SCHOOL DISTRICT 4J BOARD OF DIRECTORS PRESENT: Mike Williams, Judy Moseley, Sue Miller, Karen Hemmingsen, Steve Robinson, Paul Harrison, Jack Billings. Mayor Brian B. Obie called the meeting to order. He introduced Mike Williams, President of the Eugene School District (No. 4J) Board of Directors; Penny Wardell, President of the Bethel School District (No. 52) Board of Directors; Margaret Nichols, Eugene School District Superintendent; Ray Klappenbach, Bethel School District Superintendent; and Micheal Gleason, Eugene City Manager. Mr. Obie summarized the purpose of the meeting as an opportunity for the City and the two school districts to discuss increased cooperation. Mr. Williams said City and schools officials are already working on a number of common e issues, such as community schools, the Eugene Celebration, scheduling playing fields and athletic facilities, and grounds maintenance. He cited the school district's support of the City on financing the Riverfront Research Park with a tax increment district, and said that the board would like to have the advice and support of the City Council on the disposition of the Dunn and Lincoln school properties. Ms. Nichols and Mr. Gleason outlined staff proposals for cooperative projects. Ms. Nichols noted that such cooperation will produce benefits for the commu- nity, such as the possible acquisition of Beacon Drive school district proper- ty by the City for use as a park, and joint use of automated systems for greater sharing of information and assets. Mr. Gleason said the purpose of the meeting was to provide an opportunity for the political leaders to define the policy base for cooperation. He said the school districts and the City own many public assets that were paid for by the same citizens. Opportunities exist to maximize the use of those assets. ~r example, work is progressing on an application for a State Police grant which will replace some of the City's former COP program which provided early inter- vention when problems were apparent in the schools. The school libraries and the City library use the same type of computer, and they could work together. The community school program and the City's recreation program offer similar services. Automated scheduling could help avoid duplication and fuller use of school facilities. e MINUTES--Eugene City Council/Eugene School Board September 23, 1985 Page 1 ~ Mr. Gleason suggested a resolution be presented to the City Council and the school boards at their regular meetings. The resolution would provide the policy basis for cooperation. e Mr. Klappenbach expressed appreciation for being invited to the meeting. He said the school boards and the City Council had cooperated in the past. The maintenance of Shasta Park is an example of cooperation between the Bethel School District and the City. Seven of the eight Bethel schools are in Eugene. The community schools in the Bethel district were eliminated several years ago because of finances. He hoped they could be reinstated. He would be very willing to cooperate in a restitution of the COP program. He empha- sized the importance of trust and his willingness to work with City officials. Ms. Ehrman noted that the meeting with the school board directors was initiat- ed by council members. Ms. Schue said she is a member of the Dunn School Advisory committee which will make recommendations about the use of Dunn School. The City has a pro- posal, but very little money. She hoped the committee members will recommend the proposal to the school board. Mr. Williams said the development of long-range plans for beautiful public lands owned by both the City and the school districts is extremely important. He is a member of the Tree and Beautification Commission. Ms. Bascom was glad cooperation between the City and the school district has improved. Mr. Harrison said the schools have a new program involving crossing guards. e He asked the City for help with that program. He encouraged the City to help the school district with the Dunn and Lincoln properties. Linda DeSpain is a member of the school district Community Advisory Committee. She was encouraged by the cooperation apparent at the meeting. She said money saved by cooperation is needed for other projects. She emphasized that the school district still needs additional funds. Mayor Obie asked Ms. Nichols, Mr. Klappenbach, and Mr. Gleason to prepare a resolution for consideration by the Boards of Directors and City Council. He thanked those who attended the meeting.
