been reached for the woonerf area: e III. Woonerf o A. The woonerf should be an implementation priority. B. Proposals 4 and 5 on page 35 of the plan draft should become policies. Councilors agreed, with some reservation, that this outline summarized the council's feelings on the woonerf issue. Mr. Lindberg said he believed that the woonerf proosals should become policies and should become an implementation priority to be worked into the plans of relevant CJty departments for the coming year. He said that financing was needed for implementation. He said that the woonerf project had been researched by student interns and that, based on this research, he believed that the woonerf concept could be implemented without major expense or capital risk to the City. Mr. Keller said that he had some concerns about the woonerf concept, based in part on the City's experience with the issue of traffic diverters, and that he would like to discuss his concerns with Mr. Lindberg. Mr. Lindberg said he felt the three issues listed by Ms. Miller were a "package deal," with each part relying on the others. Councilors agreed to finish the work session on the West University Plan at their meeting on March 17, 1982. - MINUTES--Eugene City Council Work Session March 10, 1982 Page 2 ~ e e e . Councilor Miller arrived at the meeting. Mr. Hamel said that this had been a long, drawn-out process and that he was pleased to see compromises being made and issues resolved. He complimented neighborhood and business representatives for their work toward these compromises.
