Ruth Bascom, Rob Bennett, Shawn Boles, Emily Schue,
Freeman Holmer, Bobby Green, Roger Rutan.
The regular City Council meeting of January 17, 1990, was called to order by
His Honor Mayor Jeff Miller.
Ms. Schue informed council members that she has written a letter to the State
Emergency Board regarding funding for in-home health care, and in the absence
of council opposition will send this letter. Ms. Schue recognized that this
is a State problem, and needs to be dealt with seriously. Mr. Holmer
indicated that although he appreciates the importance of this issue, he is
reluctant to take any action without more information.
Mr. Boles informed council members that the Mayor of Nagasaki, Mayor
Notoshima, has been shot, and said that he will send a sympathy letter to the
e Notoshima family.
Funding for the Cultural Services
In response to the council and art community interest, the Ad Hoc Arts
Funding Committee was formed. The committee met regularly during the latter
half of 1989 and held hearings to receive input from both the arts community
and hospitality industry. The views of the latter were solicited as the
committee soon focused on the Transient Room Tax and a possible increase
therein as the most likely source of additional revenue to fund the arts.
The committee developed a recommendation to council for an increase in
funding for the arts.
Mr. Holmer said that the Arts Funding Committee met with local art groups in
the community such as the Lane Regional Arts Council (LRAC) and the Center
for the Performing Arts in an attempt to identify the relationship which
exists between the City and the arts community.
Ms. Schue said that of all the components of this proposal, the Transient
Room Tax has been the central focus of discussion. It was the position of
the hospitality industry that any moneys generated from this tax should be
used to promote tourism. Ms Schue indicated that although there is no
dispute that some of the revenue generated from such a tax should go toward
promoting tourism, there is also an important cultural dimension unique to
Eugene which needs to be taken into account when dispersing tax moneys.

~ Bob Schutz, Director of Cultural Services, gave the staff presentation. Mr.
Schutz said that the proposal is to allocate $100,000 to the arts in the FY91
budget, $90,000 of which will go to the major local performing arts
organizations--the Oregon Bach Festival, Oregon Mozart Players, Eugene
Symphony Orchestra, Eugene Ballet, Eugene Opera, and the Eugene Festival of
Musical Theatre. The remaining $10,000 is to be added to the Cultural Arts
Program. Ms. Bascom emphasized that the committee feels strongly that it
should be the responsibility of the Cultural Affairs Commission to administer
the disbursal of these funds.
In response to a question from Mr. Holmer, Mr. Schutz said that of the six
major local performing arts organizations the Eugene Opera is the only one
that is not a resident company.
Responding to Mr. Rutan1s concern that no plan for expenditures is given, Mr.
Holmer explained that all of the major performing groups are substantially
supported by contributions. Because there is a large degree of variation in
the budgets among particular groups, the committee feels that each group
needs flexibility in deciding how this money is to be used.

Warren Wong, ASD Director, presented information regarding the Transient Room
Tax Fund. Mr. Holmer said that while the Silva Endowment is allocated toward
the operating budgets for the major organizations, the Hult Endowment is
strictly earmarked for special arts projects that serve to broaden or deepen
community perspective. Allocation of Hult Endowment funds is considered on a
case-by-case basis; the Hult Endowment is prudent in its allocation of funds.
The Silva Endowment is fully bequeathed, whereas the Hult Endowment is a
series of assets that is received over time.
Mr. Boles asked staff whether the money generated from an increase in the
Patron User Fee (PUF) would be an adequate financial reserve to maintain the
Hult Center in "mint" condition. Mr. Gleason cautioned that although this
money is adequate for standard maintenance, repair, and replacement needs, it
is not adequate capital to account for unexpected problems that may arise.
Jennifer King, Eugene Cultural Affairs Commission President, underscored the
important role that City funding plays within the arts in our community. Ms.
King pointed out that such funding not only illustrates the effectiveness of
our public/private partnership, but that granting agencies look unfavorably
at organizations that lack direct public support. Ms. King stressed that
Eugene Arts Foundation money is not a substitute for City support. In not
offering City support to the arts, the City is imparing its ability to obtain
grant money from outside the community.
On behalf of the Eugene Cultural Affairs Commission, Ms. King expressed
disappointment with the hospitality industry's reaction to the Transient Room
Tax proposal. The commission believes that the impact that a tax increase
would have on the price of rooms pales in comparison to the impact that the
recent PUF increase had on ticket prices.

Mr. Rutan said that while there is no question about the importance of arts
to our community, the Transient Room Tax is the wrong source of money for
this proposal. He emphasized that this proposal has been opposed by the
hospitality industry, as well as the Lane County Commissioners, and cautioned
that the comparative disadvantage imposed on Eugene as a result of this
differential room tax would jeopardize the welfare of the arts-supporting
hospitality industry.
Mr. Boles said that he felt this proposal is too modest, and that the
$100,000 per year increase does not come close to addressing the issue of
making arts, leisure, recreation, and culture an economic linchpin in our
community. He felt that the City should take a broader perspective on the
issue of culture and recreation services, and suggested that the City look
toward a Restaurant Tax. Ms. Ehrman agreed that this proposal does not do
justice to the funding needs of the arts community.

Mr. Bennett echoed Mr. Rutan's concerns about the necessity of having an
expenditure schedule for the funds laid out within this proposal. He
commented that the City works very hard to support cultural diversification
as evident in the Hult center. The City should approach the issue of using
room tax money to fund arts in our community on a regional basis. A room tax
makes sense in some instances, but without accountability, places the City in
a dangerous position. For these reasons, he cannot support the direction of
this proposal.
In the absence of agreement with respect to this proposal, Mr. Miller
suggested that the Ad Hoc Arts Funding Committee re-work their proposal and
return to council. Ms. Schue said that the committee is willing to make such
efforts only if it is provided with specific ideas from the council about how
to make this a more acceptable proposal.
Council members agreed to discuss the issue of cultural services funding at
the January 31 City Council meeting.

TO WHOM IT MAY CONCERN:
The Bethel School District strongly supports making the
Barger/Beltline interchange a high priority for future City
and State improvement projects. At the current level of
traffic, this intersection is a safety hazard for students
who walk to school as well as other pedestrian traffic. At
the current level of traffic, this intersection has one of
the highest accident rates in the area.

Because there is a large amount of additional housing
underway (Woodland Mobile Home Park-400 units; Joey Village
Mobile Home Park-ISO units; over 150 new homes north of
Barger on Terry)that feeds directly onto Barger Drive, the
traffic at the Barger/Beltline intersection will clearly get
worse over the next several years.
It is absolutely mandatory that the City and State
address this area as one of its highest priorities for the
future. This must be done in the interests of safety of
students and adults who walk and drive in this area.
