COUNCILORS PRESENT: Emily Schue, Roger Rutan, Ruth Bascom, Shawn Boles,
Debra Ehrman, Bobby Green, Paul Nicholson, Kaye
Robinette, and Councilor-elect Randy MacDonald.
I. CALL TO ORDER
The regular meeting of the Eugene City Council was called to order by His
Honor Mayor Jeff Miller.
II. WELCOME AND INTRODUCTIONS
Mayor Miller introduced Michael Teninty, who provided interpreting for the
hearing impaired.
Eugene City Councilors were introduced and took their places on the podium:
Emily Schue, representing Ward 1; Ruth Bascom, representing Ward 2; Debra
Ehrman, representing Ward 3; Paul Nicholson, representing Ward 4; Kaye
Robinette, representing Ward 5; Bobby Green, representing Ward 6; Shawn
Boles, representing Ward 7; and Roger Rutan, representing Ward 8.
Ward 1 Councilor-elect Randy MacDonald was introduced and joined the council
on the podium.
III. RECOGNITIONS
Mayor Miller presented plaques to five individuals whom he described as typi-
fying the community's spirit of volunteerism.
Ruben Cot a was unable to attend the meeting and his award was accepted by Joe
Rivera. Mr. Cota was recognized for his commitment to human rights and ser-
vice to the Hispanic community.
Sue Prichard was recognized for her contributions to the community on down-
town issues and her commitment to parent education and child abuse preven-
tion.
Terry McDonald was recognized for his response to the needs of Eugene's low-
income citizens and his commitment to housing the homeless.

~ John Van Landingham received recognition for his dedication, leadership, and
commitment to addressing the community's need to house all its citizens.
Arnold Mark Westling was recognized for his service in creating a quality
regional wastewater treatment program.
Councilor Green joined Mayor Miller in thanking the members of the Human
Rights Task Force, which recently completed its work on restructuring the
City's Human Rights Program to make it more efficient and effective. Mayor
Miller acknowledged everyone who had served on one of the human rights com-
missions. Task force members were introduced and given plaques in recogni-
tion of their efforts: Jacqueline Belcher, Deborah Bigelow, Cecilia Jackson,
Lynn Kahle, Bobby Green, John Kaufman, Kenya Luvert, Marion Malcolm, Jan
Oliver, Marshall Peter, Guadalupe Quinn, Tammy Jo Rhodes, Oguilivia Skelton,
Twila Souers, and Anselmo Villanueva.
Mayor Miller presented retiring Councilor Emily Schue with a plaque and ac-
knowledged her many contributions to the community during her years of public
service. Ms. Schue spoke briefly and expressed gratitude for the opportunity
to have made a difference in the community.
IV. SWEARING IN OF NEW CITY OFFICIALS

City Recorder Warren Wong administered the oath of office to Ward 1 Councilor
Randy MacDonald, Ward 4 Councilor Paul Nicholson, Ward 5 Councilor Kaye
Robinette, and Ward 6 Councilor Bobby Green.
Mr. Green thanked his family and members of his church for their support.
V. STATE OF THE CITY ADDRESS
After introducing and thanking his family, Mayor Miller presented the 1991
State of the City Address, a transcript of which is attached.
Mayor Miller reviewed progress during the past two years in the areas of
community policing, human rights, economic development, low-income housing,
the Library, and downtown. He described the City's response to the passage
of Ballot Measure 5, and outlined five challenges facing the community in
1991 relating to the Library, downtown, community policing, fire and ambu-
lance redeployment, and infrastructure. He called for local control over
local government and services, and asked that people work together to deter-
mine the community's future.
VI. ADJOURN
Those in attendance were invited to join the Mayor and City Council for a
reception in the Hult Center Lobby.
