INTRODUCTIONS AND PUBLIC HEARING The meeting of the Lane County Board of Commissioners was called to order by Chair Bill Rogers. The meeting of the Springfield City Council was called to order by his Honor Mayor Bill Morrisette. The meeting of the Eugene City Council was called to order by His Honor Mayor Jeff Mi 11 er. Mr. Rogers read the descriptions of the ordinances which would be considered at this public hearing and explained that for the purpose of this hearing, all ordinances would be considered at the same time. Gary Darnielle, Lane Council of Governments (L-COG)t gave a brief staff pre- sentation. He noted that the ordinances being considered tonight represent the culmination of several years of work and reflect consensus approval of all three jurisdictions. Mr. Darnielle explained that the purpose of the first three ordinances is to streamline the process of amending the Metro Plan. A number of fundamental principles are incorporated in the ordinances, including: 1) allowing citi- e MINUTES--Eugene City Council October 29, 1990 Page 1 Springfield City Council Lane County Board of Commissioners ---- e zens the ability to initiate minor plan amendments at any time; 2) assuming no other jurisdictions are drastically affected, requiring only one jurisdic- tion to approve a minor plan amendment; 3) mandating joint public hearings for major plan amendments at the Planning Commission and City Council/Board of Commissioners level; 4) requiring on-the-record hearings at the elected- official level to force an early and complete submission of evidence at the Planning Commission level; 5) reducing the criteria needed for a plan amend- ment to be consistent with Statewide Planning Goals and internal consistency with the unchanged plans; and 6) eliminating MAPAC from the process. Mr. Darnielle said that staff and three planning commissions recommend adop- tion of the ordinances. Mr. Darnielle indicated that one piece of written correspondence was submit- ted from Charles Fadeley, representing the Lane Electric Cooperative, Inc. and Blachly-Lane Electric Cooperative, Inc.; copies of the letter were dis- tributed to each official. Mr. Darnielle informed County officials that the emergency clause contained within Ordinance PA 985 which replaces the Metropolitan Area Planning Adviso- ry Committee (MAPAC) with the Joint Planning Commission Committee (JPCC) has been deleted. Commissioner Rogers opened the public hearing for all ordinances. There being no requests to speak, Commissioner Rogers closed the public hear- e ing. Mayor Morrisette indicated the the Springfield City Council would be having its first reading of its proposed ordinances on November 5, 1990, and could not take official action tonight. Actions A. Eugene City Council and Lane County Board of Commissioners' action on amendments to the Metropolitan General Area Plan to revise Section K of Chapter III to replace the Metropolitan Area Planning Advisory Committee with the Joint Planning Commission Committee. Ms. Ehrman asked about the fees associated with initiating a minor plan amendment. In response, Mr. Darnielle said the fees have remained unchanged at $650 and noted that the Planning Directors will most likely recommend fee adjustments at a later time. Ms. Bascom asked Mr. Darnielle whether he anticipates that there will be any difficulties in distinguishing between minor and major plan amendments. Mr. Darnielle said that while there might be some interpretative questions sur- rounding this issue, he does not foresee any major difficulties. Ms. Schue moved, seconded by Mr. Holmer, that the bill, with unanimous consent of the council, be read the second time by council bill number only, and that enactment be considered at this time. Roll call vote; the motion carried unanimously, 6:0. Council Bill 4526 was read the second time by number only. Ms. Schue moved, seconded by Mr. Holmer, that the bill be approved and given final passage. Roll call vote; with all councilors present voting aye, the bill was declared passed (and became Ordinance 19726). Mr. Roberts moved, seconded by Ms. Dumdi, to adopt Ordinance No. PA 985. The motion carried unanimously. B. Eugene City Council and lane County Board of Commissioners' action on amendments to the Metropolitan Area General Plan to revise the plan amendment process to simplify the procedure for minor amend- ments that do not affect all three jurisdictions and increase the frequency of opportunities for minor plan amendments. CB 4527--An ordinance amending Chapter IV of the Eugene- e Springfield Metropolitan Area General Plan to stream- line the plan amendment process, and adopting a sev- erability clause. Ms. Schue moved, seconded by Mr. Holmer, that the bill, with unanimous consent of the council, be read the second time by council bill number only, and that enactment be considered at this time. Roll call vote; the motion carried unanimously, 6:0. Council Bill 4527 was read the second time by number only. Ms. Schue moved, seconded by Mr. Holmer, that the bill be approved and given final passage. Roll call vote; with all councilors present voting aye, the bill was declared passed (and became Ordinance 19727). Mr. Roberts moved, seconded by Ms. Dumdi, to adopt Ordinance No. PA 993. The motion carried unanimously. C. CB 4528--An ordinance concerning Metropolitan Area General Plan Amendment Processes; and amending Sections 9.014, 9.120, 9.122, 9.124, 9.128, 9.130, 9.132, 9.134, and 9.136 of the Eugene Code, 1971. Ms. Schue moved, seconded by Mr. Holmer, that the bill, with unanimous consent of the council, be read the second time by council bill number only, and that enactment be considered at this time. Roll call vote; the motion carried unanimously, 6:0. Council Bill 4528 was read the second time by number only. Ms. Schue moved, seconded by Mr. Holmer, that the bill be approved and given final passage. Roll call vote; with all councilors present voting aye, the bill was declared passed (and became Ordinance 19728). Mr. Roberts moved, seconded by Ms. Dumdi, to adopt Ordinance No. 6-90. The motion carried unanimously. D. Eugene City Council action on amendment to Section 2.013 of the e Eugene Code to implement changes to the Metropolitan Area General Plan that will dissolve MAPAC and transfer its authority to the Joint Planning Commission Committee. CB 4529--An ordinance concerning the Metropolitan Area Plan- ning Advisory Committee and Joint Planning Commission Committee; and amending Section 2.103 of the Eugene Code, 1971. Ms. Schue moved, seconded by Mr. Holmer, that the bill, with unanimous consent of the council, be read the second time by council bill number only, and that enactment be considered at this time. Roll call vote; the motion carried unanimously, 6:0. Council Bill 4529 was read the second time by number only. Ms. Schue moved, seconded by Mr. Holmer, that the bill be approved and given final passage. Roll call vote; with all councilors present voting aye, the bill was declared passed (and became Ordinance 19729). Mr. Roberts offered his appreciation to Gary Darnielle and the planning staffs for their work on this issue. Mr. Cornacchia also offered his appre- ciation to the Metropolitan Policy Committee (MPC) for its effort. e MINUTES--Eugene City Council October 29, 1990 Page 4 Springfield City Council Lane County Board of Commissioners e On another matter, responding to a question from Mayor Morrisette, Mayor Miller said that Eugene is seeking to meet the needs for housing in the com- munity through its recently-implemented interfaith shelter proposal. He praised the council for taking a leadership position on this issue and spoke about the intergovernmental cooperation that will be required if the communi- ty is to find a permanent solution to the housing problem. Mr. Rogers noted that the Glenwood Neighborhood Association is planning to meet on this issue and suggested that Eugene might send a council representa- tive to that meeting. Ms. Bascom remarked that several members of the council had an opportunity to visit the proposed Access Center facilities before making the final decision. The council favored the Glenwood facility because of its location in a non- residential neighborhood and because its former use as the Head Start head- quarters was similar. She also noted that by locating the Access Center in Glenwood, it could also easily serve Springfield's homeless population. Mr. Holmer noted the council's Social Goal for the upcoming year, as similar to last year's goal, will be to implement permanent, affordable, low-income housing with funding provided through intergovernmental cooperation. Mayor Morrisette commended the City of Eugene for seeking a solution to the housing problem. He noted that Springfield has considered a program similar to what has been proposed by Eugene and hoped that Eugene's program might serve as a future model for Springfield. e In light of approaching cold weather, Mr. Roberts commended the Eugene City Council for making a decision and moving forward quickly. Ms. Oumdi con- curred and expressed hope that additional permanent housing would be avail- able by next year to meet the housing demand.
