The adjourned meeting of October 14, 1991, of the Eugene City Council was called to order by His Honor Mayor Jeff Miller. 1. ITEMS FROM THE CITY COUNCIL, MAYOR, AND CITY MANAGER A. Urban Forest Management Plan Ms. Bascom reported that the Urban Forest Management Plan public hearing was held last week. The report was well received and one recommendation will be to continue voluntary compliance with the heritage tree program. e Mr. Boles' suggestion that the program become mandatory after the first vio- lation was not supported by the rest of the council. B. Ashland Promotion Ms. Bascom shared a promotional display touting the city of Ashland as a tourism destination point. The article appeared in an international newspa- per. She said this is the type of promotion Eugene could create. C. Golden Gardens Mr. MacDonald referred to a letter from a constituent to Ms. Bascom recom- mending Golden Gardens as an ideal site for a golf course and wondered if there had been a resolution in his absence. Mayor Miller recalled that the matter had been researched by staff and they also came to the same conclusion but funding precluded any such development of the park. Responding to Mr. MacDonald's inquiry about private interest in the development, Mayor Miller indicated that there may be interest, but de- velopment would also entail expansion of the urban growth boundary to enable a clubhouse and roads. e MINUTES--Eugene City Council October 16, 1991 Page 1 Lunch Work Session e D. Limits on Cable Television Mr. MacDonald called attention to an article in today's The Register-Guard regarding proposed legislation to limit cable television and recommended supporting it. The matter was deferred to the Intergovernmental Relations Committee. E. Poverty Article in Nation City's Weekly Mr. MacDonald called attention to the article "Poverty In U.S. . . ." noting that Europe is four times more effective in fighting poverty than the United States. He submitted the article for inclusion in councilor packets next week. F. Enrollment in Soccer League Mr. Nicholson said he contributed to a fund to enroll the Chicano Affairs Center soccer team in the soccer league only to find that the program was filled by the time they applied. He said under the current system there is only two days for Eugene teams to enroll and then two days of open registra- tion. He said this system made it possible for an out-of-town team to bump a Eugene team from the park's program. The matter was referred to staff for a response. G. Ban on Use of City Park e Mr. Nicholson said a constituent had complained about arrests for ignoring the ban on use of some parks due to fire danger. He stated he supported the ban but the constituent pointed out that a representative from the City's PARCS Department had been quoted in the previous day's Daily Emerald that the ban would not be enforced. City Manager Mike Gleason said the ban is being strictly enforced and he will investigate the reported complaint. H. State Emergency Housing Account A draft of the proposal for the State Emergency Housing Account was distrib- uted prior to the meeting and it will be discussed by council at its work session on October 23. 1. Parking Limitations Ms. Ehrman wondered when council will review parking limitations in general. Mr. Boles said one of the Central Area Transportation Study's subcommittees is dealing specifically with parking issues and will probably not have a report until after the holiday season. e MINUTES--Eugene City Council October 16, 1991 Page 2 Lunch Work Session e J. Council Goals Session Mr. Rutan referred to the memorandum outlining the agenda for council's goals session on October 25-26 and asked councilors to direct feedback to Pam Berrian. II. 1992 FEDERAL SCHEDULE Linda Lynch, Intergovernmental Relations Division, stated that the City's Washington representative, the Intergovernmental Relations Division staff, and the Council Intergovernmental Relations (IGR) Committee recommend that the City plan its annual lobbying trip to Washington prior to the National League of Cities (NLC) Conference. Ms. Lynch briefed the council on this year's Federal legislative accomplish- ments, noting that some of them resulted from work begun in previous years. Among these are: airport expansion; funds for land acquisition for wetlands in west Eugene; movement of the bill on the Ferry Street Bridge project to the full House; funding for the Lane Transit District transfer station; the University of Oregon's request for housing innovation funding; and funding for foreign language immersion programs. Mayor Miller commended Ms. Lynch for her leadership. Several councilors spoke in favor of separating the Washington lobbying trip e from the NLC conference. Mayor Miller pointed out that approving the recom- mendation for one time only would allow the flexibility to return to the current system. Mr. Gleason noted that the City's lobbying efforts over the last seven years has yielded about $100 million to the community. He gave the following five reasons for the City's success: 1. Councilors know the organization and are consistent in their views; 2. The council has the support of other community organizations; 3. Supportive coordination by staff; 4. The council is consistent in following up on issues; and 5. The council provides continuity to maintain consistency in its lobbying efforts. Mr. Rutan moved, seconded by Mr. Boles, to separate the City's annual lobbying trip to Washington from the National League of Cities Congress of Cities meeting. The motion passed unani- mously (8:0). Ms. Lynch stated that the City's track record has resulted in credibility and the City's partners are willing to cooperate in the area's lobbying effort. She suggested making the City's logo less proprietary. e MINUTES--Eugene City Council October 16, 1991 Page 3 Lunch Work Session e III. PROPOSED LEAGUE OF OREGON CITIES RESOLUTION CONCERNING STATE TRANSPORTATION TRUST FUND Staff presented background information, saying the resolutions were proposed by members of the City Council and approved by the IGR Committee. Upon coun- cil's approval the resolutions will be presented to the League of Oregon Cities at its convention next month. If adopted by the league, the resolu- tions would become temporary statewide municipal policy for purposes of lob- bying the 1993 State Legislature. Responding to Mayor Miller's question about why Police and Parks are not included in the resolutions, Mr. MacDonald said both of these divisions will have an opportunity in May for the citizens of Oregon to amend the State constitution to allow the highway user fund (primarily gas tax and vehicle registration fees) to be used for supporting the State Police and/or State Parks system. He explained that the resolutions propose that the name of the fund be changed from Highway Trust Fund to Transportation Trust Fund. The proposal also requests that the uses for which the fund may be used be ex- panded to include pedestrian, bicycle, mass transit, light rail, and other modes of alternative transportation. Mr. Rutan moved, seconded by Mr. Robinette, to support presen- tation of the resolution concerning the State Transportation Trust Fund to the League of Oregon Cities 1991 convention, with the correction noted below. The motion passed unanimous- e ly (8:0). Mr. MacDonald corrected the date in the first sentence of the resolution to reflect adoption by the League of Oregon Cities on November 12, 1990. IV. PROPOSED LEAGUE OF OREGON CITIES RESOLUTION CONCERNING MUNICIPAL LAND USE PLANNING SERVICES Mr. Rutan moved, seconded by Mr. Boles, to support presenta- tion of the resolution concerning municipal land use planning services to the League of Oregon Cities 1991 convention. The motion passed unanimously. Mr. Nicholson stated that his vote does not in any way imply his approval of the funding arrangements. Ms. Ehrman asked that future proposal documents indicate who is making the proposal.
