I. REPORT OF TASK FORCE ON REVENUES
Mr. Whitlow reviewed the draft work plan for arriving at a revenue package
recommendation by December 31, 1982. The three elements of the work plan were:
1. Establish a desired level of diversification in revenues.
2. Establish a desired level of essential services (forecast revenues, ,
find marginal requirements).
e 3. Recommend revenue package and/or reduce services to match marginal
requirements.
Mr. Whitlow said the work plan process suggested at least 10 meetings over the
next six months would be needed to review all revenue options, determine the
desired characterics of revenue sources, review intergovernmental issues, and
involve the public.
The June 23 meeting of the Task Force on Revenue, comprised of the Mayor and
four City Councilors, resulted in the following recommendations to the City
Counc il :
1. Establish a revenue subcommittee as a standing City Council sub-
committee.
2. Longer-term action (not crisis response mechanism).
3. Review and discuss wide variety of revenue issues (future revenue
sources, Federal/State revenues, user fees, etc.).
4. Develop bylaws.
5. Membership would be Mayor and four City Councilors, two ex-officio
members from the Budget Committee.

, Because the City Council deals with these issues all the time, Ms. Smith agreed
four councilors on the subcommittee were appropriate. There had been concern
. expressed by some members of the Budget Committee that they should be voting
members of the subcommittee.
Ms. Miller said having Budget Committee members present for the subcommittee's
discussion was more important than whether they could vote or not. Public input
is essential, Ms. Miller added, but the Budget Committee is not as familiar as
City Councilors with operations of the City, particularly in dealing with
Federal and State intergovernmental issues.
Mr. Lindberg felt Budget Committee members should be notified that they are
welcome to attend all meetings of the revenue subcommittee. Mayor Keller said
the task force felt very stongly that the lines of communication should be open
between the Budget Committee and the proposed subcommittee. Ms. Smith said
minutes of the task force meeting were sent to Budget Committee members.
Mr. Gleason recommended the new subcommittee be established by resolution at
this Wednesday's regular Council meeting. He noted staff needed a forecast by
January of what services will be kept in the budget for FY83. He said it would
take four months to put the recommendations into place.
Councilors discussed the number of meetings that would be required of the
revenue subcommittee. It was felt that at least two, and perhaps four, meetings
a month would be necessary. Mr. Whitlow said staff was ready to move as quickly
as the City Council wished. Ms. Schue said the work of the subcommittee needed
the full support of the Council and as much citizen input as possible.
e Councilors discussed the process for appointing subcommittee members. Consensus
was that the Mayor would nominate and the Council would appoint. A resolution
establishing the subcommittee will be presented at the July 14 council meeting
with appointments to be made at the July 21 meeting, if possible.
II. CALENDAR
Mayor Keller suggested September 9-10 for the Council Goal Session this year.
Councilors will respond by Wednesday whether the dates are convenient. Mayor
Keller said there had been a request from those on the Lorane Highway Task Force
for a meeting. The citizens subcommittee and staff will meet on it and report
to the Councilors from the Lorane Highway area. The Planning Commission requested
that this Wednesday's agenda include setting a date for the next Community Goals
Committee meeting.
III. MISCELLANEOUS
Councilors discussed naming the area where the Performing Arts Center, Conference
Center and Hilton Hotel are located. Some names discussed were Cascade Plaza,
Spirit Square, and Willamette Square. Consensus agreed on Willamette Square.
Ms. Wooten expressed her concern that sidewalk repair was perceived by some
residents in her ward as being forced on them. She said she had requested
information about the sidewalk program a month ago. Mr. Gleason said the City
is liable unless it ha an active repair and maintenance program.
