City Manager
APPOINTING KATHRYN BROTHERTON AS THE CITY'S ACTING IN
CAPACITY CITY ATTORNEY.
The City Manager of the City of Eugene finds that:
A. Under the provisions of Chapter IV, Section 1.6 of the Eugene Charter of 2002, the
City Manager is designated as the administrative head of the City, and is specifically authorized
to appoint and remove all employees (except as otherwise provided in the Charter), and to enforce
all ordinances of the City.
B. City Attorney Glenn Klein will retire effective November 30, 2017 at midnight and,
therefore, it is necessary to appoint an Acting in Capacity (AIC) City Attorney until a permanent
City Attorney can be appointed.
C. Kathryn Brotherton is the Deputy City Attorney and should be appointed as AIC
City Attorney.
NOW, THEREFORE, the City Manager of the City of Eugene orders and directs
that:
1. Kathryn Brotherton is designated as AIC City Attorney effective December 1, 2017
at 12:01 a.m.
2. As AIC City Attorney, Kathryn Brotherton is granted all of the powers and
authority granted to Glenn Klein as City Attorney.
