Adjourned meeting of the City Council of the City of Eugene, Oregon, was called
to order by Acting Chairperson Gretchen Miller.
I. PUBLIC HEARING RE: FY83 BUDGET (memo, ordinance distributed)
City Manager Micheal Gleason introduced Assistant City Manager David Whitlow.
Mr. Whitlow reviewed the process followed to date in developing the budget
propos a 1 . He said that on May 25, 1982, the Budget Committee had approved a
- budget which restored $608,000 to the budget presented by the City Manager in
April 1982. He said that restored funds were for such things as fire protection,
law enforcement, and the budgets of the Parks and Recreation and Public Works
departments. He said that there was also direction from the Budget Committee
that was not contained in the budget document for allocation of funds that might
become available during the coming fiscal year. He said that this direction
included restoration of approximately $381,000 in services, primarily in the
area of public safety, with some in the area of administrative services.
Mr. Whitlow noted that this budget was targeted to end the next fiscal year with
a $3.8 million cash carry forward, which is the absolute minimum that staff
recommends the City carry forward.
Mr. Whitlow also reported that there were still some unresolved questions
regarding budgeting for intergovernmental agencies and that these resulted
primarily from the uncertain nature of Lane County's funding of these agencies.
He said that to date the Lane County Local Government Boundary Commission, the
Joint Social Services Program, the Lane Council of Governments, and the Lane
Regional Air Pollution Authority had received funding allocations for 1983 from
Eugene and Springfield but not from the County. He said that such funding had
been recommended to the commissioners by the County Intergovernmental Subcommittee
but that no action had yet been taken. He said there had been discussion of the
County's borrowing road funds to support these agencies. Mr. Whitlow referred
to a previous report on the animal control program in which he had indicated to
the council that the City's costs will go up if it remains in the current
program. He said that there were no funds in the County budget for the Cooperative
Museum Commission, the Metropolitan Cable Television Commission, or the Association
e of Oregon Counties.

. Councilor Smith suggested that the Council's Legislative Task Force discuss the
2~ problem of county funding of these intergovernmental agencies and report to the
full council and the Budget Committee on the impact on the City of the County's
failure to provide funding, so that the City can make decisions on how to
respond to this problem. Mr. Whitlow said that City staff was following this
matter closely and would keep the council informed. Mr. Lindberg said that the
Joint Social Services Committee would meet on July 1, 1982, to discuss reallocation
of funds in response to the cutbacks.
Public hearing was opened.
There being no public testimony, public hearing was closed.
II. ORDINANCE FOR SECOND READING
A. Consideration of Hearing Panel Minutes of June 21 and Findings of Fact
(findings, minutes distributed)
Ms. Smith moved, seconded by Mr. Hamel, to approve the Hearing
Panel minutes of June 21, 1982, and adopt the findings of fact.
Roll call vote; motion carried unanimously.
B. Levying of Assessments
- Council Bill 2487 was read the second time by council bill number only.
CB 2487--An ordinance levying assessments for sanitary sewer to
serve Willakenzie Island annexation area #8 (A/Z 78-11),
generally including Bar-M Subdivision and property along
Willakenzie Road, Best Lane, Van Avenue, Bogart Lane,
Bailey Lane, Randall Street, and Satre Street.
Ms. Smith moved, seconded by Mr. Hamel, that the bill be approved
and given final passage. Roll call vote. All councilors present
voting aye, the bill was declared passed and numbered 18993.
Mr. Gleason reminded councilors that the council would vote on the FY 83
budget at its June 30, 1982, meeting.
Mr. Lindberg said he hoped the council would be able to commence its summer
recess on August 16, 1982.
