I. ITEMS FROM THE CITY COUNCIL, MAYOR,. AND CITY MANAGER A. E -Ma il . . Given the recent controversy over electronic mail in th~ City of Springfield, Mr. Boles asked that staff explore the possibility of filing all of council's e electronic mail in a central place that is accessible for public review. he requested a staff recommendation for how this might be accomplished. B. Eugene Celebration Mr. Boles requested that information on sales"Of the Eugene Celebration pin be forwarded to council next week. C. Downtown Mall Art Mr. Boles circulated a document on John Rose's Outdoor Art Program and asked PARCS to consider a cooperative agreement with ~ther patrons of the arts in the community to purchase one or more pieces of art for the downtown mall. D. Railroad Crossing Charges Mr. Boles said a constituent informed him of charges imposed on the private sector by railroads for crossing their rights-of-way. He felt the council should discuss those charges and adjust the charges that the City imposes accordingly. e MINUTES--Eugene City Council September 25, 1991 Page 1 E. Student Intern .- Mr. Rutan introduced Chip Pyfer, a senior at the University of Oregon who is his intern for fall term. He said Mr. Pyfer will be an intern for Senator Hatfield during the winter term. F. Cawood Communications Mr. Nicholson reminded councilors of the memorandum he distributed asking for feedback regarding Cawood C~mmunications and the parking marketing program. G. Hale Thompson Mr. Robinette noted that Hale Thompson passed away last week. He said that Mr. Thompson contributed much to this community and was an inspiration to many. II. OREGON CITIZENS ALLIANCE INITIATIVE PETITION ON SEXUAL ORIENTATION Mr. Rikhoff, Intergovernmental Relations Division, gave background informa- "tion on the Oregon Citizen.'s All iance. initiatfve petition and said both ~he Human Rights Commission and the Public Safety Advisory Committee have" asked the City Council to oppose the initiative. Mr. MacDonald spoke in support of the suggestion and urged the council to ':'e formally oppose the petition. He announced a press conference at 1:30 p.m. , . to be held in the council chamber following the council meeting. Mr. Rutan moved, seconded by Mr. Boles, to oppose the Oregon Citizens Alliance initiative on sexual orientation. The mo- tion passed unanimously. III. EWEB HYDROELECTRIC FACILITIES RELICENSING Eugene Water & Electric Board (EWEB) General Manager Randy Berggren said EWEB is in the process of applying for new Federal licenses to continue operating the Leaburg and Walterville hydroelectric facilities. The final license application must be submitted to the Federal Energy Regulatory Commission by December 31, 1991. Mr. Berggren and EWEB Relicensing Project Manager Gale Banry briefed the council on the draft relicense application, which has been the subject of public meetings and review by various local, State, and Feder- al resource agencies. The draft application contains recommendations for process changes and recreation enhancements. Mr. Boles wondered if there was any forecast on what proportion of the area's energy needs EWEB will be able to provide. Mr. Berggren said that the cur- rent proportion was 30:70 percent, with the major portion being provided by Bonnev ill e. He said that the ideal would be about equal proportions and EWEB's ability to meet future demands was still under study. fe MINUTES--Eugene City Council September 25, 1991 Page 2 e Mr. Boles asked if the perspectives presented today were shared by the con- st ituents. Mr. Berggren said that the major concerns (such as local impact of improvements and land conservation) had been addressed and there was sup- port for the multi-use plan. Saying that the City is examining consolidation as a cost-reduction strategy, Mayor Miller asked if EWEB had given any thought to consolidating services with the Springfield Utility Board (SUB). Mr. Berggren said there had been no discussion of consolidating, but there has been cooperation on an ad hoc, voluntary basis on some projects. Responding to a question about using grass seed industry wastes as a power- generating source, Mr. Berggren said there may be some possible alternatives, but at this time there have been no concrete theories or proposals for using the direct combustion of grass wastes for generation. He said there may be other applications which are more viable. In response to a question from Mr. Nicholson, Mr. Berggren said that EWEB owns a share in the Trojan nuclear plant: three percent of the plant's gross operating revenue. IV. COUNCIL COMMITTEE REPORTS Citing the absence of several councilors, the council decided to postpone e committee reports, except for important notices. A. Central Area Transportation Study Mr. Boles said there are land-use implications for the larger municipality forthcoming from the Central Area Transportation Study advisory committee. The advisory committee has formed subcommittees to address parking, transit, bicycles, and land-use issues separately. B. Governor's Conversation With Oregon Noting that City staff has formed close liaisons to the Governor's conversa- tion program, Mr. Boles wondered if it was possible to lobby for statewide funding for government planning processes. Mr. MacDonald said he will bring the issue up at the next Intergovernmental Relations Committee meeting.
