HomeMy WebLinkAbout01/14/1985 Meeting I M I NUT E S - Eugene City Council Eugene Hilton Hotel, Board Room January 14, 1985 7 p.m. COUNCILORS PRESENT: Freeman Holmer, Cynthia Wooten, Richard Hansen, Ruth Bascom, Debra Ehrman, Roger Rutan, Jeff Miller. COUNCILORS ABSENT: Emily Schue. Adjourned meeting of the City Council of the City of Eugene, Oregon was called to order by His Honor Mayor Brian B. Obie. I. DISCUSSION OF COUNCIL COMMITTEE ASSIGNMENTS FOR 1985 e Mayor Obie said Councilor Schue had indicated that she would not be able to attend this evening and she would like to serve on the same committees this year; but, if there is a problem, she will negotiate with other councilors. She serves on the Joint City Council/4J Board Task Force, the Citizen Participation Review Team, the Interim Community Development Committee, the Joint Parks Committee, the Metropolitan Policy Committee (MPC), the Metropolitan Wastewater Management Commission (MWMC), the Utilities Task Force, the L-COG Board of Directors, the Legislative Subcommittee, and the Lane Regional Air Pollution Authority (LRAPA). Marge Beck distributed a list of current committee assignments. She, Micheal Gleason, John O'Connor, and the councilors discussed the process for making committee assignments. The councilors briefly described their current assignments and the frequency of meetings. Mayor Obie wished to expand the Council Committee on Economic Development (CCED). He encouraged any interested councilors to indicate they would like to be on it. The Eugene-Springfield Metropolitan Partnership will deal with marketing and recruitment, but the CCED will deal with the other five subjects in the council's Six-Point Economic Diversification Program. Councilor Holmer pointed out a councilor is a liaison member of the Eugene Action Forum. In other organizations, councilors are voting members. He said a potentially awkward situation exists when councilors serve and vote on boards of directors of organizations which receive City funds. When the Riverfront Park Study is completed and adopted, a task team will probably be formed, Ms. Wooten said. Mr. Rutan has been on the study team as a planning commissioner and would like to serve on the task team. He served on the Joint Parks Committee as a Planning Commissioner and wishes to continue as a councilor. - MINUTES--Eugene City Council January 14, 1985 Page 1 e e - Ms. Ehrman will serve on the Legislative Subcommittee, the Joint Social Services Budget Committee, the Lane Regional Air Pollution Authority (LRAPA), the River Road/Santa Clara Policy Committee and the Community Schools Coordinating Committee. She also is giving time to a Downtown Advocates' group which may develop into a Mayor's Task Force to provide a constituency for the Downtown Commission. She would be interested in the Eugene Celebration. Mr. Hanson will serve on the Design Review Team, Metropolitan Cable/ Television Commission, LRAPA, Eugene-Springfield Convention and Visitors Bureau Board of Directors, and the Metropolitan Area Transportation Committee. Because of his work with the Visitors Bureau, Mayor Obie suggested he also serve on the CCED. Ms. Bascom will serve on the Eugene Arts Foundation Board and wondered if, in order to do a good job, she should also be on the Eugene Performing Arts Commission. She will continue to serve on the Utilities Task Force and the Joint Agency Committee for Review of Sanitary User Fees. She would like to serve on the Joint Parks Committee because of her work with the Alton Baker Park Committee, trees and flower baskets in the mall, and the gateway project. However, she could work on a subcommittee this year. She will be interested in the Riverfront Task Team and a downtown advocacy group. Mr. Holmer will serve on the Budget Committee, Citizen Participation Review Team (which will end soon), the Legislative Subcommittee, the River Road/Santa Clara POlicy Committee, and the CCED. He will be interested in the Riverfront Task Team. Mr. Obie will serve on the CCED, the Southern Willamette Private Industry Council (for another year-and-a-half), the Metropolitan Partnership Board of Directors, and the Metropolitan Policy Committee. Ms. Wooten will serve on the Budget Committee, Citizen Involvement Committee, Eugene Celebration, the CCED, the Riverfront Park Study Team, and the Metropolitan Partnership Board of Directors. She is interested in the Riverfront Task Team, the permanent Community Development Committee, the issues raised at the Joint Agency Committee for Review of Sanitary User Fees, and whatever committee or commission is formed when the Culture and Leisure Plan is adopted. Mr. Rutan will serve on the Joint City Council/4J Board Task Force, the CCED, the Joint Parks Committee, and as alternate on the Legislative Subcommittee. He is interested in the Riverfront Task Team and the MPC. Mr. Miller will serve on the Joint Social Services Budget Committee, the CCED, the Eugene Action Forum, and as alternate on the CIC and the River Road/Santa Clara Policy Committee. He is interested in the Joint Parks Committee, the Legislative Subcommittee, the L-COG Board of Directors, the MPC, and the permanent Community Development Committee. Mr. Gleason reminded the councilors that a long-standing council practice permits any councilor to attend any meeting at which the council is represented. MINUTES--Eugene City Council January 14, 1985 Page 2 e e e Mr. Gleason pointed out everyone interested in the Riverfront Task Team, except Ms. Bascom, was also interested in the CCED. Ms. Schue may wish to serve on the Joint Parks committee and the CCED. The appointments will be on the council's January 23 agenda. II. DISCUSSION CONCERNING NATIONAL LEAGUE OF CITIES CONFERENCES Ms. Schue, Ms. Ehrman, and Mr. Holmer attended the National League of Cities meetings in Indianapolis in November. Ms. Ehrman discussed the sessions on strategic planning, economic development, and incubators. Strategic planning for a council means choosing two or three specific goals to accomplish in a given time period. Some cities seem to be especially powerful in the League because of their participation in the League. Mr. Holmer displayed the resolutions adopted by the League in Indianapolis and discussed their development. He was on a steering committee which developed resolutions concerning the Federal deficit and Federal tax policies. He attended sessions on the transportation of hazardous materials, terrorism and other crises in cities, state strategies for local economic growth, and handicap regulations imposed on general revenue sharing. He discussed Ms. Schue1s eloquent participation during consideration of a resolution. III. STRATEGIC PLANNING Mr. Obie suggested the council use strategic planning during its work session on process. Decision points are important. Mr. Hanson suggested the council choose two or three goals for 1985. Ms. Wooten said timing for the two or three most important goals should be discussed and the council should decide about decision points and implementation. Mayor Obie wondered how strategic planning for the key issues can be implemented. Mr. Gleason suggested a work session on a key issue be scheduled and a situation/target/proposal program be presented. Then the staff could present a diagram of action to the council. However, when the council focuses on specific projects, the staff focuses on those projects and other things are eliminated. Mr. Holmer cautioned that the council should not lose its policy setting perspective. He hoped the staff would present the council with recommended decision points. Interjecting new projects and ideas can be done by councilors at the quarterly process sessions or goal session. Councilors may discuss the timing of projects when the Capital Improvement Program is considered. Mr. Holmer relished the way the staff has built up the Capital Improvement Program and budget. Mr. Hansen wondered how many representatives should go to League of Cities and other meetings. Mayor Obie and Mr. Gleason said the city benefits whenever councilors go to meetings. Councilors Bascom, Holmer, Hansen, Miller, Rutan, and Mayor Obie may go to the National League of Cities meeting in Washington, DC in March. Meetings will be held with the congressional delegation. At 9:20 Mayor Obie adjourned the meeting to January 16, 1985.
