EOUNCILORS ABSENT; : Roger Rutan, Shawn Boles. I. CALL TO ORDER. The .regul ar meet i nq' of the Eugene City Council was called to order by Hi s Ho;nor Mayor Jeff Mi II er. II. WELCOME ANDlNJRODUCTIONS .1, Mayor Miller introduced his wife Mary, daughter Jennifer, son Chris, and aunt Ruby. Eugene City Councilors were introduced and took their places on the podium: Randy MacDonald, representing Ward 1; Ruth Bascom, representing Ward 2; Debra Ehrman, representing Ward 3; Paul Nicholson, representing Ward 4; Kaye Robinette, representing Ward 5; and Bobby Green, representing Ward 6. Ward 7 representative Shawn Boles and Ward 8 representative Roger Rutan were unable to attend the meeting. III. RECOGNITIONS Mayor Miller presented plaques to four individuals whom he described as typi- cal of those in the audience who represent the community's spirit of vol un- teerism. Jim Torrey was recognized for his leadership in forging positive business relationships between th~ public and private sectors. Connie Mesquita was recognized for helping to further cultural diversity through her leadership at Lane Community College. Norman Metzler received recognition for his efforts toward providing shelter to homeless citizens~ Laurie McClain was recognized for working to build positive relationships between the Whiteaker neighborhood and the City of Eugene. MINUTES--Eugene City Council January 6, 1992 Page 1 e IV. STATE OF THE CITY ADDRESS Mayor Miller presented the 1992 State of the City Address, a transcript of which is attached. Mayor Miller described the city as being on the brink of change and outlined dangers and opportunities facing the city in the areas of public safety ser- vices, the downtown core, services for the disadvantaged, and the long-term stability of the economy. He emphasized the importance of the Eugene Deci- sions process during this period of change and asked those in the audience to join him in seeking quality of life and of livelihood for all of Eugene's citizens. V.
