of the
Traffic Engineer of the City of Eugene
AMENDING COMMUTER PERMIT PARKING ZONE D BY ADDING
AREAS TO THAT ZONE AND REPEALING ADMINISTRATIVE ORDER
NO. 58-15-42.
The Traffic Engineer of the City of Eugene finds that:
A. Section 5.040 of the Eugene Code, 1971, authorizes the City Manager or the
Manager's designee to take administrative action establishing parking area time limitations,
including the form of permissible parking and imposing conditions upon which the streets and
other public property may be used for parking.
B. On September 24, 2009, the City Manager issued Administrative Order No. 58-09-
14 granting the Traffic Engineer of the Public Works Department the authority to exercise all of
the duties and responsibilities specifically defined as those of the City Manager in Sections 5.040
and 5.050 of the Eugene Code, 1971.
C. Pursuant to the above authority on December 22, 2015, the City Traffic Engineer
issued Administrative Order No. 58-15-42 amending the commuter parking permit Zone D
provisions that had been established by Administrative Order No. 58-15-31.
D. On April 17, 2017, the City Manager issued Administrative Order No. 58-17-08
appointing me as the City's Traffic Engineer.
E. After considering the criteria set forth in EC 5.055, I have determined that it is
necessary to amend the boundaries of commuter permit parking Zone D by adding the following
areas and time limitations to that Zone:
(1) The area on the west side of Mill Street between E. 18th Avenue and E. 19th
Avenue and the north side of E. 19th Avenue between Mill Street and High Street, will
allow two-hour parking.
(2) The area on the north side of E. 15th Avenue from Orchard Street to Villard
Street that is being removed from Zone J and added to Zone D will allow one-hour public
parking.
On the basis of these findings, I order that:

1. Notwithstanding any other Administrative Order to the contrary, the area depicted
on the map attached to this Order as Exhibit A, and as described specifically below, is established
as commuter permit parking Zone D.
Orchard Street: East side of Orchard Street between Franklin Boulevard and E.
15th Avenue
Walnut Street: Both sides of Walnut Street between Franklin Boulevard and E.
15th Avenue
E. 15th Avenue: Both sides of the portion of East 15th Avenue between the east
side of Orchard and the west side of Walnut Streets
E. 15th Avenue: North side of E. 15th Avenue between the east side of Villard
Street and the west side of Orchard Street.
Orchard Street: East side of Orchard Street from E. 15th Avenue south for
approximately 233 feet along R3/R4 zoned properties
Walnut Street: West side of Walnut Street from E. 15th Avenue south for
approximately 199 feet along R3/R4 zoned properties
Mill Street: West side of Mill Street between 18th Avenue and 19th Avenue
19th Avenue North side of 19th Avenue between Mill Street and High Street
2. The portion of commuter permit parking Zone D described below and depicted on
the map attached as Exhibit A to this Order, shall allow 1 -hour public parking between 7:00 a.m.
and 11:00 p.m., Monday through Sunday, except legal holidays and except commuter permit
parking Zone D permitted vehicles.
E. 15th Avenue: Both sides of the portion of East 15th Avenue between the east
side of Orchard and the west side of Walnut Streets
Orchard Street: East side of Orchard Street from E. 15th Avenue south for
approximately 233 feet along R3/R4 zoned properties
Walnut Street: West side of Walnut Street from E. 15th Avenue south for
approximately 199 feet along R3/R4 zoned properties
3. The portion of commuter permit parking Zone D described below and depicted on
the map attached as Exhibit A to this Order, shall allow 1 -hour public parking between 7:00 a.m.
and 11:00 p.m., Monday through Sunday (7 days per week, including legal holidays), except for
Zone D permitted vehicles.
E. 15th Avenue North side of E. 15th Avenue between the east side of Villard
Street and the west side of Orchard Street.

4. The portion of commuter permit parking Zone D described below and depicted on
the map attached as Exhibit A to this Order, shall allow metered public parking between 7:00 a.m.
and 8:00 p.m., Monday through Saturday, except legal holidays and except commuter permit
parking Zone D permitted vehicles.
Orchard Street: East side of Orchard Street between Franklin Boulevard and E.
15th Avenue
Walnut Street: Both sides of Walnut Street between Franklin Boulevard and E.
15th Avenue
5. The portion of commuter permit parking Zone D described below and depicted on
the map attached as Exhibit A to this Order, shall allow 2 -hour public parking between 7:00 a.m.
and 6:00 p.m., Monday through Friday, except legal holidays and except commuter permit parking
Zone D or Zone H permitted vehicles.
Mill Street: West side of Mill Street between 18th Avenue and 19th Avenue
19th Avenue North side of 19th Avenue between Mill Street and High Street
6. Permit fees shall be established in accordance with Section 2.020 and Chapter 5 of
the Eugene Code, 1971.
7. Administrative Order No. 58-15-42 is repealed as of the effective date of this Order.
8. If, by action of a hearing official having jurisdiction to review this administrative
order, any portion of this administrative order is stricken or the boundaries of commuter permit
parking Zone D are modified, such action by the hearings official shall have no effect on the
validity of any other section or provision of this administrative order, all of which will remain in
full force and effect.
