Jody Miller. Glen Potter. Tim Birr. Dave Whitlow. Gary Long. Cathy Freedman. staff. Councilor Obie opened the meeting and introduced Barbara McCarty. Chair. Airport Commission. I. AIRPORT TERMINAL EXPANSION PROJECT e Mr. Shelby reviewed the history of the airport project leading up to the present. A conceptual airport design that would meet needs into the year 2000. partially funded by the airline carriers. was completed in 1979. Using components of that design. a new plan has been developed including a basic package with additive options. Mr. Shelby distributed a fact sheet of projected cost estimates of the basic package and additive options dated December 1983. The total basic package cost estimate is $10.523.363; the additive options to the terminal building amount to $3.245.233; the optional landside development amounts to $301.630. for a total program cost estimate of $14.070.226. A Federal grant has been received to begin the engineering design for a portion of the apron and relocation of a taxiway. The construction grant is expected in the next four or five weeks. Construction is expected to begin next spring. The major areas addressed by the basic package include: the baggage claim area. the security boarding area. public lobby space. ticketing lobby. the terminal apron. and entrance and access roads to the terminal. Mr. Smith then described the schematic drawings of the basic package and additive options. including the following: overall terminal building expansion. exterior views of east face and southwest face. various views of roof configurations. Changes in the above-mentioned basic plan areas. including changes in the restaurant. restrooms. and gift shop were explained in detail during the ~ presentation. MINUTES--Eugene City Council Dinner Meeting May 14, 1984 Page 1 e In describing the additive options, the following areas were covered: east-face expansion (front entrance area). additional bay to ticket areas. covered boarding. loading bridges/stairs. covered walkways/parking extension. business center/observation area (second level.) The second level business center/observation area would include some rentable space. Ms. McCarty suggested that private funds be solicited to cover the expense of the meeting room. Mr. Hanson asked about the demand for meeting space, and Mr. Shelby said he would get this information. Mr. Holmer had an interest in eventual installation of escalators; Mr. Obie had a concern that the size of the business center meeting room may not be large enough. Ms. Wooten was interested in retail space potential. Mr. Hanson suggested that a small conference room (adjacent to the restaurant), be considered as part of the plan. Ms. Wooten suggested that a survey be done to determine if there is a need for more commercial and/or retail space. Ms. Wooten asked for passenger boarding projections in 1990, and Mr. Shelby said it is estimated that there would be 650,000 total passenger movements by 1983. e Mr. Smith continued with more detailed drawings of sheltered boarding plans, interior views of ticketing counters, the covered parking structure, sheltered boarding, and several elevations of exterior terminal views. Ms. Wooten asked for an explanation of the financial implications. Mr. Shelby said that there could be upwards of $4 million from the Federal government. A consultant is currently developing a financing package from projected airport expenditures and revenues. The financing package will not include income from new taxation unless so directed by the council. Both the financial package and a refined plan will come back to the City Council. The meeting was recessed from 6:25 to 6:35 p.m. II. STATE AND FEDERAL RELATIONS (background information distributed) Ms. Miller gave an overview of staff activities with regard to more Council involvement in intergovernmental relations, as detailed in her memo dated May 10. In reviewing the 1985 State legislative session work plan, the following comments were made: send letters of congratulations after the general election only. do summer one-on-one meetings with key legislators. schedule a candidates' forum to focus on metro issues prior to the election. (It was suggested that this be held in September.) - MINUTES--Eugene City Council Dinner Meeting May 14, 1984 Page 2 Ms. Miller circulated a sign-up sheet for councilors to indicate prefer- ~ ences for legislator meetings. List of possible issues: Mr. Obie suggested that only a few top priority issues be focused on. Ms. Smith suggested that the issues list be circulated to councilors for their recommendations on priorities. Ms. Schue suggested that issues be priority ranked for Council lobbying, and for staff work, as time permi ts. To determine ideas to build on, Ms. Wooten requested a summary of economic development and international trade bills that were passed and not passed. Mr. Hansen asked for the analysis of major issues to include an estimate of their political success probability. Mr. Holmer suggested that the council take a position soon on property tax relief/government finance issues ("son of 311). He asked Ms. Miller to keep councilors aware of positions being taken by other political groups. Meetings with Legislators: Ms. Miller will keep councilors posted with regard to proposed meetings with Senators Hatfield and Packwood. Plans for City/State relationships: Ms. Miller explained the plans, noting the five priority areas. Mr. Obie suggested that councilors be specifically assigned to priority areas. e State Boards and Commissions: Ms. Miller explained the attachments and staff plans for more appointments. Members indicated that the Water Policy Review Board should be added to the list of targeted boards. Ms. Nichols suggested that contact be made with local incumbents to give input on the City's position on specific legislation. Requirements for geographic representation for committees should be investigated. Mr. Holmer suggested that citizens be encouraged to file applications with the Governor's Office for State appointments. Members indicated agreement with the targeted list, with the addition of the Water Policy Review Board. Mr. Obie said that appointments to the State Board of Higher Education and Transportation are very important to the area. Councilors complimented Ms. Miller for a good presentation. e III.
