City Manager
APPOINTING DAVID JAMES AS THE CITY'S INTERIM EXECUTIVE
DIRECTOR OF THE POLICE DEPARTMENT.
The City Manager of the City of Eugene rinds that:
A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, the
City Manager is designated as the administrative head of the City, and is specifically authorized
to appoint and remove all employees (except as otherwise provided in the Charter), and to enforce
all ordinances of the City.
B. Chief of Police Pete M. Kerns retired on April 28, 2017. Beginning May 2, 2017,
Chief Kerns has been under contract with the City to act as the City's Interim Chief of Police.
C. Chief Kerns' last day as Interim Chief of Police is December 10, 2017. Therefore,
it is necessary to appoint an Interim Executive Director of the Police Department until such time
as a permanent Chief of Police is appointed.
NOW, THEREFORE, the City Manager of the City of Eugene orders and directs
that:
1. David James is appointed as the City's Interim Executive Director of the Police
Department beginning December 11, 2017 at 12:01 a.m.
2. While acting as Interim Chief of Police, David James shall have all of the
administrative powers of the City of Eugene Chief of Police except that he shall not have authority
to (a) hire or fill captain and lieutenant positions, or (b) impose disciplinary actions that exceed
oral reprimands without first consulting with, and receiving concurrence from, the Assistant City
Manager.
