COUNCILORS ABSENT: Bobby Green, Randy MacDonald. The adjourned meeting of July 27, 1992, of the Eugene City Council was called to order by His Honor Mayor Jeff Miller. I. ITEMS FROM THE MAYOR. CITY COUNCIL. AND CITY MANAGER A. Affordable Housing Ms. Bascom said the AlA has invited the cities of Eugene, Tacoma, Missoula, and Portland to participate in a design seminar on September 10-11 in Port- 1 and. Ms. Bascom also reported the completion of the Richardson Bridge e project. B. Gravel Roads Responding to a question from Ms. Bascom, Mr. Boles said that the County Road Fund has earmarked funding for gravel road upgrades for communities with populations of 50,000 or less. C. Ballot Measures Ms. Ehrman asked for an update on the progress made on several current ballot measures. She noted that the lane Council of Governments has asked for the City's position on the split roll initiative. Mr. Boles recalled that the council has asked for an analysis on the impact of a split roll from the Intergovernmental Relations (IGR) Committee. Linda Lynch, IGR staff, said the committee's report is nearing completion and will be presented to the council in the near future. D. Fireworks Ms. Ehrman asked that the council take up the issue of fireworks and have a policy in place before the end of the year, in time for the New Year's Day holiday. City Code Review Ms. Ehrman said that her ward held a meeting on a conditional use permit. The new owner of the Campbell House on Pearl Street wants to convert the property into a bed and breakfast inn. She added that the City Code is vague and the City Attorney's Office may be asked for a definition and evaluation of the pertinent sections. II. WORK SESSION: EUGENE DECISIONS Barb Bellamy, City Manager's Office, said the purpose of the work session is to give the council an opportunity to continue its discussion about the process and have questions answered and concerns addressed. She noted that Ed and Susan Weeks were present to provide further information and analysis of the survey data presented on July 27. Ms. Bellamy reviewed the Eugene Decisions process to date, saying it was initiated by the council after hearing an annual forecast of the City's financial situation for the next five years. She noted this was the first time that the City has taken a comprehensive look at funding for all General Fund services. The council committee's goal was to create a community- supported, multi-year, comprehensive and sustainable service and funding strategy for the General Fund. Ms. Bellamy said that the process has produced e a wealth of information on which the council can base its plan. Ms. Bellamy described the steps taken through the process. The first of these was the process design, followed by an environmental scan, the development of preliminary strategies, the community surveys and workshops, and detailed strategies. Ms. Bellamy said the council is about to embark on the last step and plans to develop a final service and funding strategy by the end of August. Staff will then develop a phasing plan for implementation of the strategy over the next two or three years. The council committee has not developed a time line or phasing plan for the council's approval. Ms. Bellamy referred to a memorandum distributed to the council on July 27 that describes the Council Committee on Eugene Decisions' proposed process for August. She asked that the council complete and return the "Councilor Score Sheets" distributed on July 27 by August 3. The sheets will be compiled and included in the August 7 council packets. Ms. Bellamy reviewed the process proposed by staff and said that the Council Committee discussed the council's concern with regard to council consensus on the final strategy. She said the committee suggests that the council strive for consensus, after having set a time limit for reaching unanimous support for the final strategy. Mayor Miller clarified that the council would follow its regular voting e MINUTES--City Council Work Session July 29, 1992 Page 2 11':30 a.m. e pattern as it followed staff's tentative steps. Councilors agreed that excluded items could be brought back in at the end of the discussion. Responding to the council's concern on the validity of findings of the Citizen Input report, Mr. Weeks said that in drawing the random sample in the manner that it was and drawing the response rate that it did, it allows for general- izing from the sample data to the larger population with a confidence rate of 95 percent. He also said that using the multiple data sources in two differ- ent citizen input rounds makes the data very reliable. The council agreed to follow the process proposed by the Council Committee. Ms. Ehrman noted that some proposed service reductions involve the City's metropolitan partners and she felt it important to communicate with those groups. Ms. Bascom agreed to report to the Metropolitan Policy Committee at its August 13 meeting on the Eugene Decisions process. Ms. Ehrman asked staff to provide analysis on requirements for a self-support- ing spay/neuter clinic. Mr. Nicholson asked that staff also assess the level of support for the clinic from the other jurisdictions. The council also requested information on a utility tax and its impact on low-income residents, the corporate tax and its use by other cities, and staff analysis of the Chamber of Commerce's report. Mr. Mounts noted that there are no other communities who make a distinction between corporations and all other businesses for taxing purposes. Responding e to a question from Ms. Ehrman, Mr. Mounts said that only two states currently impose a restaurant tax. Ms. Bellamy said that any council questions on service analysis or the data and process should be addressed to her or Tony Mounts.
