ISSUE STATEMENT
The City Council is requested to approve the attached list of preservation and modernization projects
(Attachment A) for submittal of applications for federal Surface Transportation Program-Urban (STP-U)
funds to be programmed by the Metropolitan Policy Committee (MPC).
BACKGROUND
In October 2003, the MPC programmed STP-U funds within the Central Lane Metropolitan
Transportation Planning Organization (MPa) for the first time. The MPC conservatively programmed
85 percent of the anticipated funding over three federal fiscal years. Earlier this year, the MPa staff
recommended programming 100 percent of FY04 funds and 98 percent of FY05 and FY06 funds. This
represents approximately $1,986,000 in additional STP-U funds. At its April 14, 2005, meeting, the
MPC programmed $686,000 of the $1,986,000 for FY06 for Planning and Project Development. There
is now approximately $1,300,000 remaining to be programmed.
At its May 12, 2005, meeting, the MPC approved programming the remaining $1.3 million in three
categories - Preservation (60 percent or $780,000), Modernization and Planning and Project
Development (30 percent or $390,000) and Transportation Demand Management (10 percent or
$130,000). The programming of funds is a competitive process with individual projects being scored
and ranked using a set of predetermined criteria. Below is the timeline and process that will be
followed to program the $1,300,000:
· The Transportation Planning Committee (TPC) opened the application process on May 19, 2005
· Applications will be accepted through June 10, 2005
· The Technical Advisory Subcommittee (TASC) will review ranked applications on June 16, 2005
· The TPC will review ranked applications and make recommendations to MPC on June 23, 2005
· The MPC will consider the TPC recommendations and take action to program funds in the MTIP on
July 14, 2005.
The list of street preservation projects represent projects that meet the available STP-U funding and that
are programmed to occur over the next two years as part of the City's pavement preservation program.
The Transportation Utility Fund would be used to provide a 50 percent match to the STP-U funds and
thereby achieve the maximum number of points allocated for matching funds.
The list of off-street bike path preservation projects represents projects that meet the available STP-U

funding and that continue the program to replace the deteriorated eight-foot wide asphalt paths with ten
feet wide concrete paths. The System Development Charge Fund (transportation improvement fee
component) will be used to provide the local match. Since the scoring criteria have not changed, it is
anticipated that the bike path projects will score higher than the street projects.
The Courthouse District transportation improvement project is identified as a modernization project
because of the $1,000,000 shortfall between the requested federal earmark of $6,000,000 and the actual
earmark of $5,000,000 in the omnibus spending bill signed into law earlier this year. The Urban
Renewal Fund would be identified as the local match since the City Council has previously identified
the fund as the source for the entire $1,000,000 shortfall. Only that portion of the project that is on the
State Highway system is eligible for STP-U funds. Streets classified as local are not eligible for STP-U
funds.
RELATED CITY POLICIES
On June 9, 2004, the City Council passed a motion that all project lists or funding allocations for
projects within the City of Eugene or the Eugene urban growth boundary generated through the TPC for
the MPC/MPO approval shall first be reviewed and approved by the Eugene City Council before the
TPC recommendations are reviewed for approval by the MPC/MPO, including review of regional
projects in which the City is a stakeholder.
On April 11, 2005, the City Council passed a motion adopting the following Capital Improvement
Program policies:
· Funding sources that have been identified for a specific project and approved with adoption of the
Capital Improvement Program shall remain the funding source for that project unless a specific
exception is directed by the council.
· Flexible transportation funding available to the City from federal, state, county, and local sources,
that is eligible, will be used to fund operations, maintenance and preservation of existing capital
transportation infrastructure, unless a specific exception is directed by the council.
· New transportation capital projects, including transit projects that are located within the Eugene City
limits will be reviewed by the City Council before inclusion into any regional or multi-jurisdictional
project list or plan.
COUNCIL OPTIONS
The City Council may:
1. Approve the project list;
2. Not approve the project list; or
3. Remove specific projects and approve an amended project list.
CITY MANAGER'S RECOMMENDATION
The City Manager recommends that the City Council approve the project list. Once the list is approved,
staff will complete applications for each project and submit the applications to the MPO on June 10,
2005.

SUGGESTED MOTION
Move to approve the attached list of preservation and modernization projects for submittal of
applications for federal Surface Transportation Program-Urban funds to be programmed by the
Metropolitan Policy Committee.

MODERNIZATION AND PLANNING AND PROJECT DEVELOPMENT
Courthouse District Transportation Improvements
The streets to be improved include 8th between Mill and Hilyard, Ferry between Broadway and
the new Highway 99W, and a new Highway 99W beginning at the intersection of Hilyard and
Broadway and following the railroad tracks to the intersection of Mill and High. The
improvements also include a new traffic signal at the intersection of 8th and Mill. The estimated
cost is $7,600,000.
