<br /> - ----- <br /> e M I NUT E S <br /> Eugene City Council <br /> Council Chamber--City Hall <br /> August 24, 1992 <br /> 7:30 p.m. <br /> COUNCILORS PRESENT: Shawn Boles, Bobby Green, Debra Ehrman, Paul Nicholson. <br /> COUNCILORS ABSENT: Randy MacDonald, Roger Rutan, Ruth Bascom, Kaye <br /> Robinette. <br /> The adjourned meeting of the Eugene City Council of August 19, 1992, was <br /> called to order by His Honor Mayor Jeff Miller. <br /> Due to a lack of a quorum, items II, IV, V and IX were postponed until August <br /> 26, 1992, and all other items, except items I and III, will be rescheduled for <br /> a future meeting. The public hearing for Item III will be held tonight and <br /> continued until September 14, at which time the council will act on the item. <br /> 1. PUBLIC FORUM <br /> e Referring to the person who indicated that he would like to testify regarding <br /> a local income tax, Mayor Miller explained that a council subcommittee was <br /> exploring a local personal income tax, business tax, or some combination of <br /> both, and will report back to the council in late September. <br /> Irvin Moore expressed support for a one-percent sales tax on all retail sales <br /> in Eugene. He said that based on figures provided by the U.S. Department of <br /> Commerce, Bureau of Census, a one-percent sales tax instituted in Eugene would <br /> generate $12.7 million annually. He expressed concern about taxing one <br /> particular industry, adding that a sales tax would be the most fair and less <br /> costly to administer. <br /> Dave Sweet said he understood that the council made a promise in the "Let's <br /> Get To The Point" Eugene Decisions tabloid regarding the section which <br /> described the potential impact of a $170,000 reduction in the Development <br /> Division's budget. He said the tabloid indicated that if such a cut were <br /> made, one of the results would be to eliminate the regulation of street <br /> musicians in Eugene. He added that a majority of the public has expressed <br /> support for such a reduction in the Development Division's budget. He stated <br /> that Eagle Park Slim, who was recently featured in The Reqister-Guard as <br /> Eugene's only full-time street musician, has moved to Seattle because of <br /> Eugene's regulations. <br /> e <br /> MINUTES--Eugene City Council August 24, 1992 Page 1 <br /> 7:30 p.m. <br />
